District overview

Bijnor โ€” sugarcane, floodplain and the Uttarakhand border

Bijnor is a district of north-western Uttar Pradesh. The CGWB aquifer report, 2022 places it in the Rohilkhand (Bareilly) division, with Uttarakhand to the north-east, Moradabad to the south and Meerut and Muzaffarnagar to the west. The Census of 2011 recorded 3,682,713 people on 4,561 sq km, about 25% of them urban, and the district has five tehsils: Bijnor, Najibabad, Nagina, Dhampur and Chandpur (Census 2011 tables).

Sugarcane defines the economy. The ICAR-CRIDA plan (2008-09 data) puts cane at 215,833 hectares of a 332,615-hectare net sown area, with wheat on 110,820 and rice on 49,403 hectares. We found no sourced sugar-mill count, so confirm local mills and the current cane price with the cane department. Najibabad, Dhampur and Nagina are three of the five tehsils to start with when comparing markets.

For a land buyer, Bijnor is a yield-and-proximity market rather than a tourism one. NH-34 is described as the road link between Meerut, Bijnor and Haridwar, and the Cabinet has approved a Ganga Expressway extension to Haridwar (Elets eGov, August 2026). We found no sourced road distance to Delhi, and no official or news price series for farmland; listing-site asking prices were removed because they cannot be traced to registered deals. Buyers whose real target is the Uttarakhand foothills should compare Uttarakhand as well as nearby Hapur on the Delhi side.

Market & connectivity

What is moving prices in Bijnor

Reported figures with the source of each named. Listing-site asking prices are not used.

Circle rates

District magistrates set the minimum rate per hectare or square metre each August and can revise it mid-year (PTI via The Week, March 2025). As we read that report, its district lists do not name Bijnor, and we did not find a village-wise table, so look up the village on IGRS UP before pricing an offer.

No price series

We found no official or news price series for farmland in Bijnor. Asking prices on listing sites could not be traced to registered deals, so none is shown. Collect registered sale deeds for the same village, and check title, access and river exposure on any large lot.

Plots

Plotted land sold per square yard is a different product from farmland, and we found no sourced per-square-yard price. Do not compare plot quotes with farmland rates.

Sugarcane

The ICAR plan counts 215,833 hectares under cane in 2008-09 (ICAR-CRIDA plan). We found no current mill count or cane-price source, so confirm both with the cane department before valuing land on cane income.

Stamp duty and circle rates

The state page gives the Uttar Pradesh stamp-duty structure, where the 7%, 6% and 1% figures are marked as not yet confirmed against the Stamp Department. Circle rates are set per locality and no Bijnor rate was read for this page; look up the village on IGRS UP before pricing an offer.

Units

Land records state area in hectares or square metres, and the Revenue Code limit itself is written as 5.0586 hectares (UP Revenue Code 2006). Ask any seller for the area in acres or square metres and for the khasra and khatauni numbers.

Connectivity

How Bijnor connects โ€” road, rail and air

NH-34 is the road link towards Haridwar, and an expressway extension has been approved. Journey times vary with traffic and road works.

๐Ÿ›ฃ Haridwar first

NH-34 is the existing road between Meerut, Bijnor and Haridwar (Elets eGov, August 2026). The UP Cabinet has approved a Ganga Expressway extension of 147 km from Meerut to Haridwar, 30 km of it in Uttarakhand (Construction World, September 2026); the reports mention a Bijnor-Haridwar link but give no alignment, so see the upcoming-infrastructure section for its stage. For land rules that apply across the state see our Uttar Pradesh land guide.

Ganga Expressway extension to Haridwar

The Uttar Pradesh Cabinet approved a greenfield six-lane corridor, expandable to eight lanes, from Meerut to Haridwar, 147 km including 30 km in Uttarakhand, at an estimated โ‚น10,761 crore met by the state, with a detailed project report to follow (Elets eGov, August 2026; Construction World, September 2026). Reports mention a Bijnor-Haridwar link but no alignment through Bijnor, land-acquisition notice or construction date has been published in the reports read.

Operational

Meerutโ€“Bijnorโ€“Haridwar road (NH-34)

Elets eGov describes NH-34 as the existing road link between Meerut, Bijnor and Haridwar (Elets eGov, August 2026). The Ganga Expressway extension is meant to add a controlled-access alternative, not replace this road.

Trial run reported ยท confirm

Delhiโ€“Dehradun Expressway (not in Bijnor)

News24 reported that the roughly 210 km expressway opened for trial use on 1 December 2025, passing Baghpat, Shamli and Saharanpur, with formal opening then pending (News24). Confirm the present status. It does not run through Bijnor, but it offers an alternative Delhi to Dehradun route; the Uttarakhand page covers the other end.

Agriculture & terrain

Soil, water & crops in Bijnor

Bijnor is a sugarcane-first alluvial-plain district, irrigated almost equally from borewells and open wells.

๐ŸŒพ Cropped area

The ICAR-CRIDA plan (2008-09 data) gives a net sown area of 332,615 hectares, a gross cropped area of 435,521 hectares and a cropping intensity of 130.94%. Sugarcane covered 215,833 hectares, wheat 110,820 and rice 49,403. Ask the district agriculture office for current figures.

  • Sugarcane
  • Wheat
  • Rice

๐Ÿ’ง Water and rainfall

ICAR gives a normal rainfall of 1,107.3 mm over about 95 rainy days; the CGWB profile gives a normal of 901 mm (1951-80) and an average of 1,118.3 mm, so confirm which period applies. Irrigation came 47.41% from borewells, 47.70% from open wells and 4.9% from canals. The CGWB profile put groundwater development at 62.40% on March 2009 data, with Noorpur critical and Jalilpur and Seohara semi-critical; the 2024 state assessment lists Bijnor for arsenic and uranium above limits (CGWB, December 2024). Ask for current block status.

  • Borewells
  • Open wells

๐Ÿž Soil and river

ICAR's soil split is loam 34.35%, sandy loam 27.56%, clay loam 21.56% and silt loam 16.13%. The CGWB aquifer report, 2022 describes quaternary alluvial sediments with shallow, middle and deep aquifers, and the CGWB profile puts the three tiers at 0 to 110 m, 120 to 250 m and 270 to 450 m. Low-lying river-side land floods; check exposure parcel by parcel.

  • Alluvial
  • Khadar

๐ŸŒพ Mandi price reference

Wholesale mandi prices for Bijnor-district markets are published daily on Agmarknet; we did not open that portal for this page. Sugarcane is sold to mills at a price the state announces rather than at mandi rates, so confirm the current cane price with the cane department, and treat farm income as modest beside land priced for its location.

Why investors look at Bijnor

Three reasons this desk includes Bijnor, with an honest note that price evidence is thin and uneven.

A sugarcane-and-wheat economy on alluvial soil

ICAR's 2008-09 plan puts cane at 215,833 hectares and wheat at 110,820, so a buyer can price land on use as well as location. The data is old and the mill count is unsourced.

Road links towards Haridwar

NH-34 links Meerut, Bijnor and Haridwar, and a Ganga Expressway extension to Haridwar has Cabinet approval with a DPR still to be prepared (Elets eGov, August 2026).

Forest and river edges

Amangarh Tiger Reserve, about 95 sq km and notified in 2012 (UP Eco-tourism Board), lies in the district. Forest-edge and river-side land bring forest and flood checks.

STRAIGHT TALK

Risks & challenges in Bijnor

Read these before shortlisting in Bijnor specifically.

River-side flood exposure

Floods from the Khoh hit Dhampur sub-division villages in 2023 (National Herald, August 2023). Check flood history, river-course changes in the revenue map and access in the monsoon before paying an advance.

Forest and tiger-reserve limits

Amangarh Tiger Reserve (about 95 sq km) was originally part of Jim Corbett National Park. Confirm in writing that a parcel is not forest land and note any eco-sensitive-zone building limits.

No sourced price series

We found no official or news price series for farmland here. Collect several registered comparables before negotiating; do not anchor to a single figure.

Expressway extension is at paper stage

The Ganga Expressway extension to Haridwar has Cabinet approval and a DPR to follow, with no published alignment through Bijnor or date. Price a parcel on today's fundamentals.

Conflicting statistics

Sources give normal rainfall as 901 mm (CGWB), 1,118.3 mm (CGWB average) or 1,107.3 mm (ICAR), and the CGWB profile prints the groundwater stage as both 60.40% and 62.40%. Confirm records at the tehsil rather than relying on a summary figure.

Dated agricultural and water data

Crop and irrigation figures are from 2008-09 and the groundwater assessment from March 2009. Use current Soil Health Card and CGWB data for a specific block.

Standard UP due diligence

The 12.5-acre family limit, SC/ST land permissions and khatauni checks apply exactly as on the state page.

Who to contact

Local revenue & registration offices

Mutation, land-use declarations under Section 80 of the Revenue Code and parcel status route through the SDM and Tehsildar offices of the relevant tehsil (Bijnor, Najibabad, Nagina, Dhampur or Chandpur). Inside municipal or development-authority limits, plan approvals follow the local body. Sale-deed registration is handled by the local Sub-Registrar; records are searched on UP Bhulekh and IGRS UP, and we did not open either portal for this page.
