District overview

Agra — the Taj city, a Yamuna Expressway terminus and India’s top potato district

Agra is the headquarters of the Agra division, on the Yamuna. The district portal shows 4,418,797 people, six tehsils, 15 blocks and 945 populated villages. The Taj Mahal, Agra Fort and Fatehpur Sikri are World Heritage Sites here, which gives the city a durable visitor and hospitality base, though we found no visitor count we could open. Farming is productive: a potato-industry data site ranks Agra first of 75 Uttar Pradesh districts for potato in 2022-23, with 74,055 hectares and about 28.3 lakh tonnes (Indian Potato Intelligence, 2022-23 series), and it does not name an official dataset behind the figures.

For a land buyer Agra is three markets. The urban edge along the Yamuna Expressway and the Agra–Lucknow Expressway, where plots are the usual product. The tehsil farmland of Etmadpur, Kheragarh, Fatehabad, Kiraoli and Bah, which is working agricultural land. And the heritage core, where the Taj Trapezium Zone rules shape what can be built or cleared. We found no sourced price series for any of the three, so this page gives none.

Delhi is the natural lead for an out-of-state or NCR-based buyer: the Yamuna Expressway runs about 165 km from Greater Noida to Agra and has six lanes, and in January 2023 the Yamuna Expressway Authority directed the toll operator to prepare a report on widening it to eight lanes (NBM&CW, January 2023). That is why Agra is often read with Gautam Buddha Nagar and Jewar, the northern end of the same expressway. For the legal basics, start with the Uttar Pradesh agricultural land rules guide.

Market & connectivity

What is moving prices in Agra

Reported figures with the source of each named. Listing-site asking prices are not used.

Farmland per acre

We publish no per-acre figure for Agra farmland. Asking prices seen on listing sites could not be traced to registered deals, so they were removed. Collect registered sale deeds for the same village and read the village circle rate on IGRS UP before pricing an offer.

Plots per sq yd

Plotted or colony-edge land near the city is a different product from farmland, and we found no sourced per-square-yard price. Compare plots only with plots, and ask whether the layout is approved.

Why listing prices were removed

Several listing entries were far out of line with each other, and some filed parcels from neighbouring districts under Agra. Because the location and the deal could not be checked, none of those prices appears on this page.

Circle rates

In March 2025 the state said revisions of circle rates were already under way in Agra, among ten districts, and that district magistrates set minimum rates per hectare or square metre each year (PTI via The Week, March 2025). The report gives no percentage and we did not open the village-wise table, so check the current rate on IGRS UP.

Industrial pull

The Supreme Court's 23 July 2026 order lets the TTZ Authority process about 410 pending industry applications under expert oversight (LiveLaw, July 2026). Any industrial plan on a parcel here depends on that process.

Hospitality and tourism

Tourism supports demand for plots near the city, but we found no airport traffic or visitor figure we could open. Farmland far from the Yamuna Expressway or the ring road should not be assumed to share any city premium.

Connectivity

How Agra connects — road, rail and air

Agra’s outside buyers come mainly from Delhi and the NCR, so Delhi is the reference point. Journey times vary with traffic and road works.

Upcoming infrastructure & developments

Status labels maintained by the Farmland India research desk. Government-announced timelines — not guaranteed.

Operational

Yamuna Expressway and Agra–Lucknow Expressway

Both are open. The Yamuna Expressway links Greater Noida to Agra over about 165 km (NBM&CW, January 2023); the Agra–Lucknow Expressway runs 302 km through Firozabad, Mainpuri and six more districts to Lucknow (UPEIDA). A widening report for the Yamuna road was ordered in January 2023, and we found no later approval, so treat eight lanes as unconfirmed.

Partly operational

Agra Metro

The 5.2 km priority corridor has run since 6 March 2024. Line 1 (Sikandra to Taj East Gate, 14.25 km) and Line 2 (Agra Cantt to Kalindi Vihar, 15.40 km) have contracts awarded, and the page we read in September 2025 expected Phase 1 to be completed in 2026 (Metro Rail Guy, Sept 2025 update). We found no later progress report.

Status unconfirmed

Agra airport terminal

We found no report of the Agra airport terminal that we could open, so its status is unconfirmed. The earlier page figures for terminal size and completion date were dropped.

Land acquisition

Agra–Gwalior Expressway

An 88.4 km six-lane greenfield road costing ₹4,613 crore. A 21 May 2026 report said acquisition was nearly complete on the Dholpur side, that farmers in Agra district had protested low compensation, that the protests stalled the project for about eight months, and that construction has a 30-month window under a build-operate-transfer contract signed in November 2025 (Patrika, May 2026). Agra-side acquisition status was not confirmed.

Agriculture & terrain

Soil, water & crops in Agra

Agra sits on the Upper Gangetic Plain in a semi-arid zone. Wheat, pearl millet, potato and mustard dominate, and almost all irrigation comes from borewells.

🌾 Cropped area

ICAR-CRIDA’s district plan (2013-14 data) gives net sown area of 284,300 hectares, gross cropped area of 423,800 hectares and cropping intensity of 135%. Leading crops were wheat (137,600 ha), pearl millet (130,700 ha), potato (58,100 ha) and rapeseed-mustard (52,000 ha) (CRIDA Agra plan). A potato-industry data site reports 74,055 ha of potato in 2022-23 (reported).

  • Wheat
  • Bajra
  • Potato
  • Mustard

🟫 Soil

Deep loamy soil covers 67% of cultivable area (210,000 ha), deep fine moderately saline or sodic soil 20% and silty soil 10%, with 3% eroded (CRIDA Agra plan). A soil test for the exact village is still the right check, because the saline or sodic pockets decide crop choice.

  • Loam
  • Saline pockets

💧 Water

Normal rainfall is 655.5 mm, with 584.3 mm in the monsoon. Borewells supply 90.4% of irrigation and canals 9.5%. The same plan counted six over-exploited blocks, one critical and three semi-critical, but that is 2013-14 data (CRIDA Agra plan). The CGWB 2024 state assessment lists Agra among districts with fluoride, nitrate and uranium above limits and sporadic conductivity anomalies (CGWB, December 2024), so test water before planning drinking or irrigation use. Current block categories were not found.

  • Dated block data

🌾 Mandi price reference

Daily wholesale prices for Agra-district markets are published on Agmarknet; we did not open that portal for this page. Potato is the headline crop, but farm income is small next to what city-edge land can fetch, so price a parcel on location and permitted use, not on yield.

🔎 Check the record yourself

Records to check a parcel against: the ICAR-CRIDA district plan linked above (soil, rainfall, crops), CGWB (groundwater), the Census of India (2011 figures) and the UP Bhulekh khatauni and khasra records. We did not open those portals for this page.

Why investors look at Agra

Three reasons this desk includes Agra, with a plain note that tourism and Taj Trapezium Zone rules both cut in two directions.

Delhi reach and a visitor economy

The Yamuna Expressway makes Agra a reachable second-home and land-banking market from the NCR, and the Taj gives it a year-round tourism base.

Productive farmland close to the city

A potato-industry data site ranks Agra first in Uttar Pradesh for potato, and the CRIDA plan puts 67% of cultivable area under deep loam, so agricultural use is real rather than nominal.

A pipeline of road, rail and airport work

The metro and the Agra–Gwalior Expressway add demand drivers, though both are still at construction or acquisition stage.

STRAIGHT TALK

Risks & challenges in Agra

Read these before shortlisting in Agra specifically.

Taj Trapezium Zone limits

Industry and tree felling fall under TTZ oversight, with a stricter tree rule within 5 km of the Taj Mahal. Check what the zone allows for the planned use before paying an advance.

No sourced price series

We found no official or news price series for Agra farmland. Collect registered comparables and read the village circle rate before negotiating.

Conversion route

Section 80 of the Revenue Code is the working route now; section 143 of the older Act still appears in older declarations and in court judgments. Ask the SDM in writing which applies to the parcel.

Groundwater and water quality

Borewells supply about 90% of irrigation, block categories in the available plan are dated, and CGWB lists Agra for fluoride, nitrate and uranium. Test water before relying on a borewell.

Saline and sodic soil pockets

About a fifth of the mapped soil is moderately saline or sodic. A soil test for the exact parcel matters more than the district average.

Announced infrastructure is not delivered infrastructure

The Agra Metro remainder and the Agra–Gwalior Expressway are at construction or acquisition stage, and the airport terminal status is unconfirmed. Price on today's fundamentals.

Boundary and record checks

The district portal's area figure looks too large for the district, and we found no source to settle it. Confirm the tehsil and registry for your parcel.

Who to contact

Local revenue & registration offices

Conversion and mutation applications route through the SDM office or Tehsildar of the relevant tehsil (Agra, Etmadpur, Kiraoli, Kheragarh, Fatehabad or Bah). Inside the Agra Development Authority's area, plan approvals go through the Agra Development Authority, and industrial or polluting uses also need the TTZ Authority. Sale-deed registration is handled by the local Sub-Registrar through IGRS UP, where circle rates are published, and record-of-rights extracts are on UP Bhulekh; we did not open either portal for this page. Office locations are listed on the district website.

What does land cost around Agra?

We publish no per-acre band, because listing-site asking prices could not be traced to registered deals. The state said in March 2025 that circle-rate revisions were already under way in Agra (PTI via The Week), but gave no percentage.
