District overview

Jhalawar — a black-soil, rain-fed and well-irrigated district

Jhalawar covers 6,928 sq km on the CGWB figure and had 14,11,129 people at Census 2011 (CGWB, 2013); the MSME-DI profile gives 6,322.35 sq km, so the area needs confirming. Both documents list seven tehsils (Khanpur, Jhalrapatan, Aklera, Pachpahar, Pirawa, Gangdhar, Manohar Thana). The district was not among those annulled on 28 December 2024 (Scroll, December 2024).

We publish no per-acre price band for Jhalawar. No registered-deal series or district DLC schedule was reachable, and listing-site asking prices could not be traced to deals. The statewide DLC revisions are the official movement: about 10% in April 2026 and 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; the report is in Hindi).

Normal rainfall in Jhalawar is 934.5 mm for 1901-70 (CGWB, 2013). Soils are black cotton soil, lithosols and regosols, soyabean has the largest figure in the CGWB crop table, and the profile mentions orange groves. Of 2,08,054 hectares net irrigated in 2010-11, other wells served 1,47,036, tubewells 51,866 and canals only 6,538. The district is also on the list of 21 districts the Lok Sabha was told in December 2024 would benefit from the Parbati–Kalisindh–Chambal link, which was then at DPR stage (Lok Sabha, December 2024).

The surcharge cap was raised from 10% to 20% by the Rajasthan Stamp (Amendment) Bill, 2018, effective 13 June 2018 (PRS, Bill 18 of 2018; The Tribune, September 2018). The rate notified today is not confirmed, and we could not trace the base stamp duty or registration fee for a sale deed, so none is quoted for Jhalawar. Deeds are registered through the Registration and Stamps Department's ePanjiyan system (NeGD listing). Patrika reported in August 2026 that duty and fee are based on DLC rates (Patrika, August 2026; the report is in Hindi). Its December 2024 example: on a Rs 50 lakh transaction in an area where the DLC rate rose 15%, the extra cost was Rs 66,000 in a man's name and Rs 56,250 in a woman's (Patrika, December 2024). Since July 2024, Rule 57 of the Stamp Rules lets the registering officer inspect the land and value open land and structures separately (TeamLease RegTech, July 2024). For Jhalawar, no district DLC schedule was reachable. Take the current schedule from the Sub-Registrar.

Statewide DLC revisions, a rail line under construction and dated industrial data. No listing-site prices are used.

DLC rates: statewide revisions only

No Jhalawar figure sourced

The state raised DLC rates about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026). In December 2024 irrigated rural land rose by up to 50% and agricultural registration moved to hectares (Patrika, December 2024). We did not reach a Jhalawar village schedule.

Check: the rate in force for the village on the sale-deed date.

Rail line under construction

Reported Apr 2026

Patrika reported that 187 km of the 276 km Ramganj Mandi–Bhopal line, which links Kota, Jhalawar, Rajgarh, Sehore and Bhopal, was complete, with the rest targeted for 2026-27 (Patrika, April 2026). The sources read give no station list for Jhalawar and no land-price effect.

Check: station sites and alignment on the khasra before assuming access.

Stone and limestone

Industrial base, dated data

MSME-DI lists limestone, sandstone, masonry stone and bentonite, eight industrial areas and a growth centre at Jhalrapatan with 450 plots, 316 allotted (MSME-DI profile). The figures are from the 2005-12 period. Industrial land is not comparable with farmland.

Check: the use class and lease or industrial-area status of any plot near the quarries.

Asking prices

No sourced price series

No Jhalawar asking-price series could be traced to registered deals, so none is shown. A DLC rate is a registration floor, not what a seller will accept.

Check: registered sale deeds in the same revenue estate before negotiating.

Units: acre, hectare and local measures

Land in Jhalawar is priced in acres or hectares in this guide. Local units differ between tehsils and between sellers and the revenue record, so ask for the khasra area in hectares and convert any quote before comparing two offers. We opened no revenue manual for local unit definitions.

Modified Parbati–Kalisindh–Chambal link with ERCP

Rajasthan and Madhya Pradesh signed an MoU with the Jal Shakti Ministry on 28 January 2024. In December 2024 the Ministry told the Lok Sabha the project was at DPR stage with no cost estimate, and its list of 21 Rajasthan districts to benefit begins with Jhalawar (Lok Sabha, December 2024). A December 2025 report said the Rajasthan DPRs were under Central Water Commission appraisal and the project was not being considered as a national project (NBM&CW, December 2025). No construction has been reported in the sources read.

Agriculture & terrain

Soil, crops & water in Jhalawar

A black-soil, higher-rainfall district where wells do most of the irrigating and groundwater is heavily drawn.

🌾 Soyabean and wheat plains

CGWB's 2010-11 crop table lists soyabean with the largest figure, ahead of wheat, pulses, maize, rapeseed and mustard, coriander, garlic and citrus fruits; the extraction does not label the units clearly, so no area is quoted (CGWB, 2013). Soils are black cotton soil, lithosols and regosols.

  • Wheat
  • Coriander

🍊 Orange belt

The MSME-DI profile mentions orange groves in the landscape and orange pulp manufacturing as a possible small industry, but gives no production data (MSME-DI profile). We found no sourced orange acreage for Jhalawar.

  • Orange
  • Citrus fruits

⛏️ Stone and limestone belt

Limestone has the largest leased area (about 211.8 hectares) and output (about 1.63 million tonnes) in the profile, followed by sandstone and masonry stone (MSME-DI profile; dated). Lease boundaries decide what can be done on nearby land, so legal status matters more than soil.

  • Sandstone
  • Bentonite

💧 Water & rainfall

Normal rainfall was 934.5 mm for 1901-70 and the 1997-2006 average 883.0 mm (CGWB, 2013). The same booklet puts the stage of groundwater development at 120.22% as on March 2009, which is over-exploited, with 1,47,036 hectares irrigated by other wells, 51,866 by tubewells and 6,538 by canals. CGWB's 2024 state assessment gives no Jhalawar extraction figure but flags sporadic excess fluoride and nitrate in Jhalawar samples, and puts the state at 149.86% extraction with 214 of 302 units over-exploited (CGWB, 2024). Check borewell depth, yield and water quality on site.

📐 Measurement units

Use acres or hectares to compare offers. Local measures differ by tehsil and we opened no revenue manual, so ask the patwari for the khasra area in hectares. Mandi prices for soyabean, wheat and coriander are published by the Directorate of Marketing and Inspection; we did not open that portal and quote no price. Price a parcel on water access, road frontage and permitted use, not crop yield.

District report — Jhalawar

Farmland India view

Why investors look at Jhalawar

Five reasoned points, with an honest note that the price evidence is thin and both catalysts are unfinished.

A higher-rainfall farming district

Normal rainfall of 934.5 mm and black soils make Jhalawar a soyabean and wheat district. Wells irrigate most of the area, so water depth matters parcel by parcel.

A rail line moving through the district

The 276 km Ramganj Mandi–Bhopal line was reported 187 km complete in April 2026. It is unfinished and no Jhalawar station list was found, so price on today's access.

Named in the river-link plan

Jhalawar heads the Lok Sabha list of 21 districts to benefit from the Parbati–Kalisindh–Chambal link, which was at DPR and appraisal stage in December 2025. That is a plan, not construction.

Thin price evidence

No district DLC schedule or deal series was reachable. A buyer should collect registered comparables in the same revenue estate rather than rely on asking prices.

Paperwork decides the outcome

Section 42, the ceiling tiers, Section 90A and lease boundaries are all parcel-specific. A buyer who documents each is better placed than one relying on a broker summary.

STRAIGHT TALK

Risks & challenges in Jhalawar

Read these before shortlisting in Jhalawar specifically.

Mining leases and quarries

Limestone and sandstone leases operate in the district. Ask for lease boundaries and forest classification in writing; no Jhalawar notification was opened.

Over-exploited groundwater

CGWB put the stage of groundwater development at 120.22% as on March 2009. Check borewell depth and water quality before assuming irrigation.

Little canal water

Canals served only 6,538 of 2,08,054 net irrigated hectares in 2010-11. A parcel without a reliable well has little irrigation security.

Section 42 exposure

A sale by an SC or ST khatedar to someone outside that community is void under Section 42, and adverse possession does not cure it (Rajasthan High Court, February 2025). Read the community from the jamabandi before an advance.

Fast-moving DLC rates

Rates were revised in April and August 2026. A valuation agreed in spring may not match the schedule in force at registration.

Announced is not delivered

The rail line is unfinished and the river-link plan was at appraisal. Price on today's fundamentals.

Conflicting area figures

CGWB gives 6,928 sq km and MSME-DI 6,322 sq km for the district. Use the revenue record, not a profile, for the parcel itself.

No sourced price series

We use no listing-site prices for Jhalawar, and the DLC rate is only a floor. Collect registered comparables before negotiating.

Who to contact

Local revenue & registration offices

Conversion of rural agricultural land is decided by the Tehsildar, Sub-Divisional Officer, Collector or State Government, depending on use and plot size (Rule 9, Revenue Department rules, 2019 compilation). Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil (Khanpur, Jhalrapatan, Aklera, Pachpahar, Pirawa, Gangdhar or Manohar Thana, as listed in CGWB, 2013). Sale-deed registration is handled by the Sub-Registrar under the ePanjiyan system, which feeds the eDharti land records for agricultural deeds (NeGD listing). Quarry lease questions go to the Mining Department and forest classification to the Forest Department. We could not open the Jhalawar district portal or the Revenue Department and ePanjiyan sites, so take office locations and jurisdiction from the department directly.

Data-currency note: area, population, crop and groundwater data come from the CGWB booklet of 2013 (crops and irrigation 2010-11, groundwater March 2009), and industry and mineral data from the MSME-DI profile (about 2005-12), so they are old. Infrastructure statuses were read in October 2026 and change quickly. No district DLC schedule was opened. Official portals that did not open are named only as places to check.
