Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Sambhal โ land purchase legal rules
โ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Sambhal โ district-specific notes
The full Uttar Pradesh legal framework above (inherited from the state record) applies to Sambhal in full. Buyer eligibility, the purchase cap in section 89(2) of the Revenue Code, SC/ST transfer permission and the NRI bar are not repeated here. The notes below are specific to this district.
โ Sambhal is a young district. The district portal records the announcement on 28 September 2011 and the change of name from Bhimnagar to Sambhal on 23 July 2012 (district portal). The district court page puts the administrative headquarters at Bahjoi, in Chandausi tehsil, with the district and sessions courts at Chandausi (district court page). Revenue work, courts and registration can therefore sit in different towns, and the portal itself names Panwasa as the planned headquarters. Ask which Tehsildar, Sub-Registrar and court covers a parcel before fixing a purchase timetable.
โ A suit over the Shahi Jama Masjid in Sambhal city is before a civil court in Chandausi. Hindu petitioners say the mosque stands on a temple, and the Muslim side contests this. ETV Bharat reported in July 2026 that the court postponed the hearing to 25 August 2026 because a Supreme Court stay still applies (ETV Bharat, July 2026), and Telangana Today reported on 11 August 2026 that the Supreme Court had put the mosque committee's petitions against an Allahabad High Court order to 18 August (Telangana Today, August 2026). A court-ordered survey in November 2024 was followed by violence in which people died, according to Law Trend, August 2025. We found nothing on what happened after August 2026. The case concerns a city mosque, not farmland title, but check local conditions before a site visit.
โ News24 lists Sambhal among the districts on the 594 km Ganga Expressway (News24, April 2026), and AIR News reported its inauguration on 29 April 2026 (AIR News, April 2026). We found no source for interchange sites or acquisition lists in Sambhal. Ask for the acquisition status and the khatauni entry in writing, and do not rely on a seller's statement that a parcel is 'near the expressway'.

District overview
Sambhal โ a young district beside Moradabad, on the Ganga Expressway
Sambhal covers 2,453.30 sq km, with three tehsils (Sambhal, Chandausi and Gunnaur), 1,022 villages and four assembly constituencies, according to the district portal. The district was formed from parts of Moradabad and Badaun, and its courts sit at Chandausi (district court page). This page compares Sambhal with Hapur, which News24 also lists on the Ganga Expressway route (News24, April 2026).
The portal gives a population of 2,192,933 and lists three municipal councils and five municipal panchayats. We did not source town populations, crop areas or soil data for this page.
For a land buyer this is working agricultural land rather than a lifestyle market. There is no sourced price series: listing-site asking prices were removed because they could not be traced to registered sale deeds. Compare Sambhal with Hapur, read the Uttar Pradesh state page for the legal framework, and see our Uttar Pradesh agricultural land guide for the rules.

Market & connectivity
What is moving prices in Sambhal
What could and could not be sourced for Sambhal, with the source of each named. Read the gaps as gaps, not as low prices.
No sourced price series
We publish no per-acre figure for Sambhal. Listing-site asking prices could not be linked to registered deals, so none are shown. Collect registered sale deeds from the same village before negotiating.
Units
Quotes in local land units vary by village, and we do not convert them. Ask any seller for the area in acres or square metres and check it against the khatauni.
Crop trade
We found no source for a menthol market size or ranking for Sambhal, so none is given. Mandi prices are published on the Agmarknet portal, which we did not open for this page, so none are quoted.
Chandausi
Chandausi is where the district and sessions courts sit (district court page). We could not source rail services or journey times for Chandausi, so none are given.
Circle rates and stamp duty
The Uttar Pradesh state page gives the Uttar Pradesh stamp-duty and registration structure. District magistrates set minimum land rates each August and may revise them mid-year, the state government said in March 2025, and Sambhal was not among the districts it named (PTI via The Week, March 2025). We did not read the Sambhal circle-rate list, so none is quoted.
Water quality
The Central Ground Water Board's December 2024 assessment lists Sambhal among Uttar Pradesh districts with nitrate above 45 mg/L and arsenic above 10 ppb in some samples (CGWB, December 2024). A borewell test is a sensible first step.
Connectivity
How Sambhal connects โ road, rail, air and the expressway
Connections are stated only where a source was opened. Road distances and rail timings could not be sourced.

๐ฃ The Ganga Expressway
The 594 km Ganga Expressway from Meerut to Prayagraj was inaugurated on 29 April 2026 (AIR News, April 2026), and News24 lists Sambhal among the districts on its route (News24, April 2026). Interchange locations inside Sambhal were not found. Ask for the nearest exit and the access road before assuming a parcel is well connected.

Ganga Expressway
A 594 km greenfield expressway from Meerut to Prayagraj, inaugurated on 29 April 2026 (AIR News, April 2026). News24 lists Sambhal among its districts, six lanes with room for eight (News24, April 2026). No effect on Sambhal land prices was found.
Moradabad Airport
Licensed as a Category 2B airport under the UDAN scheme, with no scheduled flights when the Ministry of Civil Aviation replied on 4 December 2025. Flybig flew Moradabad to Lucknow from 10 August 2024 until 3 November 2024 and passed its obligations to another operator in September 2025 (Lok Sabha, December 2025).
Expressway interchange sites
The sources read name no interchange sites in Sambhal. Until a notified list is seen, treat any claim that a parcel is 'near an exit' as unchecked.
Agriculture & terrain
Soil, water & crops in Sambhal
Crop and soil data for Sambhal could not be sourced for this page. Groundwater quality is the one check with a source.
๐พ Cropped area
We did not source crop areas for Sambhal. For crop data on a specific village, ask the district agriculture office or request the Soil Health Card report for the parcel.

๐ง Water
The Central Ground Water Board's December 2024 assessment of Uttar Pradesh lists Sambhal among districts with nitrate above 45 mg/L and arsenic above 10 ppb in some samples (CGWB, December 2024). It gives block categories only as state totals (566 of 836 blocks safe, 59 over-exploited), so Sambhal's own block status is not stated here.

- Arsenic
๐พ Mandi price reference
Daily wholesale prices for crops are published on the Agmarknet portal, and rainfall normals are with the India Meteorological Department. We did not open either for this page, so no figures are quoted. Judge a parcel on its location and use, not on crop income.

Why investors look at Sambhal
Three reasons this desk includes Sambhal, with an honest note that price evidence is missing.
On the Ganga Expressway route
News24 lists Sambhal among the districts on the 594 km expressway, which AIR News reported as inaugurated on 29 April 2026.
Courts in the district
District and sessions courts sit at Chandausi (district court page), which matters if a purchase ends in a dispute.
An honest price gap
No sourced price series exists yet, so an offer should rest on registered sale deeds from the same village.
Confirm tehsil, expressway status and borewell water quality directly; Farmland India's review does not certify them.
STRAIGHT TALK
Risks & challenges in Sambhal
Read these before shortlisting in Sambhal specifically.
Almost no price evidence
No price series was sourced. Treat any figure you are quoted as unchecked until you see registered sale deeds nearby.
Unit confusion
Quotes in local land units vary by village. Insist on areas in acres or square metres and check against the khatauni.
Two headquarters
The district court page puts the administrative headquarters at Bahjoi and the courts at Chandausi, while the portal names Panwasa as the planned headquarters. Confirm the right tehsil, Sub-Registrar and court.
Sensitive city area
The Shahi Jama Masjid suit is before a civil court, and the Supreme Court was hearing related petitions in July and August 2026. Check local conditions before a site visit.
Water quality
CGWB lists nitrate above 45 mg/L and arsenic above 10 ppb in some Sambhal samples. No soil data was sourced, so test soil as well as water.
Expressway land
Parcels near the alignment may have been acquired or affected, and no acquisition list was found. Get the status in writing.
Standard UP due diligence
The purchase cap in section 89(2) of the Revenue Code (5.0586 ha, about 12.5 acres), SC/ST permission and a clean khatauni and mutation chain apply here as elsewhere in the state; see the Uttar Pradesh state page.
Who to contact
Local revenue & registration offices
Mutation and land-use queries go through the Tehsildar and SDM office of the relevant tehsil (Sambhal, Chandausi or Gunnaur). Sale-deed registration is handled by the local Sub-Registrar; circle rates and khatauni records sit on the IGRS UP and UP Bhulekh portals, which we did not open for this page. Revenue-court and permission queries go to the Board of Revenue. Plotted or group schemes should appear on the UP RERA register, so ask for the registration number. District office details are on the Sambhal district portal.

COMMON QUESTIONS
Frequently asked questions
Everything buyers, NRIs and investors ask before their first reviewed farmland purchase in Sambhal.
Visit full wiki01 of 04
What does farmland cost in Sambhal?
We publish no per-acre price for Sambhal, because listing-site asking prices could not be traced to registered deals. District magistrates set minimum land rates each August (PTI via The Week, March 2025), so check the village rate on IGRS UP and collect registered sale deeds from the same village before negotiating.
02 of 04
Where are Sambhal's headquarters and courts?
The district court page puts the administrative headquarters at Bahjoi, in Chandausi tehsil, with the district and sessions courts at Chandausi. The district portal names Panwasa as the planned headquarters, so ask which Tehsildar, Sub-Registrar and court covers a parcel.
03 of 04
What is the status of the Shahi Jama Masjid case?
The suit is before a civil court in Chandausi. ETV Bharat reported in July 2026 that the hearing was postponed to 25 August 2026 because a Supreme Court stay applies, and Telangana Today reported that the Supreme Court listed related petitions for 18 August 2026. We found nothing later. The case concerns a city mosque, not farmland title.

Is the Ganga Expressway open through Sambhal?
AIR News reported that the 594 km Ganga Expressway was inaugurated on 29 April 2026, and News24 lists Sambhal among its districts. We found no source for interchange sites inside the district, so ask for the nearest exit before assuming a parcel is well connected.
