District overview

Bhilwara — the textile city, with groundwater over-exploited in every block

Bhilwara is a south-eastern Rajasthan district of about 10,474 sq km and 24.1 lakh people (2011), known in the MSME profile as the textile city of Rajasthan (MSME profile, c. 2012). A March 2026 trade report, quoting an industry official, counted more than 450 fabric units, more than 20 spinning units and about 10 crore metres of cloth a month, with over two lakh people employed directly or indirectly (Apparel Resources, March 2026). The same report said Gulf-region disruption had put shipments worth Rs 800 to 1,000 crore on hold.

We publish no per-acre price band for Bhilwara. Listing-site asking prices could not be traced to registered deals, and no village-wise DLC list for the district was opened. Statewide, DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; the report is in Hindi).

On the land itself, Bhilwara is a maize, wheat and gram district with 2,37,731 ha net sown in 2023-24 and open wells supplying most irrigation (Agricultural Statistics 2023-24). The 2013 groundwater booklet found all 11 blocks over-exploited (CGWB, 2013), which matters more for a farm than for a plot near the textile belt.

The surcharge cap was raised from 10% to 20% by the Rajasthan Stamp (Amendment) Bill, 2018 (PRS, Bill 18 of 2018; The Tribune, September 2018). The rate notified today is not confirmed, and the base stamp duty and registration fee for a sale deed could not be traced, so none is quoted for Bhilwara. Deeds are registered through the Registration and Stamps Department's ePanjiyan system (NeGD listing). Patrika reported that DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; the report is in Hindi), and in December 2024 irrigated agricultural land in rural areas rose by up to 50% with agricultural registration moving to hectares (Patrika, December 2024). Since July 2024, Rule 57 of the Stamp Rules lets the registering officer inspect the land and value open land and structures separately (TeamLease RegTech, July 2024). The current schedule and the village DLC rate should be taken from the Sub-Registrar.

What is moving prices in Bhilwara

There is no sourced price series for Bhilwara. The cards below show what is reported about industrial plots, the DLC schedule and units.

Rupaheri textile park, Hurda

209 ha, 275 plots, RIICO allotment (May 2026)

RIICO opened the 10th phase of its direct allotment scheme for the park in Hurda tehsil, offering plots of 1,500 to 36,000 sq m; applications closed on 14 May 2026, and RIICO approved Rs 221 crore for development (Apparel Resources, May 2026). The report gives no plot rate.

Check: RIICO allotment terms and the park's land status; industrial plots are not comparable with farmland.

DLC schedule

5% to 49% in listed areas from 3 Aug 2026

Patrika reported that DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; the report is in Hindi). We did not open a Bhilwara list, so we cannot say which villages were revised.

Check: the village's DLC rate at the Sub-Registrar, dated to the registration month.

Textile demand

Reported, not a price series

Trade-report figures on units, output and exports show why Bhilwara city draws demand (Apparel Resources, March 2026), but they say nothing about land rates, and the same report records an export slowdown.

Check: recent registered deals in the same revenue estate before negotiating.

Asking prices

No sourced price series

Listing-site asking prices for Bhilwara could not be traced to registered sales, so none is shown.

Check: registered sale deeds in the same revenue estate before negotiating.

Units: acres, hectares and local measures

Agricultural registration in Rajasthan moved to hectares in December 2024 (Patrika, December 2024). Local measures still differ between tehsils and villages, and we did not source a conversion table, so convert every quoted area against the jamabandi before comparing offers.

💧 Water & rainfall

Net irrigated area in 2023-24 was 1,24,864 ha, of which open wells supplied 93,114 ha, tube-wells 23,310 ha and canals 7,703 ha, about 53% of net sown area by our arithmetic (Agricultural Statistics 2023-24). The CGWB booklet gives a normal of 603.3 mm (1901-70) and a groundwater stage of development of 135.55%, with all 11 blocks over-exploited (CGWB, 2013); its Suwana figure looks like a typing error. IMD recorded 1,013.2 mm against a 604.5 mm normal in the 2025 monsoon, 68% above (IMD, 2025). The CGWB 2024 state report lists Bhilwara among districts with sporadic readings above the limits for salinity, fluoride, nitrate and uranium (CGWB, 2024). Check the borewell yield and water quality on the parcel.

📐 Measurement units

Registered area is in hectares since December 2024 (Patrika, December 2024). Local measures differ between tehsils, so match every offer to the jamabandi area. We did not open Agmarknet, so no mandi price is quoted.

District report — Bhilwara

Farmland India view

Why investors look at Bhilwara

Five reasoned points, with an honest note that price evidence is thin and the rail and road items rest on single reports.

An industrial base that is not farm income

Trade reports describe more than 450 fabric units and over two lakh jobs (Apparel Resources, March 2026). That supports local demand for plots and rentals around Bhilwara city; it does not set the price of farmland.

Industrial plots on offer at Rupaheri

RIICO's May 2026 allotment of 275 plots in Hurda shows organised land supply near the textile belt (Apparel Resources, May 2026).

Rail doubling and a station upgrade

A cabinet-approved 181 km doubling and an Rs 17.50 crore station plan were reported in November 2024 (Patrika, November 2024). Progress since then is not confirmed.

A mineral belt

Lead-zinc, mica and garnet occur in the district (Indian Bureau of Mines, 2023), which supports mining-linked activity but adds lease checks to every purchase.

A market that rewards paperwork

With Section 42, ceiling declarations, conversion and groundwater all parcel-specific, the buyers who do well are the ones who read the jamabandi and the water record first.

STRAIGHT TALK

Risks & challenges in Bhilwara

Read these before shortlisting in Bhilwara specifically.

Over-exploited groundwater

The 2013 CGWB booklet found all 11 blocks over-exploited, at a district stage of 135.55% (CGWB, 2013). The data are old; ask for the current block category and the borewell record before counting farm income.

Export dependence of the textile economy

A March 2026 report said Gulf-region disruption had held up shipments worth Rs 800 to 1,000 crore (Apparel Resources, March 2026). Demand tied to one industry can move quickly.

Mining leases and mineral land

Lead-zinc, mica and other minerals are mined in the district (Indian Bureau of Mines, 2023). A khasra near a lease can carry access, blasting or title limits that the jamabandi does not show.

Section 42 and ceiling exposure

A sale of khatedari land by an SC or ST member to someone outside the community is void under Section 42 (Tenancy Act), and holdings above the ceiling cannot be acquired (Ceiling Act). Establish both before any advance.

District reorganisation

Shahpura was a district from 2023 until the 28 December 2024 annulment (Scroll, December 2024). Papers from that period may name a district or office that no longer exists.

Announced is not delivered

The rail doubling and station plan rest on one November 2024 report (Patrika, November 2024), and the NHAI item is safety work awaiting award. Price a parcel on today's access.

No sourced price series

We use no listing-site prices for Bhilwara, and DLC rates changed in April and August 2026 (Patrika, August 2026). A valuation agreed in spring may not match the schedule at registration.

Who to contact

Local revenue & registration offices

Conversion of rural agricultural land is decided by the Tehsildar, Sub-Divisional Officer, Collector or State Government, depending on use and plot size (Rule 9, Revenue Department rules, 2019 compilation). Sale-deed registration is handled by the Sub-Registrar office under the ePanjiyan system, which feeds eDharti land records for agricultural deeds (NeGD listing). The District Collector's office coordinates revenue matters for the district. Mining questions go to the Mines Department, and RIICO handles its industrial areas. The district portal, the Revenue Department portal and ePanjiyan were not opened for this page, so office locations and tehsil jurisdiction should be taken from the department directly.

Can an outsider buy agricultural land in Bhilwara?

On the texts we read, yes: the Ceiling Act and the part of the Tenancy Act we read contain no clause limiting purchase to farmers. Section 42 voids a sale by a Scheduled Caste or Scheduled Tribe khatedar to a non-member, and the Ceiling Act caps a family's holding (18 or 27 acres irrigated, 48 to 175 acres unirrigated by zone). NRIs and OCIs cannot buy agricultural land under the RBI Master Direction. We read no later amendments, so confirm the current limits.
