Tonk — land purchase legal rules
In the Ceiling Act and the part of the Tenancy Act we read, no clause limits the purchase of agricultural land to farmers. The limits that do appear sit elsewhere: who may sell (Section 42), how much one family may hold, and how the land may be used once bought.
Who can buy agricultural land? We found no farmer-only clause in the Rajasthan Imposition of Ceiling on Agricultural Holding Act, 1973 or in the first 100,000 characters (of about 108,700) of the Tenancy Act, 1955, apart from the Section 42 bar described below. Clause (a) of Section 42 was omitted with effect from 11 November 1992. Whether any residency or farmer test applies to a particular parcel should be checked with the Sub-Registrar before an advance is paid.
Ceiling limits still apply: Section 4(1) of the Ceiling Act sets, for a family of up to five members, 18 acres of land under assured irrigation that can grow two crops a year and 27 acres where it can grow one crop. Unirrigated land is capped by zone: 48 acres in the fertile zone, 54 in the semi-fertile zone, 125 in the semi-desert zone and 175 in the desert zone (the hilly-zone figure is unclear in the printed text). The ceiling rises by one-fifth for each member beyond five, up to twice the base. Section 17(1) bars acquiring land that takes a holding past the ceiling, and Section 17(2) requires declarations from buyer and seller before the transfer document is registered. The India Code text records amendments up to 2020, so the current schedule needs checking.
SC/ST khatedar land, Section 42 of the Tenancy Act: under clause (b), a sale, gift or bequest of khatedari rights by a Scheduled Caste member to a person outside that community, or by a Scheduled Tribe member to a person outside that tribe, is void; clause (bb) adds the Saharia tribe (Tenancy Act). In State of Rajasthan v. Aanjaney Organic Herbal Pvt. Ltd., Civil Appeals 6741-6742 of 2012, the Supreme Court held on 20 September 2012 that a sale by an SC member to a company was void (Supreme Court, September 2012). In February 2025 the Rajasthan High Court held again that a non-SC/ST buyer cannot acquire khatedari rights by adverse possession (LiveLaw, February 2025). The seller's community should be read from the jamabandi before any money moves.
Conversion for non-agricultural use, Section 90A: Section 90A of the Rajasthan Land Revenue Act, 1956 requires permission before agricultural land is put to non-agricultural use, building included. The State Government decides after an inquiry, the holder pays urban assessment or a premium, and use without permission exposes the holder to ejectment under Section 91 or to a penalty (Indian Kanoon text of Section 90A; the India Code copy could not be opened). The Rajasthan High Court noted in February 2022 that the government may regularise unauthorised conversions (LiveLaw, February 2022). For rural land, the 2007 conversion rules name the deciding officer by use and size: the Tehsildar for a residential unit up to 2,500 sq m, the Sub-Divisional Officer, Collector or State Government for larger plots. A complete application is to be decided within 90 days, and the converted land used within five years (Rules 9(3) and 14(1), Revenue Department rules, 2019 compilation). Later amendments to the rules were not read.
NRI & OCI buyers: The Reserve Bank's Master Direction under FEMA 1999 lets NRIs and OCIs buy immovable property other than agricultural land, plantation property or a farm house, in Rajasthan as elsewhere (RBI Master Direction, updated to 1 September 2022). The inheritance clauses carry no such exclusion, and residential or commercial plots are not on the excluded list.

Tonk — district-specific notes
The Rajasthan state page applies to Tonk in full. The notes below are specific to this district and are not repeated from the state page. Law was read from the Tenancy Act text and news reports of land-acquisition orders; where an official page did not open, the note says so.
⚠ Land in the Niwai (Newai) sub-division is under a reported acquisition order for the Bharatpur–Beawar Expressway. Patrika reported in October 2025 that a preliminary acquisition notification had been issued for land in 18 villages, that Revenue Department and NHAI teams had begun demarcation and survey, and that the District Collector had barred sale, purchase, registration, land-use change and new development on the affected land (Patrika, October 2025). Patrika added in November 2025 that acquisition preparations had begun in Tonk and Dausa before Jaipur, where transactions were halted in 24 villages (Patrika, November 2025). We did not see the notification or the village list, and the order may have been amended since, so ask the Tehsildar and the Sub-Registrar in writing whether a khasra is covered before any advance is paid.
⚠ Section 42 of the Tenancy Act applies on Scheduled Caste and Scheduled Tribe khatedar land in Tonk as elsewhere in Rajasthan: a sale by an SC member to a non-SC person, or by an ST member to a non-ST person, is void (Tenancy Act, 1955; Supreme Court, September 2012; Rajasthan High Court, February 2025). Read the seller's community from the jamabandi. The Ceiling Act, Section 90A conversion and NRI rules on the Rajasthan page apply here unchanged.
⚠ Mining and riverbed land need a separate check. The MSME-DI profile lists bajri (gravel and sand) at 1,837,258 tonnes, building stone, quartz and granite in 2010-11 output, with garnet, silica sand, quartz and soapstone found in the district, and says the rivers belong to the Banas system, which is more or less non-perennial (MSME-DI profile). A khasra beside a lease or a river channel may have access, use or flood limits that the jamabandi does not show. We did not open a lease register, so ask the Mines and Geology office and the Irrigation Department for the status of the khasra. The profile says the Bisalpur Dam was planned to irrigate Deoli, Tonk and Uniyara tehsils; ask whether a parcel falls in a canal command.

District overview
Tonk — a Banas-basin district on the Jaipur side with an expressway acquisition under way
Tonk is a district of 7,194 sq km in east-central Rajasthan, with 14,21,711 people at Census 2011 (MSME-DI profile). The profile lists seven tehsils (Tonk, Peeplu, Newai, Deoli, Uniyara, Malpura, Toda Raisingh) and two sub-tehsils, puts the district on National Highway 12 (the old number) about 100 km from Jaipur and records four railway stations. It dates from 2008-09 to 2010-11, and Tonk was not among the districts scrapped in December 2024 (Scroll, December 2024); the district portal did not return content when we tried it.
We publish no per-acre price band for Tonk. No official or news source we opened gave a district land price, and listing-site asking prices could not be traced to registered deals. The dated pricing signals are state-wide: Patrika reported DLC rises of up to 50% on irrigated rural land in December 2024 (Patrika, December 2024) and of 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026). We found no Tonk-specific schedule. DLC rates are registration floors, not market prices.
The land story is the proposed Beawar–Bharatpur greenfield expressway, 342 km and about Rs 14,000 crore, which Patrika reports will cross Ajmer, Jaipur, Tonk, Dausa and Sawai Madhopur and needs 3,175 hectares (Patrika, April 2026). In Tonk the reported acquisition is in the Niwai sub-division (Patrika, October 2025). The rest of the district is farmland on the Banas system: the profile calls the soils fertile but somewhat sandy, with limited subsoil water, and the Bisalpur Dam is the major irrigation source.

Rajasthan's stamp rules apply in Tonk as elsewhere in the state. The surcharge cap was raised from 10% to 20% by the Rajasthan Stamp (Amendment) Bill, 2018 (PRS, Bill 18 of 2018; The Tribune, September 2018); the rate notified today is not confirmed, and the base stamp duty and registration fee for a sale deed could not be traced, so none is quoted. Deeds are registered through the ePanjiyan system (NeGD listing). Patrika reported in December 2024 that agricultural registrations moved to hectares and DLC rates rose by up to 50% on irrigated rural land (Patrika, December 2024), in November 2025 that the peri-urban municipal threshold for the residential DLC rate was raised from under 1,000 to under 2,000 sq m (Patrika, November 2025), and in August 2026 that rates rose 5% to 49% in listed areas from 3 August (Patrika, August 2026); we found no Tonk-specific schedule. Since July 2024, Rule 57 of the Stamp Rules lets the registering officer inspect land and value open land and structures separately (TeamLease RegTech, July 2024). The Tonk Sub-Registrar can give the schedule in force.

What is moving prices in Tonk
No district price series was found. The notes below record what is known about how the market is shaped, with every figure dated.
Niwai (Newai) sub-division
Reported acquisition and transaction bar
Patrika reported in October 2025 a preliminary acquisition notification for 18 villages for the Bharatpur–Beawar Expressway and a Collector's bar on sale, purchase, registration and land-use change on the affected land (Patrika, October 2025). The report says compensation rates will be shared with farmers at gram panchayat camps, where objections are also collected.
Check: whether the khasra is on the list, the current order and the compensation rate.
Beawar–Bharatpur corridor
342 km, about Rs 14,000 crore, proposed
Patrika reported on 20 April 2026 that the greenfield expressway would cross Ajmer, Jaipur, Tonk, Dausa and Sawai Madhopur, that 3,175 hectares were required and that acquisition was under way, with Social Impact Assessment hearings scheduled in Sawai Madhopur villages (Patrika, April 2026). The report names no Tonk villages beyond the Niwai area.
Check: the alignment against the khasra with NHAI before pricing a parcel on it.
Bisalpur and Banas irrigation
Existing irrigation, older source
The MSME-DI profile says the Bisalpur Dam, about 17 km from Deoli, was planned to irrigate Deoli, Tonk and Uniyara tehsils, that Tordi Sagar irrigates over 5,000 hectares and Bhairon Sagar about 1,295 hectares (MSME-DI profile). Irrigated land and dry land are priced and ceiling-treated differently.
Check: whether the parcel is irrigated, and by what source, in the revenue record.
Asking prices
No sourced price series
Listing-site asking prices for Tonk could not be traced to registered deals, so none are shown. The DLC rate is the only official reference and it is a floor for registration, not what a seller will accept.
Check: registered sale deeds in the same revenue estate before negotiating.
Units
Land in Tonk is quoted in local units that differ between tehsils and between sellers. The revenue record states area in hectares or acres, so convert any quote to acres or hectares and confirm the share of the khata being sold. We did not open a revenue manual for local unit definitions, so ask the Patwari.
Connectivity
How Tonk connects — road, rail and air
Distances to Jaipur and Delhi are not given beyond the profile's own figure, because no other official or news source was found. Journey times vary with traffic and road works.

By rail
The practical question is the last leg from the highway to the parcel; ask for the access road in the revenue record. Full Rajasthan rules for buyers from outside the state: Rajasthan agricultural land rules.

Agriculture & terrain
Soil, crops & water in Tonk
Fertile but somewhat sandy soils on the Banas system, where Bisalpur and village tanks irrigate and subsoil water is limited.
🌾 Banas plains (Tonk, Deoli, Uniara)
The MSME-DI profile calls the soils fertile but somewhat sandy with limited subsoil water, and gives a cultivable area of 460,913 hectares in 2010-11; it lists no crops or cropped areas, so we give none (MSME-DI profile). Agriculture and animal husbandry are named as the main occupations.
- Banas plains
- Bisalpur command
- Tordi Sagar
🌊 River belt
The rivers and streams belong to the Banas system, more or less non-perennial. The Banas enters at Negdia in Deoli tehsil, with the Mashi, Sohadra, Khari, Daian, Bandi and Galwa as tributaries (MSME-DI profile). Ask for flood and channel history on any low-lying parcel.
- Banas
- Mashi
- Khari
⛏️ Mineral belt
The profile reports garnet, silica sand, quartz and soapstone in abundance, with feldspar, mica and corundum in smaller amounts, and 2010-11 output of bajri, building stone, quartz and granite (MSME-DI profile). Leases and riverbed extraction can limit use of neighbouring land.
- Garnet
- Bajri
- Quartz
💧 Water & rainfall
The MSME-DI profile gives average annual rainfall of 61.36 cm, falling from south-east to north-west, with about 93% from June to September; elsewhere the same profile prints 62 mm, so treat the figure as approximate (MSME-DI profile). Tordi Sagar irrigates over 5,000 hectares and Bhairon Sagar about 1,295 hectares. Statewide, CGWB 2024 puts extraction at 149.86%, with 214 of 302 assessment units over-exploited; its tables name no Tonk blocks, and it lists Tonk among districts with sporadic high conductivity, fluoride, nitrate and uranium (CGWB, Rajasthan 2024). Test the borewell for yield and quality before assuming irrigation or a farmhouse supply.
📐 Measurement units
Local land units differ by tehsil and village. Convert every quote to acres or hectares before comparing two offers. Crop income is modest next to land values near a corridor, so price a parcel on its location, legal status and permitted use, not on crop yield. We did not open a mandi price page for this district.

Farmland India view
Why investors look at Tonk
Five reasoned points, with an honest note that the price evidence is thin and the main catalyst is still in land acquisition.
A Jaipur-side district
The MSME-DI profile puts Tonk about 100 km from Jaipur on the national highway. That is a profile figure, not a measured drive, so a buyer should time the actual trip to the parcel.
An expressway that is still on paper for most buyers
The Beawar–Bharatpur expressway is reported at 342 km and about Rs 14,000 crore with acquisition under way. No construction start is reported, so this desk reads it as a catalyst to watch, not a basis for a premium.
Irrigation is a real differentiator
Parcels commanded by Bisalpur or a village tank are a different product from dry land. The revenue record should show the source of irrigation.
Acquisition creates a two-speed market
Land inside the reported Niwai acquisition cannot be freely transacted while a bar stands; land just outside is not covered. The line between them is parcel-specific.
A market that rewards paperwork
With acquisition lists, Section 42, lease and riverbed questions all parcel-specific, a buyer who documents each one is better placed than one relying on a broker summary. The return case is location and permitted use, not crop yield.
Confirm acquisition, lease, riverbed and Section 42 status directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Tonk
Read these before shortlisting in Tonk specifically.
Reported acquisition and sale bar
A Collector's bar on sale, registration and land-use change was reported for 18 Niwai villages in October 2025. Ask the Tehsildar whether the khasra is covered and whether the order still stands.
Expressway not yet delivered
The Beawar–Bharatpur expressway has acquisition under way but no reported construction date. Price on today's fundamentals.
Section 42 on SC/ST khatedar land
A sale by an SC member to a non-SC person, or an ST member to a non-ST person, is void under Section 42(b). Read the seller's community from the jamabandi.
Limited subsoil water and water quality
The profile notes limited subsoil water, and CGWB 2024 lists Tonk among districts with sporadic high conductivity, fluoride, nitrate and uranium. Test the borewell before assuming irrigation.
Mining and riverbed
Bajri, building stone and mineral leases operate in the district, and the Banas system is non-perennial but can carry floods. Ask for lease and flood status in writing.
DLC churn
Rajasthan reported DLC rises of 5% to 49% in listed areas from 3 August 2026; we found no Tonk schedule. Check the rate in force for the village on the sale-deed date.
No sourced price series
We use no listing-site prices for Tonk, and DLC rates are only a floor. Collect registered comparables before negotiating.
Who to contact
Local revenue, planning & registration offices
Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil (Tonk, Peeplu, Newai or Niwai, Deoli, Uniyara, Malpura, Toda Raisingh), as listed in the MSME-DI profile; the profile is old, so ask the District Collector's office for the current list. Acquisition and land-freeze questions for the expressway go to the Tehsildar and the NHAI project office named in the notification. Conversion for non-agricultural use goes to the authority named in the 2007 rural conversion rules, by use and size. Sale-deed registration is handled by the local Sub-Registrar through ePanjiyan (NeGD listing). The Tonk district portal and the Rajasthan revenue and registration sites did not return content when we tried them, so check them directly.

COMMON QUESTIONS
Frequently asked questions
Everything buyers, NRIs and investors ask before their first reviewed farmland purchase in Tonk.

What does land cost in Tonk?
We publish no per-acre band for Tonk because no official or news source gave a district land price and listing-site asking prices could not be traced to registered deals. The dated pricing signals are state-wide: Patrika reported DLC rises of up to 50% on irrigated rural land in December 2024 and of 5% to 49% in listed areas from 3 August 2026. DLC rates are registration floors, not market prices, and we found no Tonk-specific schedule.
02 of 04
Is land in Tonk affected by the Beawar–Bharatpur expressway?
Patrika reported in October 2025 a preliminary acquisition notification for 18 villages in the Niwai sub-division, with a Collector's bar on sale, purchase, registration and land-use change on the affected land, and in April 2026 that the 342 km expressway will cross Ajmer, Jaipur, Tonk, Dausa and Sawai Madhopur. We did not see the notification or village list, so ask the Tehsildar in writing whether a khasra is covered and whether the bar still stands.
03 of 04
What irrigation and groundwater should I expect in Tonk?
An older MSME-DI profile says the Bisalpur Dam was planned to irrigate Deoli, Tonk and Uniyara tehsils and that Tordi Sagar irrigates over 5,000 hectares, but also that subsoil water is limited. CGWB 2024 puts Rajasthan's extraction at 149.86% and lists Tonk among districts with sporadic high conductivity, fluoride, nitrate and uranium; its tables name no Tonk blocks. Test the borewell before relying on it.
04 of 04
Can NRIs buy farmland in Tonk?
No. The Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy, in Tonk as in the rest of India. Residential and commercial plots are not on that list, and the inheritance clauses carry no such exclusion.
