Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Deoria — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Deoria — district-specific notes
The full Uttar Pradesh legal framework on the state page (ceiling, stamp duty, SC/ST land, NRI rules) applies to Deoria in full. The notes below are specific to this district and are not repeated from the state page.
⚠ Section 89(2) of the UP Revenue Code bars a purchase or gift that takes a person above 5.0586 hectares in Uttar Pradesh, about 12.5 acres by our conversion (Revenue Code text hosted by IGRS UP). The state page carries the other conditions (SC/ST land, NRI rules) with their CONFIRM flags, and they apply here in full. We found no Deoria-specific restriction. The district is dense, with 3,098,637 people on 2,538 sq km (district industrial profile), so expect small holdings and check the khatauni for joint names.
⚠ The conversion rule changed in 2026. Farmhouse, homestay or resort use on an agricultural holding needs the land declared non-agricultural under section 80 of the UP Revenue Code. The state cabinet cleared an ordinance amending that section in March 2026 (Free Press Journal, March 2026). Ordinance No. 14 of 2026 treats a building, development or layout approval inside a notified development-authority or industrial-authority area as the section 80(2) declaration, with the entry recorded in the revenue records within 15 days (PRS, Ordinance 14 of 2026), and a compliance bulletin reports it notified as an Act on 13 August 2026 (TeamLease RegTech, August 2026). Outside such areas the section 80 route through the Sub-Divisional Officer applies, with a 45 working-day decision period (UP Revenue Code text, India Code). Which regime covers your village is a question for the tehsil.
⚠ The Gorakhpur–Siliguri Expressway is reported to cross Gorakhpur, Deoria and Kushinagar in Uttar Pradesh, about 84 km of its 519 km, with land acquisition begun in May 2022 and a 2028 target (The Metro Rail Guy, updated July 2024). A July 2025 report says more than 100 villages gave land in Uttar Pradesh (Tractor Junction, July 2025). We found no village list or notification for Deoria, so ask the tehsil and the NHAI project office whether any notification covers the khasra number before you pay an advance.
⚠ The Ghaghara, Rapti and Chhoti Gandak are the main rivers (district industrial profile), and ICAR-CRIDA marks flood as a contingency for the district (ICAR-CRIDA). We found no flood-hazard map for it. Ask for flood history and ground level before building.

District overview
Deoria — the dense Ghaghara plain east of Gorakhpur
Deoria is a district of the Gorakhpur division, headquartered at Deoria on the Bihar side of Gorakhpur. The district industrial profile gives 2,538 sq km, five tehsils, 16 blocks, 2,162 revenue villages and 3,098,637 people at the 2011 Census, about 90% of them rural (district industrial profile). CGWB uses the same area (CGWB district profile). The main rivers are the Ghaghara (Saryu), Rapti and Chhoti Gandak.
The buyer geography is Gorakhpur, about 53 km away by road and about 50 km by the Gorakhpur–Siwan broad-gauge line (district industrial profile). The same profile counts 111 km of rail line and only 4 km of national highway in the district, on older data. Kushinagar International Airport lies in the neighbouring district. SpiceJet ended its Delhi service there on 4 November 2023 and no scheduled flights ran in 2024 or 2025; Air India Express was reported to plan Delhi flights from March 2026, and we did not confirm that they began (Business Today, January 2026). Check live schedules at Gorakhpur and Kushinagar before planning around either.
On the land side, Deoria is a wheat and rice district of small alluvial holdings. ICAR-CRIDA, using crop data averaged over 2003-04 to 2007-08, shows wheat on 140,328 hectares, rice on 129,408 and sugarcane on 10,875, with a net sown area of 190,254 hectares and a cropping intensity of 162.75%. Borewells supply about 79% of net irrigated area (ICAR-CRIDA). We found no sourced per-acre price series for farmland, so this page quotes none. Read the UP land-rules guide and the Uttar Pradesh state page before shortlisting.

What is moving prices in Deoria
Reported figures with the source of each named. Listing-site asking prices are not used.
Why there is no price table
Asking prices from listing sites were removed from this page because they cannot be traced to registered deals. We found no registered-rate, collector-rate or news series for farmland in Deoria. Collect registered sale deeds for the same village and read the village circle rate on IGRS UP before pricing an offer.
Circle rates
District magistrates set minimum land rates each year and can revise them mid-year (PTI via The Week, March 2025). That statewide report gives no Deoria figure and we did not open the Deoria rate table, so none is quoted. Stamp duty follows the state page, which carries a CONFIRM flag.
Expressway and airport
The Gorakhpur–Siliguri Expressway is reported at about Rs 32,000 crore with a 2028 target (The Metro Rail Guy), and the Uttar Pradesh packages were described in July 2025 as under tender or awaiting announcement (Tractor Junction). Kushinagar airport has had no scheduled flights since November 2023 (Business Today). We found no sourced price movement for either, so treat claims of one as unproven.
Small holdings, many owners
With about 1,220 people per sq km (our calculation from the Census figure), farm holdings are small and often shared, so assembling an acre or more can mean several sellers and several mutations. Budget time for title checks.
Units
UP land is quoted in several local units whose size differs from district to district, so this page quotes only in acres and square yards. Khatauni records show area in hectares or square metres; convert any seller quote before comparing.
Groundwater
CGWB put the district at 73.32% development on 2009 data with all 16 blocks safe (CGWB district profile), and a 2023 aquifer-mapping report says about 95% of net irrigated area depends on groundwater (CGWB, 2023). Ask for the block category before relying on a borewell.
Connectivity
How Deoria connects — road, rail and air
Deoria looks to Gorakhpur first, about 53 km by road. No surveyed journey times were opened for this page, so check a live route.
🌾 A Gorakhpur-and-Bihar market
Deoria is dense and crossed by three rivers. The practical buyer is based in Gorakhpur or has family roots in the district, and a farm or retreat plan should start with flood history and title, not an expressway headline. Read our Uttar Pradesh land-rules guide before you buy.

Rail and road links to Gorakhpur
The district industrial profile counts 111 km of rail line and 4 km of national highway, with Gorakhpur about 53 km by road (district industrial profile). These existing links, not a future road, connect Deoria to the region today.
Gorakhpur–Siliguri Expressway
A 519 km corridor with about 84 km in Uttar Pradesh through Gorakhpur, Deoria and Kushinagar; land acquisition began in May 2022 and the target is 2028 (The Metro Rail Guy). In July 2025 the Uttar Pradesh section was described as having land acquired with minimal resistance and other packages under tender or pending (Tractor Junction). We found no 2026 progress report. Do not price land on a date.
Kushinagar International Airport
Inaugurated in October 2021 with a 3.2 km runway (UP government press release, October 2021). Scheduled flights ended on 4 November 2023 and none ran in 2024 or 2025 (Business Today, January 2026). Do not price land on flights that do not run.
Agriculture & terrain
Soil, water & crops in Deoria
Deoria is a wheat-and-rice alluvial plain with borewell irrigation and groundwater data that is more than a decade old.
🌾 Crops and soil
ICAR-CRIDA gives a net sown area of 190,254 hectares, a gross cropped area of 309,641 and a cropping intensity of 162.75%, with wheat on 140,328 hectares, rice on 129,408 and sugarcane on 10,875 (crop data averaged over 2003-04 to 2007-08). The plan names sandy loam, loam, alluvial and sandy soils but gives no area shares (ICAR-CRIDA contingency plan for Deoria).

- Rice
- Sugarcane
- Alluvial soil
💧 Water
Normal rainfall is 1,145.1 mm a year, 988.2 mm of it from June to September, per ICAR-CRIDA; the CGWB profile gives 1,128.1 mm. Borewells supply about 79% of net irrigated area, canals about 14% and open wells about 7% on the plan. CGWB put the stage of development at 73.32% on 2009 data with all 16 blocks safe and all 51 samples within drinking-water limits (CGWB district profile). A 2023 CGWB aquifer-mapping report says about 95% of net irrigated area uses groundwater (CGWB, 2023). Ask for the block's current category.
🌊 Floods and drought
ICAR-CRIDA marks both flood and drought as contingencies for the district but does not make the frequency clear (ICAR-CRIDA). The Ghaghara, Rapti and Chhoti Gandak cross it. Walk any river-side or low-lying parcel in the monsoon and ask about flood marks, drainage and access roads.

- Rapti
- Chhoti Gandak

🌾 Mandi price reference
Wholesale prices for district mandis are published daily on the Agmarknet portal, and the Soil Health Card portal holds village-level soil data; we did not open either for this page. Farm income on small holdings is modest, so price a parcel on location and permitted use, and set crop income against the price asked.

Farmland India view
Why investors look at Deoria
Three reasons this desk includes Deoria, with a plain note that no price series was sourced and flooding is a real risk.
A Gorakhpur-centred market
Deoria is about 53 km from Gorakhpur by road, so a buyer based in Gorakhpur has a realistic weekend or family-land option.
A working farming base
A cropping intensity of 162.75% and borewells serving most irrigation mean farmland can earn from cultivation while a buyer holds it.
A corridor under construction
The Gorakhpur–Siliguri Expressway is reported through the district with a 2028 target. It could improve access if delivered, but it is not a price guarantee.
Confirm flood exposure, expressway notifications and land-use rules directly — these are not certified by Farmland India's review.
STRAIGHT TALK
Risks & challenges in Deoria
Read these before shortlisting in Deoria specifically.
No sourced price series
We found no official or news price series for farmland here. Collect registered deeds and circle rates before negotiating.
Flooding
The Ghaghara, Rapti and Chhoti Gandak cross the district. Inspect in the monsoon and ask about flood marks.
Expressway acquisition
The Gorakhpur–Siliguri alignment is reported through Deoria and neighbouring districts. Ask whether any notification covers your khasra number.
Fragmented holdings
High density means small, shared holdings and several sellers per acre. Budget for title checks and mutation.
Dated groundwater data
CGWB's block categories use 2009 data and its profile gives 1,128 mm of rain against 1,145 mm in ICAR-CRIDA. Check current block status.
Unused airport
Kushinagar airport had no scheduled flights in 2024 or 2025. Do not price land on air access.
Conversion rules and standard UP checks
The 2026 amendment to section 80 changes how conversion works in notified development and industrial areas. The 12.5-acre purchase limit under section 89(2), SC/ST transfer rules and the NRI bar on agricultural land (RBI, updated September 2022) apply in full; see the state page.
Who to contact
Local revenue & registration offices
Mutation, khatauni extracts, land-use declarations and ceiling queries route through the tehsildar and Sub-Divisional Officer of the relevant tehsil; the district industrial profile lists five tehsils. Sale-deed registration is handled by the local Sub-Registrar, and records are on UP Bhulekh and IGRS UP; we did not open either portal for this page. Expressway questions go to the NHAI project office, and flood questions to the district irrigation and flood-control office. Confirm the exact office for your village with the District Magistrate's office.

COMMON QUESTIONS
Frequently asked questions
Everything buyers, NRIs and investors ask before their first reviewed farmland purchase in Deoria.
Visit full wiki01 of 04
What does land cost in Deoria?
We publish no per-acre band, because listing-site asking prices could not be traced to registered deeds and we found no official or news series. District magistrates set circle rates each year (PTI via The Week, March 2025); check the village rate on IGRS UP and collect registered sale deeds for the same village.
02 of 04
How far is Deoria from Gorakhpur?
The district industrial profile puts Gorakhpur about 53 km from Deoria by road and about 50 km by rail. Confirm the road time for your parcel.
03 of 04
Does the Gorakhpur–Siliguri Expressway pass through Deoria?
The Metro Rail Guy (updated July 2024) lists Gorakhpur, Deoria and Kushinagar as the Uttar Pradesh districts, about 84 km, with a 2028 target. We found no 2026 progress report or village list, so check NHAI and the tehsil for any notification on your plot.
04 of 04
Are there flights near Deoria?
Kushinagar International Airport is in the neighbouring district, but Business Today (January 2026) reports no scheduled flights since November 2023 and a planned Air India Express restart from March 2026 that we could not confirm. Check current flights, and treat Gorakhpur as the alternative.
