Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Shrawasti โ land purchase legal rules
โ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).

- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)

Shrawasti โ district-specific notes
The full Uttar Pradesh legal framework on the state page (ceiling, stamp duty, SC/ST land, NRI rules) applies to Shrawasti in full. The notes below are specific to this district and are not repeated from the state page.
โ Shrawasti borders Nepal. We found no source on any border-area, forest-adjacent or Terai restriction that applies to private agricultural parcels here, so ask the Tehsildar and the Sub-Registrar in writing whether anything beyond the state rules on the state page applies to the khasra. The conversion rule changed in 2026. The state cabinet cleared an ordinance amending section 80 of the UP Revenue Code in March 2026 (Free Press Journal, March 2026). Ordinance No. 14 of 2026 treats a building, development or layout approval inside a notified development-authority or industrial-authority area as the section 80(2) declaration, with the entry recorded in the revenue records within 15 days (PRS, Ordinance 14 of 2026), and a compliance bulletin reports it notified as an Act on 13 August 2026 (TeamLease RegTech, August 2026), which we have not checked against the notification. Outside such areas the section 80 route through the Sub-Divisional Officer applies, with a 45 working-day decision period (UP Revenue Code text, India Code). Which regime covers your village is a question for the tehsil.
โ The Rapti is the district's defining hazard. The Chief Minister surveyed flood-hit Shrawasti from the air on 11 July 2024 (Free Press Journal, July 2024; AIR News, July 2024), and Deccan Herald listed it among 18 districts affected that week (Deccan Herald, July 2024). We found no district flood map, so check the khatauni land class, ask for the highest flood line in the village, and look for any bank-erosion or embankment notice before paying an advance for a river-side parcel.
โ Sahet and Maheth are excavated sites that the Archaeological Survey of India links to the Jetavana monastery and the ancient city of Sravasti (ASI excavations page). We did not read any protected-area or regulated-zone notification for the surrounding land, so confirm in writing whether a parcel near the monuments falls inside one before planning a building, a homestay or a boundary wall.

District overview
Shrawasti โ a Buddhist pilgrimage district on the Nepal border
Shrawasti, often spelled Shravasti, is a Terai-edge district on the Rapti. The district portal gives 1,948.20 sq km, 1,114,615 people and 536 villages, with Bhinga as headquarters (district portal). CGWB gives 1,858 sq km and the same 2011 population and lists five groundwater blocks (CGWB profile), so confirm the area with the revenue office. The realistic buyer geography is Lucknow: a report of an India Today investigation puts Lucknow airport about 170 km away by road, roughly three hours (NewsGram, February 2026).
The district's identity is Buddhist. The Archaeological Survey of India describes Saheth and Maheth, where Cunningham identified Jetavana and the ancient city of Sravasti in 1862-63, with an excavated stupa and monastery and a crescent-shaped fortification about 5.2 km round (ASI). For land that points to a narrow, specific kind of demand: pilgrim lodging, homestays and small hospitality plots near the sites, and quiet retirement living, rather than a speculative corridor. Shrawasti is also one of the eleven districts under the Kalanamak rice geographical indication (IRRI, May 2021). We found no visitor figures.
We found no sourced price for farmland in this district and publish no per-acre band. District magistrates revise circle rates each year (PTI via The Week, March 2025), so read the rate for the mauza on IGRS UP, ask for registered sale deeds from the same village, and treat any verbal figure as unconfirmed.

Market & connectivity
What is moving prices in Shrawasti
What we looked for, what we found, and how to fill the gap. Nothing on this page is an estimate of value.
Listing evidence
We publish no asking-price band for Shrawasti. The earlier version cited listing-site searches that returned nothing usable, and we found no official or news price series, so we have not borrowed a figure from Bahraich or Balrampur.
Pilgrim-site demand
Buddhist pilgrims could create a market for lodging plots near Sahet-Mahet. We found no transaction, rate or listing that quantifies it, so treat the idea as a hypothesis to test with local registered deeds.
Road work
A four-lane, access-controlled upgrade of NH-927 from Barabanki to Bahraich (101 km, Rs 6,969 crore) was cleared by the Cabinet Committee on Economic Affairs on 18 March 2026; the report names Shravasti as an Aspirational District and says the road feeds the Rupaidiha land port (The Week, March 2026). The road ends at Bahraich, not in Shrawasti, and no construction date was given. No land-price effect has been measured.
Airport
Shravasti Airport was inaugurated on 10 March 2024, and flights to Lucknow were suspended on 24 December 2024 for low passenger turnout, according to a report of an India Today investigation that lists it among six Uttar Pradesh airports where services have stopped (NewsGram, February 2026). Treat Lucknow as the practical airport.
Circle rates
We did not read circle rates on IGRS UP for any village in the district. District magistrates revise circle rates each year (PTI via The Week, March 2025), so check the rate for the specific mauza, and add stamp duty and registration from the state page, before judging any asking price.
Units
Local land-unit sizes vary across Uttar Pradesh, so always ask for the area in square feet, square metres or acres on the khatauni, and convert at 43,560 sq ft per acre.
Connectivity
How Shrawasti connects โ road, rail, air and expressways
Lucknow is the lead metro for this page because it is the capital and the nearest large airport we could source. Journey times vary with traffic and road works.
๐ By road
โ๏ธ By air
๐ By rail
๐ฃ The expressway picture
We found no expressway through Shrawasti. The nearest road project we found is the NH-927 upgrade from Barabanki to Bahraich (The Week, March 2026). See the Uttar Pradesh land-rules guide for the rules that apply to a parcel along any new road.

BarabankiโBahraich NH-927 four-laning
The Cabinet Committee on Economic Affairs cleared the 101 km, Rs 6,969 crore, four-lane project on 18 March 2026 (The Week, March 2026). It ends at Bahraich, so the benefit to Shrawasti is regional access, not a corridor through the district.
Shravasti Airport
Inaugurated on 10 March 2024. Flights to Lucknow began at fares as low as Rs 523 and were suspended on 24 December 2024 for low turnout (NewsGram citing India Today, February 2026). Check live routes before relying on it.
Sahet-Mahet pilgrimage site
The Jetavana and Maheth mounds are excavated sites identified in 1862-63 (ASI). This is an existing demand source, not a project, and we found no visitor figures.
Agriculture & terrain
Soil, water & Rapti floods in Shrawasti
Shrawasti is a rice-and-wheat Terai-edge plain on the Rapti. CGWB's older profile classes all five blocks Safe, and flood history must be checked parcel by parcel.
๐พ Soil and crops
The CGWB district profile (2009โ2012 data) describes moderately deep, well-drained clayey soils on gently sloping ground, with thin sandy soil along river beds (CGWB). ICAR-CRIDA (2011โ12 data) puts deep loamy soils on 45% of the district, net sown area at about 129,800 hectares and cropping intensity at 133%, with rice, wheat and lentil leading (ICAR-CRIDA). The two plans disagree on the rice area (141,326 ha in CGWB's 2008โ09 table, 74.6 thousand ha in CRIDA's 2011โ12 table), so we quote no single figure; confirm with the district agriculture office.
- Clayey soil
- Rice
- Wheat
- Lentil
๐ Rapti and floods
ICAR-CRIDA marks flooding as not applicable to the district (ICAR-CRIDA), yet the Chief Minister surveyed flood-hit Shrawasti on 11 July 2024 (Free Press Journal, July 2024; AIR News, July 2024). Treat the two sources as conflicting and confirm local flood history, including bank erosion, before buying near the river.

๐ง Water
CGWB puts the stage of groundwater extraction at 49.60% (as on March 2009), with all five blocks Safe: Gilaula 57.12%, Hariharpur Rani 41.68%, Ikauna 57.94%, Jamunha 51.19% and Sirsiya 32.39%. Pre-monsoon depth to water was 3.32 to 7.47 m (May 2012) and post-monsoon 1.42 to 4.87 m (November 2012). Normal rainfall is 1,143.20 mm in the CGWB profile and 1,147.8 mm in the ICAR-CRIDA plan (CGWB; ICAR-CRIDA). CGWB's 2024 state report lists Shrawasti for nitrate above limits in places (CGWB, December 2024), so check current block status and test the water.
- Safe blocks
- ~1,143 mm rain
๐พ Mandi price reference
Live wholesale prices for rice, wheat and lentil are published daily on Agmarknet. We did not read a Shrawasti mandi page for this version. Farm income is modest beside the cost of any sizeable parcel, so price land on its location, access and flood record.
At a glance
Shrawasti vs. the districts around it
| District / city | Link to Shrawasti | What it means for a buyer |
|---|---|---|
| Lucknow | About 170 km by road to the airport (NewsGram citing India Today, February 2026) | Lead buyer metro and nearest large airport we could source; the page treats it as the main market |
| Bahraich | End of the NH-927 four-laning (The Week, March 2026) | Road access towards the Nepal border region; no price evidence read |
| Balrampur | About 20 km from the Sahet-Mahet site (ASI); Kalanamak GI district (IRRI) | Shares the pilgrimage and rice geography; no price evidence read |
| Gonda | Kalanamak GI district (IRRI, May 2021) | Shares the crop; no price evidence read |
This table lists links and not prices, because we found no like-for-like sourced price for these districts. Distances are as reported by the cited sources and are approximate.
Farmland India view
Why investors look at Shrawasti
Three reasons this desk includes Shrawasti, with a note that price evidence is missing and flood risk is real.
A global pilgrimage name
Sahet-Mahet is an excavated site that the Archaeological Survey of India identifies with Jetavana and ancient Sravasti (ASI). A district with a pilgrimage draw suits a small homestay or eco-resort idea better than a speculative one, provided the parcel is legally usable.
Safe groundwater on paper
CGWB classed all five blocks as Safe, with extraction at 49.60% in 2009 data (CGWB profile). That leaves headroom for irrigation or a borewell, subject to a current check and a water test.
Entry price unknown
We found no sourced price for the district. If registered deeds show a low per-acre level, that would support a long hold; until then it is only a possibility.
Confirm flood history, border-area rules and heritage-zone status directly โ these are not certified by Farmland India's review.
STRAIGHT TALK
Risks & challenges in Shrawasti
Read these before shortlisting in Shrawasti specifically.
Rapti flooding and erosion
The Chief Minister surveyed flood-hit Shrawasti on 11 July 2024 (Free Press Journal). Ask for the highest flood line and avoid river-side parcels without a written land-class and flood-history check.
Conflicting flood data
ICAR-CRIDA records flooding as not applicable while news reports from July 2024 document flooding in the district. Do not rely on either alone.
No price evidence
We read no asking price or circle rate for the district, so you have no benchmark from this page. Collect registered comparables from the same village before negotiating.
Border and heritage zones
The district borders Nepal and holds major Buddhist monuments. We did not read any restriction notice, so ask for written confirmation of the parcel's status.
Airport and access uncertainty
Flights from Shravasti Airport to Lucknow were suspended on 24 December 2024 (NewsGram). Plan for road and rail access via Lucknow or a nearby railhead.
Thin tourism evidence
We found no visitor numbers or hotel-occupancy data, so a homestay plan should be tested against actual pilgrim demand before you buy.
NRI and OCI buyers
FEMA bars NRIs and OCIs from buying agricultural land, plantation land or a farm house in India (RBI Master Direction FED 12/2015-16). Families abroad should read the Uttar Pradesh page before shortlisting.
Who to contact
Local revenue & registration offices
Agricultural-to-non-agricultural declarations under section 80 of the UP Revenue Code, and mutation, route through the Tehsildar and SDM of the relevant tehsil (confirm the tehsil first). Sale-deed registration is handled by the local Sub-Registrar through IGRS UP, and khatauni extracts are on UP Bhulekh; we did not open either portal for this page. The district's own site is shravasti.nic.in. Read the UP agricultural land rules guide before filing anything.
