District overview

Khairthal-Tijara โ€” an Alwar-split district around the Bhiwadi industrial belt

Khairthal-Tijara was created from Alwar in August 2023, with its headquarters at Khairthal (Patrika, August 2025). The Directorate of Economics and Statistics gives it a reporting area of 196,488 hectares, about 1,965 sq km, of which 67.39% is net sown (Agricultural Statistics of Rajasthan 2023-24). A compilation of the 2023 notification lists 5 sub-divisions and 7 tehsils: Tijara, Kishangarh Bas, Khairthal, Kotkasim, Harsoli, Tapukara and Mundawar (Rajras). We could not open the notification, and no Census total for the district as now bounded turned up on a page we could open.

We publish no per-acre price band for Khairthal-Tijara. No official or news series for the district turned up, and the statewide DLC revisions Patrika reported do not name it (Patrika, August 2026). The documented base is industry. The MSME-DI profile of Alwar, written before the split, lists Bhiwadi Phases I to IV at 2,138 acres, Khushkhera at 825.83, Chopanki at 802, Tapukara at 781.44 and Khairthal at 69.93, with plot data as on 31 March 2012 (MSME-DI Alwar profile). RIICO's September 2026 auctions included a logistics plot at Rabadka in Bhiwadi (Business Standard, October 2026).

Away from the industrial areas the district grows mustard, bajra and wheat. In 2023-24 mustard took 36.04% of cropped area, bajra 33.97% and wheat 16.67%, and 97.95% of net sown land was irrigated, all of it from electric tubewells (Directorate of Economics and Statistics). The CGWB booklet for Alwar put the Tijara, Kishangarh Bas, Kotkasim and Mandawar blocks in the over-exploited category in March 2009 (CGWB Alwar booklet). Water matters as much as the road.

Sale-deed rates could not be traced to an official page or a news report

The surcharge cap was raised from 10% to 20% by the Rajasthan Stamp (Amendment) Bill, 2018 (PRS, Bill 18 of 2018; The Tribune, September 2018). The rate notified today is not confirmed, and the base stamp duty and registration fee for a sale deed could not be traced, so none is quoted. Deeds are registered through the Registration and Stamps Department's ePanjiyan system (NeGD listing). The Patrika reports on DLC revisions name Jaipur localities but not Khairthal-Tijara, so we have no district schedule. In December 2024 Patrika reported that irrigated agricultural land in rural areas rose by up to 50% and that agricultural registration moved to hectares (Patrika, December 2024). Patrika gave one example in December 2024: on a โ‚น50 lakh transaction in an area where the DLC rate rose 15%, the extra cost was โ‚น66,000 in a man's name and โ‚น56,250 in a woman's (Patrika, December 2024). Since July 2024, Rule 57 of the Stamp Rules lets the registering officer inspect the land and value open land and structures separately (TeamLease RegTech, July 2024). Take the schedule in force from the Sub-Registrar's office.

Statewide DLC revisions

About 10% (Apr 2026); 5% to 49% in listed areas (3 Aug 2026)

Patrika reported that DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; the report is in Hindi). The report names Jaipur localities and satellite towns, not Khairthal-Tijara. In December 2024 the 300-metre highway rule was removed, so commercial rates apply only to structures directly on a highway and not to farmland up to 300 metres away (Patrika, December 2024).

Check: the rate for the village on the sale-deed date; we have not seen a Khairthal-Tijara schedule.

Bhiwadi, Khushkhera, Chopanki, Tapukara

Four RIICO areas of 780 acres or more (2012)

In the 2012 MSME-DI profile, Bhiwadi had 1,670 of 1,701 plots allotted, Khushkhera 958 of 1,017, Chopanki 1,038 of 1,107 and Tapukara only 17 of 22; Khairthal's 134 plots were all allotted. Principal industries listed were auto and engine components, cables and wires, pharmaceuticals and tyres at Bhiwadi, steel at Khushkhera, wire, fasteners and beverages at Chopanki, and printing ink and auto parts at Tapukara (MSME-DI Alwar profile). The counts are 14 years old.

Check: current RIICO allotment status, and whether a plot is in an industrial area, a private layout or on farmland.

Rabadka logistics plot

1 plot, 7 applications (Sept 2026)

Business Standard reported that RIICO's online bidding closed on 30 September 2026 and listed one logistics plot at Rabadka in Bhiwadi with 7 applications. The article gives no price per plot or rate per square metre (Business Standard, October 2026).

Check: the auction result on the RIICO notice before using it as a land-price signal.

Name and headquarters

No decision reported (Sept 2025)

Patrika reported in August 2025 that the Chief Minister had asked for a proposal to rename the district Bhartrihari Nagar and make Bhiwadi the headquarters, and that local residents had formed a committee against it (Patrika, August 2025; Patrika, August 2025). The state later told the Assembly that nothing had been implemented (Lokmat Times, September 2025).

Check: whether a notification has since been issued before relying on either name or seat.

Asking prices

No sourced price series

Listing-site asking prices for Khairthal-Tijara could not be traced to registered deals, so none are shown. The DLC rate is the only official reference and it is a floor for registration, not what a seller will accept.

Check: registered sale deeds in the same revenue estate before negotiating.

Local units and hectares

Land in the villages is quoted in local units that differ between tehsils, so a quoted area means little until it is converted. Since the December 2024 DLC revision agricultural land is registered in hectares (Patrika, December 2024). Ask the patwari for the conversion in writing and for the share of the khata being sold; we did not open a revenue manual for local unit definitions.

IANS reported on 18 May 2026 that Rajasthan and Haryana had agreed on a Rajasthan extension of the Namo Bharat network: 91 km with six proposed stations. The report names Bawal, Khairthal and Alwar among the places on the Delhiโ€“Gurugramโ€“SNBโ€“Alwar route and Bhiwadi as an NCR industrial hub expected to benefit, without saying which are stations; Tijara is not mentioned (Punjab Kesari/IANS, May 2026). A rail-industry profile lists Phase 1, Delhi to SNB, as under construction with a 2028 target (RailwayNews.net, May 2026). We found no sanction order or construction schedule for the Rajasthan side.

Bhartrihari Nagar rename and Bhiwadi headquarters

Patrika reported on 8 August 2025 that the Chief Minister had asked officials to prepare a proposal to rename the district Bhartrihari Nagar and move its headquarters from Khairthal to Bhiwadi, which would need cabinet approval, the Assembly and the Union Home Ministry (Patrika, August 2025). Rajasthan and Madhya Pradesh signed an MoU with the Jal Shakti Ministry on 28 January 2024. In December 2024 the Ministry told the Lok Sabha that the project was at DPR stage with no cost estimate, and its list of Rajasthan districts used the earlier names, including Alwar (Lok Sabha, December 2024). A December 2025 report said the Rajasthan DPRs were under Central Water Commission appraisal (NBM&CW, December 2025). Soil, crops & water in Khairthal-Tijara

A mustard-bajra-wheat district where nearly all irrigation is from tubewells, in blocks that were over-exploited in 2009.

๐ŸŒพ Mustard, bajra and wheat plains

The Directorate of Economics and Statistics gives a 2023-24 reporting area of 196,488 hectares, with 132,413 hectares net sown (67.39%) and 84.85% of that sown more than once. Mustard covered 36.04% of cropped area, bajra 33.97% and wheat 16.67%, with barley at 0.24% and gram at 0.32% (Agricultural Statistics of Rajasthan 2023-24). No district soil survey was found, so soil type is not described.

โ›ฐ๏ธ Hills and forest classes

Forest land is 13,042 hectares (6.64% of reporting area), barren and uncultivable land 15,562 hectares and land under non-agricultural uses 13,946 hectares (Directorate of Economics and Statistics). These are revenue classes for the whole district. Whether a hill or ridge parcel carries a restriction has to be read khasra by khasra.

Gross irrigated area was 159,130 hectares in 2023-24, all from electric tubewells, with no open wells and no canals recorded. Net irrigated area was 97.95% of net sown area (Directorate of Economics and Statistics). With no canal command, the borewell is the farm's water.

๐Ÿ’ง Water & rainfall

CGWB's 2024 assessment gives no block-level figures; its state figure is 149.86% extraction, with 214 of 302 units over-exploited (CGWB, 2024). The block figures we found are for 31 March 2009 in the Alwar booklet, on the old boundaries: stage of groundwater development of 168% in Tijara, 152% in Kishangarh, 205% in Kotkasim and 187% in Mandawar, all over-exploited (CGWB Alwar booklet). The booklet reports salinity of 2,000 to 3,000 ยตS/cm in parts of Tijara, Mandawar and Kishangarh Bas, nitrate above 45 mg/L in parts of Tijara and Kishangarh Bas, and fluoride contamination in parts of Kotkasim, Mandawar and Kishangarh Bas. IMD recorded 730.9 mm of June to September 2025 rain in Alwar against a normal of 545.9 mm (IMD Jaipur, 2025), on the old district boundary.

๐Ÿ“ Units and crop prices

Local units differ between tehsils, so convert every quote to hectares or acres before comparing two offers. We did not check mandi prices for this page and quote no crop price. A parcel's value here turns on location, access and permitted use, which the revenue record does not capture.

District report โ€” Khairthal-Tijara

Farmland India view

Why investors look at Khairthal-Tijara

Five reasoned points, with an honest note that the price evidence is thin and several catalysts are still proposed.

An industrial belt with documented scale

Bhiwadi, Khushkhera, Chopanki and Tapukara each have hundreds of acres of RIICO area in the MSME-DI profile. That demand attaches to industrial plots and access roads, which are leasehold, not automatically to farmland.

Irrigated, double-cropped farmland

By the state's own statistics 97.95% of net sown land is irrigated and 84.85% is cropped twice. The yield case rests on tubewells in blocks that were over-exploited in 2009, so water is a cost to price in.

A rail link that is still on paper

The Namo Bharat extension was agreed in principle in May 2026, with Khairthal named on the route and no schedule. This desk reads it as optionality, not as a basis for paying a premium.

Administrative change still pending

A new name and a Bhiwadi headquarters were proposed in August 2025 and not implemented by September 2025. A settled seat would clarify the office and records picture; until then it adds uncertainty.

A market that rewards paperwork

A 2023 boundary change, the Section 42 bar, the holding ceiling and Section 90A conversion are all parcel-specific. A buyer who documents each one is better placed than one relying on a broker summary.

STRAIGHT TALK

Risks & challenges in Khairthal-Tijara

Read these before shortlisting in Khairthal-Tijara specifically.

Over-exploited groundwater

Every Khairthal-Tijara block with a figure in the Alwar booklet was over-exploited in March 2009, from 152% in Kishangarh to 205% in Kotkasim, and the 2024 state figure is 149.86%. Check borewell depth, yield and water quality before assuming irrigation or a farmhouse supply.

Section 42 exposure

A sale of khatedari land by an SC or ST member to someone outside that community is void under Section 42, and the text we read offers no permission route. The Supreme Court applied the bar to a company buyer in 2012. Establish the seller's community before any advance.

Conversion and industrial leasehold

Farmland cannot be built on without Section 90A permission, and RIICO plots are allotted on lease. A parcel marketed as industrial may be neither; ask for the conversion order or the allotment letter.

Name, seat and records

The district dates from 2023, a rename and a move of headquarters were proposed in 2025, and offices were still being set up in December 2024. Papers older than 2023 name Alwar, and the tehsil list we found is a secondary compilation.

Water quality

The Alwar booklet reports fluoride, nitrate and salinity problems in parts of several blocks that now sit in this district. Test the water at the parcel before planning drinking or farm use.

DLC-rate churn

DLC rates were revised in April 2026 and again on 3 August 2026, and the reports do not give a Khairthal-Tijara schedule. A valuation agreed in spring may not match the rate in force at registration.

Announced is not delivered

The RRTS extension has no reported schedule, the ERCP link was at DPR and appraisal stage in December 2025, and we found no sourced price series. Price a parcel on today's roads and today's water.

Who to contact

Local revenue & registration offices

The Tehsildars of the tehsils listed in the compilation (Tijara, Kishangarh Bas, Khairthal, Kotkasim, Harsoli, Tapukara and Mundawar) hold the revenue records for their areas (Rajras). Conversion of rural agricultural land is decided by the Tehsildar, Sub-Divisional Officer, Collector or State Government depending on use and size (Rule 9, Revenue Department rules, 2019 compilation). Sale-deed registration is handled by the Sub-Registrar through ePanjiyan, which feeds the eDharti land records for agricultural deeds (NeGD listing). The District Collector's office sits at the district level. The district portal opened but its page text carried no usable district profile, and the Apna Khata and ePanjiyan portals were not opened, so take office locations and jurisdiction maps from the departments directly.

What does agricultural land cost in Khairthal-Tijara?

We publish no per-acre band for Khairthal-Tijara because no official or news price series for the district turned up and listing-site asking prices could not be traced to registered deals. The only official reference is the DLC rate, which Patrika reported rising about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026; those reports do not name this district. RIICO's September 2026 auctions included a logistics plot at Rabadka in Bhiwadi, on a 33-year allotment, but no price per plot was reported.

Data-currency note: sources were read in October 2026. Tehsil lists come from a secondary compilation, not the notification. Farm figures are the Directorate's 2023-24 district data; groundwater block figures are March 2009 values from the Alwar booklet and predate the 2023 boundaries; industrial plot counts are as on 31 March 2012. The Apna Khata and ePanjiyan portals, the Revenue Department site and the India Code text of the Land Revenue Act and the Stamp Act could not be opened, so nothing here is attributed to a reading of them. Section 90A is cited through a statute copy and court reports. DLC rates, court orders and project timelines change often. This is a general guide, not legal advice.
