Ganganagar โ land purchase legal rules
In the Ceiling Act and the part of the Tenancy Act we read, no clause limits the purchase of agricultural land to farmers. The limits that do appear sit elsewhere: who may sell (Section 42), how much one family may hold, and how the land may be used once bought.
Who can buy agricultural land? We found no farmer-only clause in the Rajasthan Imposition of Ceiling on Agricultural Holding Act, 1973 or in the first 100,000 characters (of about 108,700) of the Tenancy Act, 1955, apart from the Section 42 bar described below. Clause (a) of Section 42 was omitted with effect from 11 November 1992. Whether any residency or farmer test applies to a particular parcel should be checked with the Sub-Registrar before an advance is paid.
Ceiling limits still apply: Section 4(1) of the Ceiling Act sets, for a family of up to five members, 18 acres of land under assured irrigation that can grow two crops a year and 27 acres where it can grow one crop. Unirrigated land is capped by zone: 48 acres in the fertile zone, 54 in the semi-fertile zone, 125 in the semi-desert zone and 175 in the desert zone (the hilly-zone figure is unclear in the printed text). The ceiling rises by one-fifth for each member beyond five, up to twice the base. Section 17(1) bars acquiring land that takes a holding past the ceiling, and Section 17(2) requires declarations from buyer and seller before the transfer document is registered. The India Code text records amendments up to 2020, so the current schedule needs checking.
SC/ST khatedar land, Section 42 of the Tenancy Act: under clause (b), a sale, gift or bequest of khatedari rights by a Scheduled Caste member to a person outside that community, or by a Scheduled Tribe member to a person outside that tribe, is void; clause (bb) adds the Saharia tribe (Tenancy Act). In State of Rajasthan v. Aanjaney Organic Herbal Pvt. Ltd., Civil Appeals 6741-6742 of 2012, the Supreme Court held on 20 September 2012 that a sale by an SC member to a company was void (Supreme Court, September 2012). In February 2025 the Rajasthan High Court held again that a non-SC/ST buyer cannot acquire khatedari rights by adverse possession (LiveLaw, February 2025). The seller's community should be read from the jamabandi before any money moves.
Conversion for non-agricultural use, Section 90A: Section 90A of the Rajasthan Land Revenue Act, 1956 requires permission before agricultural land is put to non-agricultural use, building included. The State Government decides after an inquiry, the holder pays urban assessment or a premium, and use without permission exposes the holder to ejectment under Section 91 or to a penalty (Indian Kanoon text of Section 90A; the India Code copy could not be opened). The Rajasthan High Court noted in February 2022 that the government may regularise unauthorised conversions (LiveLaw, February 2022). For rural land, the 2007 conversion rules name the deciding officer by use and size: the Tehsildar for a residential unit up to 2,500 sq m, the Sub-Divisional Officer, Collector or State Government for larger plots. A complete application is to be decided within 90 days, and the converted land used within five years (Rules 9(3) and 14(1), Revenue Department rules, 2019 compilation). Later amendments to the rules were not read.
NRI & OCI buyers: The Reserve Bank's Master Direction under FEMA 1999 lets NRIs and OCIs buy immovable property other than agricultural land, plantation property or a farm house, in Rajasthan as elsewhere (RBI Master Direction, updated to 1 September 2022). The inheritance clauses carry no such exclusion, and residential or commercial plots are not on the excluded list.

Ganganagar โ district-specific notes
The Rajasthan state page applies to Ganganagar in full. The notes below are specific to this district. Law was read from Act texts on India Code and a Rajasthan Revenue Department rules file; the district portal refused automated access, and where an official page did not open, the note says so.
โ Section 4(1) of the Rajasthan Ceiling Act, 1973 sets the holding limit for a family of up to five at 18 acres of land irrigated for two crops and 27 acres for one crop, and caps unirrigated land by zone at 48 to 175 acres; the limit rises by one-fifth per extra member, up to twice the base. Section 17(1) bars acquiring land that takes a holding past the limit and section 17(2) requires buyer and seller declarations before registration (Ceiling Act, 1973). The India Code text lists amendments to 2020, so ask a Rajasthan revenue lawyer for the schedule in force. Almost all irrigated land here is canal-fed, so the irrigated-land limits of 18 and 27 acres are the ones to test against the seller's and buyer's family holdings.
โ Section 42(b) of the Tenancy Act makes a sale, gift or bequest by a Scheduled Caste member to a person outside that community, or by a Scheduled Tribe member to a person outside that tribe, void (Tenancy Act, 1955). The Supreme Court applied it to a company buyer in 2012 (Supreme Court, September 2012) and the Rajasthan High Court held in February 2025 that adverse possession gives such a buyer no khatedari rights (LiveLaw, February 2025). Read the seller's community from the jamabandi before paying any advance.
โ Using agricultural land for a farmhouse, shed or plot needs conversion under section 90A of the Land Revenue Act, 1956 (Indian Kanoon text). Under the 2007 rural rules a Tehsildar decides a residential unit up to 2,500 sq m, a higher authority decides larger plots, a complete application is due for decision within 90 days and the converted land is to be used within five years (Revenue Department rules, 2019 compilation). Later amendments and the urban conversion rules were not read.
โ Much of the district is canal command, and the CGWB booklet records waterlogging in the Indira Gandhi canal command and along natural depressions, with native groundwater mostly brackish to saline (CGWB, 2013). We read no text on resale conditions for land allotted by the State in canal-colony areas, so ask the Tehsildar whether the khasra is allotted or colony land and what the record says about transfer. CONFIRM.
โ Sri Ganganagar and Anupgarh were both named as border districts in The Tribune's August 2026 report on drug seizures (The Tribune, August 2026). We found no sourced border-area land purchase rule, so ask the Collector in writing whether any restriction applies near the international boundary before paying a deposit on a parcel in the border tehsils. CONFIRM.
โ The district map changed in this decade. The cabinet annulled Anupgarh district, created in 2023, on 28 December 2024 (Business Standard, December 2024; ETV Bharat, December 2024). The reports we read do not say which district takes its area, and the 2013 booklet counts Anupgarh as a Ganganagar tehsil, so papers from 2023 to 2024 may name a district that no longer exists. CONFIRM.

District overview
Ganganagar โ Rajasthan's canal-fed wheat-and-mustard belt on the Punjab border
Ganganagar is the north-western tip of Rajasthan. The CGWB 2013 booklet gives 10,978 sq km and 19,69,168 people in the 2011 Census, with nine tehsils, sierozem soils in the north and desert soils in the south (CGWB, Ganganagar booklet). Sri Ganganagar and Anupgarh were both listed as border districts in August 2026 (The Tribune, August 2026), and Anupgarh district was annulled on 28 December 2024 (Business Standard, December 2024). We could not confirm the district's present boundary.
We publish no per-acre price band for Ganganagar. No registered-deal series or district DLC list was found, so the page uses official statewide references only: DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026, and we found no Ganganagar village list in that report (Patrika, August 2026). A DLC rate is the registration floor, not a market price.
Water decides this district. In 2023-24 canals supplied 698,353 of 723,584 gross irrigated hectares, and 86.05% of gross cropped area was irrigated (Directorate of Economics and Statistics). Wheat took 20.66% of cropped area and rapeseed-mustard 20.56%. Canal supply is also the grievance: farmers protested in Sri Ganganagar in December 2024 over Gang Canal supply (The Tribune, December 2024), and the State announced Rs 1,717 crore for canal works in December 2025 (Elets eGov, December 2025).

The surcharge cap was raised from 10% to 20% by the Rajasthan Stamp (Amendment) Bill, 2018 (PRS, Bill 18 of 2018; The Tribune, September 2018). The rate notified today is not confirmed, and we could not trace the base stamp duty or the registration fee for a sale deed, so none is quoted. Patrika reported in August 2026 that duty and fee follow DLC rates, which rose 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026), and in December 2024 that agricultural registration moved to hectares and irrigated rural land rose by up to 50% (Patrika, December 2024). Since July 2024, Rule 57 lets the registering officer inspect land and value open land and structures separately (TeamLease RegTech, July 2024). Ask the Sub-Registrar for the schedule and the village DLC rate in force.

What is moving prices in Ganganagar
We found no Ganganagar price series, so this section describes the water and records that drive value rather than what land fetches.
Statewide DLC rates
Up about 10% (Apr 2026); 5% to 49% in listed areas (3 Aug 2026)
Patrika reported the August 2026 revision for listed areas statewide (Patrika, August 2026); we found no Ganganagar village list in it. Irrigated rural land rose by up to 50% in December 2024 (Patrika, December 2024).
Check: the village on the Registration and Stamps Department list before agreeing a price.
Canal supply
Gang Canal: 1,800 cusecs vs 2,500 demanded (Jan 2025)
The Tribune reported in January 2025 that Gang Canal supply had fallen to 1,800 cusecs from the 2,500 farmers want, and a farm-union convener said sowing was down 30% that season (The Tribune, January 2025). These are reported claims, not a measured series.
Check: the distributary and outlet that serve the parcel and its water-turn record.
Irrigation reliability
Canal share 96.5% of gross irrigated area (2023-24)
Canals supplied 698,353 of 723,584 gross irrigated hectares (Directorate of Economics and Statistics), so a parcel without a canal outlet is a different asset from one with it.
Check: whether the khasra has an outlet and whether any tubewell water is usable.
Asking prices
No sourced price series
Listing-site asking prices for Ganganagar could not be traced to registered deals, so none are shown.
Check: registered sale deeds in the same revenue village before negotiating.
Units: acres and hectares
Rajasthan's local land units differ by district and tehsil, and we opened no Ganganagar revenue manual to define them, so this page quotes acres and hectares only. Agricultural registration is in hectares from December 2024 (Patrika, December 2024). Convert every quote to acres before comparing two offers.
Connectivity
How Ganganagar connects โ road, rail and air
Distances and drive times are not given because no official or news source for Ganganagar was found. Road and rail lengths are from a report with 2010-11 data.
By road
By rail
By air
The practical question is the last leg from the highway to the parcel and the canal outlet that serves it, so ask for both in the revenue record. Full rules for buyers from outside the state: Rajasthan agricultural land rules.

Soil, crops & water in Ganganagar
A canal-fed wheat-and-mustard district on sierozem and desert soils, where waterlogging and brackish groundwater sit beside heavy irrigation.
๐พ Wheat and mustard plains
In 2023-24, wheat took 20.66% of cropped area, rapeseed-mustard 20.56%, barley 5.90% and gram 2.99%; net sown area was 501,674 hectares and gross cropped area 840,853 hectares (Directorate of Economics and Statistics). That table seems to use narrower boundaries than the 2013 booklet, whose area was about 10,978 sq km, so we do not compare them. Cotton and guar areas for the district were not available to us.

- Mustard
- Barley

๐๏ธ Soils
The CGWB booklet gives sierozems in the north and desert soils in the south (CGWB, 2013). The industrial report describes sandy dunes in the south and a stretch it calls real desert near Uncha Tibba in Suratgarh tehsil (MSME-DI industrial report).

๐ง Canal command
Canals irrigated 570,799 of 575,142 net irrigated hectares in 2010-11 (CGWB, 2013). In 2023-24, 77.77% of net sown area was irrigated, and 365,220 hectares of net irrigation were from canals (Directorate of Economics and Statistics).
- Gang Canal
- Bhakra
- IGNP
๐ง Water & rainfall
The CGWB booklet gives a normal annual rainfall of 228.1 mm (1901 to 2008). It puts the stage of groundwater development at 45.98% in March 2009 with all blocks safe, but notes that native groundwater is mostly brackish to saline, except on the Ghaggar flood plain and along canals, and that waterlogging occurs in the Indira Gandhi canal command (CGWB, 2013). The 2024 statewide report lists Ganganagar for sporadic electrical conductivity, fluoride, nitrate and uranium above limits and gives no district extraction figure (CGWB, 2024). Test the water and check the outlet before counting on irrigation.
๐ Measurement units & mandi prices
Use acres and hectares for every comparison, since local units differ by tehsil. We quote no mandi prices for Ganganagar because the national price portal was not opened. Price a parcel on its canal outlet, access and permitted use rather than on crop income alone.

Farmland India view
Why investors look at Ganganagar
Four reasoned points, with an honest note that price evidence is thin and that water, not roads, carries this market.
Assured water on most land
Canals supplied 698,353 of 723,584 gross irrigated hectares in 2023-24, so irrigated land with an outlet behaves differently from the rest of the state.
Canal money announced
The Rs 1,717 crore package targets October 2027. It is an announcement, so price on today's water.
A large farmland base
Net sown area was 501,674 hectares in 2023-24, and any large assembly is tested against the 18 and 27 acre ceilings.
Water and paperwork carry the case
A buyer who documents outlet, community entry and canal-colony status is better placed than one reading a broker summary.
Confirm khatedar class, canal outlet and Section 90A conversion status directly; these are not certified by Farmland Indiaโs review.
STRAIGHT TALK
Risks & challenges in Ganganagar
Read these before shortlisting in Ganganagar specifically.
Canal supply shortfalls
Gang Canal supply was reported at 1,800 cusecs against 2,500 wanted in January 2025, and Indira Gandhi canal irrigation was to be suspended from 1 February 2025. Ask for the water-turn record.
Waterlogging and salinity
The CGWB booklet records waterlogging in the Indira Gandhi canal command and brackish to saline native groundwater. Test the water and the soil.
Water quality flags
CGWB 2024 lists sporadic conductivity, fluoride, nitrate and uranium above limits. Test before using borewell water for drinking.
Border district
Sri Ganganagar is named as a border district. We found no sourced purchase rule; ask the Collector in writing.
Canal-colony land
Allotted or colony land may carry transfer conditions we could not read. Ask the Tehsildar.
Boundary change
Anupgarh was annulled on 28 December 2024, so records from 2023 to 2024 may name a district that no longer exists.
No sourced price series
We use no listing-site prices and no Ganganagar DLC list was found. Collect registered comparables.
Who to contact
Local revenue & registration offices
Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil; the CGWB 2013 booklet lists nine, and the current list should be taken from the Collectorate. Under the 2007 rural conversion rules, the deciding officer depends on use and size, with a decision due within 90 days of a complete application. The District Collector heads the revenue administration. Sale-deed registration is handled by the local Sub-Registrar through the state's ePanjiyan system (NeGD listing). The district portal refused automated access, and we did not open the registration department's site, so check office details directly.

COMMON QUESTIONS
Frequently asked questions
Everything buyers, NRIs and investors ask before their first reviewed farmland purchase in Ganganagar.
Visit full wiki01 of 04
What does agricultural land cost in Ganganagar?
We publish no per-acre band for Ganganagar because no registered-deal series, village DLC list or dated news report on Ganganagar prices could be traced. The only dated references are statewide: DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026). Check the village DLC rate at the Sub-Registrar.
02 of 04
What land limits apply to a buyer in Ganganagar?
Section 4 of the Ceiling Act, 1973 sets 18 acres for land irrigated for two crops and 27 acres for one crop for a family of up to five, with unirrigated land capped by zone, and section 17 requires declarations at registration. Most irrigated land here is canal-fed. Section 42 of the Tenancy Act also voids a sale by an SC or ST member to someone outside that community. NRIs and OCIs cannot buy agricultural land under the RBI Master Direction.
03 of 04
What stamp duty applies to land in Ganganagar?
We could not trace the base stamp duty or the registration fee for a sale deed, so we quote none. What is sourced is a surcharge of up to 20% on stamp duty for cow protection under section 3-B of the Rajasthan Stamp Act, 1998, and a Patrika report that duty and fee follow DLC rates, which rose 5% to 49% in listed areas from 3 August 2026. The Sub-Registrar can give the schedule in force.
04 of 04
What is happening to canal water in Ganganagar?
Canals supplied 698,353 of 723,584 gross irrigated hectares in 2023-24. Farmers protested over Gang Canal supply in December 2024, and in December 2025 the State announced Rs 1,717 crore for canal works, including Rs 647 crore for the Ferozepur Feeder, with an October 2027 target (Elets eGov). We found no later progress report.
