District overview

Dholpur — a Chambal-ravine district on the Agra–Gwalior Expressway alignment

Dholpur is an east Rajasthan district of 3,034 sq km with 12,07,293 people at Census 2011, according to the industrial profile, which lists four sub-divisions and four panchayat samitis, 802 revenue villages and three municipalities (DIPR). The Agra–Gwalior Expressway, an 88.4 km six-lane toll project costing ₹4,613 crore, passes through 23 villages of Rajakhera sub-division, and travel time between Gwalior and Agra is expected to fall from about 2.5 hours to about 80 minutes (Patrika, May 2026).

We publish no per-acre price band for Dholpur. No district DLC schedule, registered-deal series or news price report was found, so the page uses state-wide official references only. DLC rates were revised about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026); the district effect was not reported. Expressway compensation is the one district-level price signal: farmers protested over rates until the Collector intervened in February 2026 (Patrika, May 2026).

Water drives farming here. The CGWB aquifer report puts net irrigated area at 110,900 hectares in 2010-11, of which tubewells supply 98,478, and the district-wide stage of groundwater extraction at 123.01% on 31 March 2013 (CGWB, 2017). The Chambal ravines and sandstone mining matter as much as the expressway.

The surcharge cap was raised from 10% to 20% by the Rajasthan Stamp (Amendment) Bill, 2018 (PRS, Bill 18 of 2018; The Tribune, September 2018). The rate notified today is not confirmed, and the base stamp duty and registration fee for a sale deed could not be traced, so none is quoted. Deeds are registered through the Registration and Stamps Department's ePanjiyan system (NeGD listing). Patrika reported that DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026, a Hindi-language report); in December 2024 irrigated agricultural land in rural areas rose by up to 50% and agricultural registration moved to hectares (Patrika, December 2024). Since July 2024, Rule 57 of the Stamp Rules lets the registering officer inspect the land and value open land and structures separately (TeamLease RegTech, July 2024). Take the current schedule for Dholpur from the Registration and Stamps office. Land acquired for the expressway is paid for by NHAI and is separate from sale-deed duty.

What is moving prices in Dholpur

State-wide DLC movement and one district-level signal, expressway compensation; no district rate schedule or asking-price series was found.

DLC revisions, statewide

April 2026 about +10%; 5% to 49% in listed areas from 3 Aug 2026

Patrika reported the April 2026 revision and the 3 August 2026 schedule (Patrika, August 2026, a Hindi-language report). In December 2024 irrigated rural agricultural land rose by up to 50% (Patrika, December 2024). No Dholpur village-wise figure was found.

Check: the village's DLC rate on the sale-deed date at the Sub-Registrar.

Expressway compensation

Rajakhera: 23 villages, 162.43 hectares sought

Patrika reported that compensation had reached about half of the affected farmers and that the Collector's intervention in February 2026 raised payments (Patrika, May 2026). The report gives no per-hectare rate.

Check: whether a parcel is in an acquisition notification, and the rate paid on adjoining land.

Sandstone and ravine land

87 mining leases; about 272 sq km of ravines

The industrial profile lists 87 leases and sandstone as the main mineral (DIPR); the CGWB report counts about 272 sq km of ravines along the Chambal (CGWB, 2017). Ravine land is not comparable with irrigated farmland.

Check: land class in the jamabandi and whether the parcel is cultivable.

Asking prices

No sourced price series

Listing-site asking prices for Dholpur could not be traced to registered deals, so none are shown. The DLC rate is the only official reference and it is not what a seller will accept.

Check: registered sale deeds in the same revenue village before negotiating.

Units: acre and hectare

Revenue records and sellers may use local land units that differ by tehsil and village, so we do not define them here. Convert every quote to acres or hectares, and note that agricultural sale registration moved to hectares in December 2024 (Patrika, December 2024). Ask the patwari to confirm the area in the jamabandi against the area on offer.

Patrika reports that a cable-stayed bridge over the Chambal is planned on the expressway for gharial conservation, within the National Chambal Sanctuary (Patrika, May 2026). No cost, length or completion date for the bridge is given. The sanctuary setting means forest and wildlife clearances are part of the project, and mining near the sanctuary has been under tribunal watch (Down To Earth, July 2023).

Agriculture & terrain

Soil, crops & water in Dholpur

A Chambal-side district of tubewell-irrigated wheat and mustard country, ravines along the river and groundwater already over-used in two of four blocks.

🌾 Crops

The CGWB report says kharif cultivation is rain-fed and rabi cultivation mostly groundwater-based, with wheat the main water-intensive rabi crop (CGWB, 2017). It does not give a full crop list; state-level crop areas for 2023-24 are in the Rajasthan statistics book (Directorate of Economics and Statistics).

  • Wheat
  • Gram
  • Mustard (state level)

🏞 Chambal ravines

The Chambal flows along the southern edge, forming a 3 to 10 km plateau strip, and about 272 sq km of the district is ravine, mostly in the east (CGWB, 2017). The report identifies six soil types, with sandy clayey soil the most common. Ask for the land class and cultivable area in the jamabandi.

  • Ravines
  • Sandy clayey soil

💧 Irrigation sources

Net irrigated area was 110,900 hectares in 2010-11: tubewells 98,478, canals 6,634, other wells 566 and tanks 128 (CGWB, 2017). The Parbati basin covers about 64.5% of the district, with about 96 km of main canals in its command.

💧 Water & rainfall

The CGWB report gives a long-term normal rainfall of 722.1 mm (1951-2000) and a 2001-2011 mean of 563.94 mm, and a stage of groundwater extraction of 123.01% on 31 March 2013: Dholpur block 178.58% and Rajakhera 130.09% (over-exploited), Baseri 95.1% and Bari 91.42% (semi-critical) (CGWB, 2017). The report is from 2017 and its block table swaps some areas, so check the current category. The 2024 state report lists sporadic fluoride exceedance in Dholpur and puts the state at 149.86% extraction (CGWB, 2024). Check borewell yield and water quality on site.

📐 Measurement units

Local land units vary by tehsil, so convert every quote to acres or hectares before comparing two offers. Mandi prices for wheat and mustard are published on Agmarknet; the portal was not opened for this review, so no mandi price is quoted. Crop income is modest next to land values, so price a parcel on its location, permitted use and water, not on yield.

Farmland India view

Why investors look at Dholpur

Five reasoned points, with an honest note that the price evidence is thin and several catalysts are still pending.

An expressway crossing Rajakhera

The Agra–Gwalior Expressway has an awarded concession and near-complete land acquisition in Dholpur. It is also about eight months behind, so price on today's roads.

Compensation is the nearest price signal

Farmers in the affected villages got higher payments after the February 2026 intervention. That is a data point for adjoining land, not a market series.

River-edge and ravine land needs care

About 272 sq km is ravine and the Chambal sanctuary adjoins. A buyer who documents land class and zone status is better placed than one relying on a broker summary.

Water is a constraint

Two of four blocks were over-exploited in the 2013 data and the district-wide stage was 123.01%; farm income depends on borewell yield.

Official rates moving, price evidence thin

DLC rates were revised in April and August 2026. No registered-deal series exists on this page, so negotiate on registered comparables.

STRAIGHT TALK

Risks & challenges in Dholpur

Read these before shortlisting in Dholpur specifically.

Acquisition notifications

Land in 23 Rajakhera villages is being acquired for the expressway. Ask for the notification status of the khasra before paying a deposit.

Announced is not delivered

The expressway is about eight months behind and the Chambal bridge is only planned. Price on today's fundamentals.

Chambal sanctuary and ravines

The sanctuary adjoins the district and about 272 sq km is ravine. Ask for land class, sanctuary and zone status in writing.

Mining and lease land

Sandstone is mined under 87 leases and a 2023 tribunal order covers illegal mining near the sanctuary. Check neighbouring leases and access roads.

Groundwater stress

Dholpur and Rajakhera blocks were over-exploited in the 2013 data. Check borewell depth, yield and fluoride in the water.

Section 42 exposure

A sale of khatedari land by an SC or ST member to someone outside that community is void. Establish the seller's community from the jamabandi before any advance.

No sourced price series

We use no listing-site prices for Dholpur, and DLC rates are only a valuation basis. Collect registered comparables before negotiating.

Who to contact

Local revenue, registration & forest offices

Conversion of rural agricultural land is decided by the Tehsildar, Sub-Divisional Officer, Collector or State Government, depending on use and plot size (Rule 9, Revenue Department rules, 2019 compilation). Mutation and jamabandi matters go through the Tehsildar of the relevant tehsil, and expressway acquisition questions go to the Sub-Divisional Officer (Rajakhera) and NHAI. Sale-deed registration is handled by the Sub-Registrar office under the ePanjiyan system, which feeds the eDharti land records for agricultural deeds (NeGD listing). The Forest Department's divisional office can confirm sanctuary and zone status, and the Mines and Geology office holds lease records. The Revenue Department portal, the ePanjiyan site and the Dholpur district portal were not opened for this review, so take office locations and jurisdiction maps from the department directly.

Further reading

Data-currency note: sources were read in October 2026. Population, area and tehsil data come from a District Industrial Profile with data to 2010-11 (Census 2011 population); groundwater, irrigation and rainfall come from a July 2017 CGWB report with 2010-11 and 2013 tables. The district portal, the Apna Khata and ePanjiyan portals, the Revenue Department site, Agmarknet and the India Code text of the Land Revenue Act and the Stamp Act could not be opened, so nothing here is attributed to a reading of them. Base stamp duty and the registration fee are not quoted. DLC rates, court orders and project timelines change often. General information, not legal advice.
