Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Rampur โ land purchase legal rules
โ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Rampur โ district-specific notes
The full Uttar Pradesh legal framework above (inherited from the state record) applies to Rampur in full. Buyer eligibility, the purchase cap in section 89(2) of the Revenue Code, SC/ST transfer permission and the NRI bar are not repeated here. The notes below are specific to this district.
โ The district industrial profile lists five tehsils (Rampur, Bilaspur, Suar, Milak and Shahbad) and six blocks (MSME-DI district industrial profile). We found no official page confirming a sixth tehsil, so confirm the tehsil, and with it the Tehsildar and Sub-Registrar office, before relying on a listing's address.
โ Rampur has several rivers: the Ramganga and its tributaries, the Kosi, Peela, Khar, Senjani and Gangan (district industrial profile). Parcels beside these should be checked against the revenue map and tehsil records for river-edge and flood-plain history rather than judged on a dry-season visit.
โ ICAR-CRIDA's 2012 contingency plan classes the district's six blocks as three safe, two semi-critical and one critical for groundwater (ICAR-CRIDA, 2012). That is old data. A semi-critical or critical block does not stop a purchase, but it can affect borewell depth and cost, so check the current category with the Central Ground Water Board before planning irrigation.

District overview
Rampur โ a wheat, rice and sugarcane plain on the Ramganga
Rampur covers 2,367 sq km with five tehsils and six blocks. The MSME-DI district industrial profile records 77 km of national highway and 74 km of rail line in the district (2010-11) and gives about 185 km to the national capital. Moradabad Airport had no scheduled flights when the Ministry of Civil Aviation replied in December 2025 (Lok Sabha, December 2025). This page compares Rampur with Hapur as a Delhi-side comparison.
The profile gives a Census 2011 population of 2,335,398. It lists 6,446 registered industrial units in 2009-10, of which 1,457 make ready-made garments and embroidery, and names mentha, rice, ready-made garments and meat as the main exportable items. ICAR-CRIDA puts normal rainfall at 944.3 mm over 94 rainy days (ICAR-CRIDA, 2012).
For a land buyer, Rampur is a cropped, irrigated plain. ICAR-CRIDA shows wheat on about 135,630 hectares, rice on 116,154, sugarcane on 22,385 and mango on 2,523 hectares (2008-09 data), with bore wells supplying about 70% of irrigation. There is no sourced price series. Compare Rampur with Hapur, read the Uttar Pradesh state page for the legal framework, and see our Uttar Pradesh agricultural land guide for the rules.

Market & connectivity
What is moving prices in Rampur
What could and could not be sourced for Rampur, with the source of each named. Read the gaps as gaps, not as low prices.
No sourced price series
We publish no per-acre figure for Rampur. Listing-site asks were few, ran far apart and could not be tied to registered deals, so none are shown.
Why there is no benchmark
Without registered sale deeds from the same village, a price is only an opinion. Ask for deeds from the last year in that village and compare them with the circle rate.
Industry and exports
The district industrial profile reports 6,446 registered units in 2009-10, 1,457 of them ready-made garments and embroidery (MSME-DI district industrial profile). The figures are over fifteen years old, so they show the industrial character, not today's scale.
Sugar and crops
ICAR-CRIDA gives 22,385 hectares of sugarcane and 116,154 of rice (ICAR-CRIDA, 2012). The profile names mentha and rice among the main exports. Crop income is a different question from land value, and no link between the two was sourced.
Circle rates and stamp duty
The Uttar Pradesh state page gives the Uttar Pradesh stamp-duty and registration structure. District magistrates set minimum land rates each August and may revise them mid-year, the state government said in March 2025, and Rampur was not among the districts it named (PTI via The Week, March 2025). We did not read the Rampur circle-rate list, so none is quoted.
Water quality
The Central Ground Water Board's December 2024 assessment lists Rampur among Uttar Pradesh districts with nitrate above 45 mg/L, and with arsenic above 10 ppb and uranium above 30 ppb, in some samples (CGWB, December 2024). Test any borewell before buying for orchard or residential use.
Connectivity
How Rampur connects โ road, rail, air and the expressway
Connections are stated only where a source was opened; the distance to Delhi comes from the district industrial profile and varies with route and traffic.

๐ฃ Highway, not the Ganga Expressway
News24's list of Ganga Expressway districts names Meerut, Hapur, Amroha, Sambhal, Badaun, Shahjahanpur, Hardoi, Unnao, Rae Bareli, Pratapgarh and Prayagraj, and Rampur is not among them (News24, April 2026). NH-9 and rail remain the main routes. Do not price a Rampur parcel as if it sat on the expressway.

NH-9 through the district
The district industrial profile records 77 km of national highway in the district (2010-11) (MSME-DI profile). It is the district's main road link.
Moradabad Airport
Licensed as a Category 2B airport under the UDAN scheme, with no scheduled flights when the Ministry of Civil Aviation replied on 4 December 2025. Flybig flew Moradabad to Lucknow from 10 August to 3 November 2024 and passed its obligations to another operator in September 2025 (Lok Sabha, December 2025).
Ganga Expressway (nearby districts)
The 594 km expressway was inaugurated on 29 April 2026 (AIR News, April 2026). News24 lists Amroha and Sambhal among its districts but not Rampur (News24, April 2026). Its effect on Rampur is indirect and not measured.
Agriculture & terrain
Soil, water & crops in Rampur
Rampur is a wheat, rice and sugarcane plain with the Ramganga system; the ICAR profile below dates from 2012.
๐พ Cropped area

๐ง Water
Normal rainfall is 944.3 mm over 94 rainy days, with 815.4 mm in the south-west monsoon. Bore wells supply 69.98% of irrigation and open wells 28.90% (ICAR-CRIDA, 2012). The Ramganga and its tributaries are the main rivers (MSME-DI profile). CGWB's December 2024 assessment lists Rampur for nitrate, arsenic and uranium in some samples (CGWB, December 2024).

๐พ Mandi price reference
Daily wholesale prices for mentha, rice and sugarcane-related markets are published on the Agmarknet portal, and rainfall normals are with the India Meteorological Department. We did not open either for this page, so no figures are quoted. Judge a parcel on its location and use, not on crop yield.

Farmland India view
Why investors look at Rampur
Three reasons this desk includes Rampur, with an honest note that no price series was found.
A real agricultural economy
Wheat, rice and sugarcane cover large areas, bore wells supply about 70% of irrigation, and the district's main exports include mentha, rice and garments (ICAR-CRIDA and the district industrial profile).
On NH-9
The district industrial profile records 77 km of national highway and 74 km of rail line in the district (2010-11). Moradabad Airport has no scheduled flights.
A working industrial base
The profile lists 6,446 registered units in 2009-10, 1,457 of them garment makers. That is dated, and it has not been shown to lift farmland prices.
Confirm tehsil, groundwater category and river-edge status directly; Farmland India's review does not certify them.
STRAIGHT TALK
Risks & challenges in Rampur
Read these before shortlisting in Rampur specifically.
No price evidence
No price series was sourced. Treat any figure you are quoted as unchecked until you see registered sale deeds from the same village.
Tehsil list to confirm
The district industrial profile lists five tehsils and we found no official sixth. Confirm the Sub-Registrar office that will register the deed.
River-edge and tarai land
The Ramganga system and tarai soils bring flood-plain and drainage questions. Check revenue maps and tehsil records.
Groundwater
ICAR-CRIDA (2012) classes two blocks as semi-critical and one as critical, and CGWB lists nitrate, arsenic and uranium in some samples. Check the current block category and test borewell water.
Not on the expressway
The Ganga Expressway is not routed through Rampur. Do not accept an expressway premium in a quote.
Announced is not delivered
The airport nearby has no scheduled flights. Price on today's fundamentals.
Standard UP due diligence
The purchase cap in section 89(2) of the Revenue Code (5.0586 ha, about 12.5 acres), SC/ST permission and a clean khatauni and mutation chain apply here as elsewhere in the state; see the Uttar Pradesh state page.
Who to contact
Local revenue & registration offices
Mutation and land-use queries go through the Tehsildar and SDM office of the relevant tehsil (Rampur, Bilaspur, Suar, Milak or Shahbad, subject to the tehsil-list point above). Sale-deed registration is handled by the local Sub-Registrar; circle rates and khatauni records sit on the IGRS UP and UP Bhulekh portals, which we did not open for this page. Revenue-court and permission queries go to the Board of Revenue. Plotted or group schemes should appear on the UP RERA register, so ask for the registration number.
