Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Chitrakoot โ land purchase legal rules
โ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Chitrakoot โ district-specific notes
The full Uttar Pradesh legal framework above (inherited from the state record) applies to Chitrakoot in full. The notes below are specific to this district and are not repeated from the state page.
โ The standard Uttar Pradesh rules apply in full. Section 89(2) of the Revenue Code bars a buyer from acquiring by purchase or gift a holding that takes the total above 5.0586 hectares in the state, about 12.5 acres (Code text hosted by IGRS UP), and transfers of land held by SC and ST members are restricted under sections 98 and 99 of the same Code. The state page carries the detail with its CONFIRM flags; read it before aggregating parcels.
โ The conversion rule changed in 2026. The state cabinet cleared an ordinance amending section 80 of the UP Revenue Code in March 2026 (Free Press Journal, March 2026). Ordinance No. 14 of 2026 treats a building, development or layout approval inside a notified development-authority or industrial-authority area as the section 80(2) declaration, with the entry recorded in the revenue records within 15 days (PRS, Ordinance 14 of 2026), and a compliance bulletin reports it notified as an Act on 13 August 2026 (TeamLease RegTech, August 2026). Outside such areas the section 80 route through the Sub-Divisional Officer applies, with a 45 working-day decision period (UP Revenue Code text, India Code). Which regime covers your village is a question for the tehsil; farmhouse, homestay or resort use should not be assumed lawful on land still recorded as agricultural.
โ The Chitrakoot range spans Uttar Pradesh and Madhya Pradesh (district portal), so check on the khatauni and in UP Bhulekh that a parcel is actually in Uttar Pradesh before you rely on UP rules; land across the boundary falls under Madhya Pradesh law and registration. The Ranipur Tiger Reserve was announced on 31 October 2022 and covers 529.36 sq km, a core of 230.32 sq km and a buffer of 299.05 sq km (Deccan Herald, October 2022). Land near forest or reserve boundaries can face building and fencing limits that we could not confirm, so ask the forest department for a written position.

District overview
Chitrakoot โ the Bundelkhand pilgrimage district
Chitrakoot district was created on 4 September 1998 (district portal) and is headquartered at Chitrakoot Dham, also called Karvi. The CGWB district brochure, prepared in 2012-13, gives 3,388.97 sq km, two tehsils (Karvi and Mau), five blocks (Pahari, Karvi, Manikpur, Ramnagar and Mau) and 801,960 people at the 2001 Census (CGWB profile); other lists name more tehsils, so confirm the counts with the district office. The district sits in the Chitrakoot hills, a northern Vindhya range that the portal says spans both Uttar Pradesh and Madhya Pradesh.
The buyer geography is Prayagraj, with Banda, Kanpur and Lucknow behind it. The 296.07 km Bundelkhand Expressway, inaugurated on 16 July 2022, has its first contract in Chitrakoot, from Gonda to Manokhar (about 50.49 km, Rs 1,268.60 crore), and runs through Banda, Mahoba, Hamirpur, Jalaun and Auraiya to Etawah (UPEIDA). A separate 15.172 km Chitrakoot Link Expressway from Bhartiku to Ahmedganj on NH-135BG was cleared by the state cabinet in February 2026, with Rs 513.97 crore budgeted (The Statesman, February 2026). That makes Chitrakoot a pilgrimage-and-retreat market for buyers from Prayagraj, Kanpur and Lucknow, not a commuter belt.
The land story is dry-farming and forest. ICAR-CRIDA's draft plan (2013-14 data) shows a net sown area of 174,500 hectares of 338,900, forest on 59,700 hectares, 45,200 hectares irrigated (bore wells 31,500, canals 12,400) and 129,300 rainfed (ICAR-CRIDA). Groundwater is the key constraint: the CGWB brochure shows an overall stage of development of 72.14% on a 2009 assessment, with the Karvi block at 97.08% and classed critical (CGWB profile). We found no sourced per-acre price series, so this page is a checklist of questions. Read the UP land-rules guide before shortlisting.

What is moving prices in Chitrakoot
Reported figures with the source of each named. Listing-site asking prices are not used.
No price series
Listing-site asking prices were removed from this page because they cannot be traced to registered deals. We found no registered-rate, collector-rate or news series for farmland in Chitrakoot. Collect registered sale deeds for the same village before pricing an offer.
Units
Khatauni records show area in hectares or square metres. This page quotes only in acres and square yards; convert any seller's quote before comparing.
Pilgrimage demand, unproven premium
Chitrakoot Dham draws pilgrims to Ramghat on the Mandakini, and the Bundelkhand Expressway and a planned link road to the Mandakini ghats are aimed at that traffic (Construction World, July 2026). We found no sourced price premium for land near the Dham or the expressway, so treat any claim of one as unproven until a registered deed shows it.
Water decides the farm plan
Groundwater is a stress point: the CGWB brochure puts Karvi block at 97.08% development, classed critical, and ICAR-CRIDA shows 129,300 of 174,500 hectares rainfed (CGWB profile; ICAR-CRIDA). A farm plan that depends on a borewell should check the block status and depth before purchase.
Expressway quality note
PTI reported potholes on the Bundelkhand Expressway at Chiriya Salempur in Jalaun a week after opening in July 2022, repaired immediately (Tribune, July 2022). That was not in Chitrakoot, and we found no report for the Chitrakoot stretch. Ask for the current condition of the stretch you plan to use.
Circle rates
District magistrates set minimum land rates each year and can revise them mid-year (PTI via The Week, March 2025). That report did not name Chitrakoot among districts where revision was complete, under way or due. We did not open the Chitrakoot rate table, so no figure is given. Stamp duty follows the state page, which carries a CONFIRM flag.
Connectivity
How Chitrakoot connects โ road, rail and air
Chitrakootโs buyer base is Prayagraj, with Kanpur and Lucknow reached by rail and the Bundelkhand Expressway. No surveyed distances were opened, so check a live route.
๐ By road
โ๏ธ By air
๐ By rail
๐ A destination district, not a commute
The Bundelkhand Expressway and a 15 km link road to the Mandakini ghats are aimed at pilgrimage and tourism traffic (Construction World, July 2026), but the district's own airport has no scheduled service at present (Swarajya, July 2026). Chitrakoot suits a retreat, pilgrimage-linked stay or long hold for buyers in Prayagraj, Kanpur and Lucknow more than a daily-use plot. Read our Uttar Pradesh land-rules guide before you buy.

Bundelkhand Expressway
A 296.07 km expressway, four lanes expandable to six, inaugurated on 16 July 2022 and running from Gonda in Chitrakoot to Etawah. UPEIDA lists the first contract in Chitrakoot, from Gonda to Manokhar, at about 50.49 km and Rs 1,268.60 crore (UPEIDA).
Chitrakoot Link Expressway
A 15.172 km, four-lane greenfield road from Bhartiku to Ahmedganj in Chitrakoot on NH-135BG, cleared by the state cabinet in February 2026 at Rs 513.97 crore, with UPEIDA to invite bids (The Statesman, February 2026). A July 2026 report describes it as proposed and linking the Mandakini ghats to the Bundelkhand Expressway (Construction World, July 2026). We found no award or construction report.
Chitrakoot Airport
Commercial passenger operations have been suspended since December 2024, and the airport handles chartered flights only. The Chief Minister said on 8 July 2026 that direct Lucknow and Delhi flights will return once new aircraft are available, with no start date (Swarajya, July 2026). Do not price land on flights that do not run.
Agriculture & terrain
Soil, water & crops in Chitrakoot
Chitrakoot is a rainfed Bundelkhand district on Rakar, Parwa, Kabar and Maar soils, with a forest belt, hard-rock geology and a critical-block groundwater warning.
๐พ Land use and soil
ICAR-CRIDA's draft plan (2013-14 data) gives a net sown area of 174,500 hectares out of 338,900, forest on 59,700 hectares and 45,200 hectares irrigated (bore wells 31,500, canals 12,400, other 1,300) against 129,300 rainfed. Soils include Rakar, Parwa, Kabar and Maar types (ICAR-CRIDA). The plan's crop-area and rainfall tables could not be read reliably, so neither is quoted.
- Rainfed
- Rakar soil
- Parwa and Maar soils
- Forest
๐ง Water
The CGWB brochure gives a normal rainfall of 980.1 mm (1950-80) and, for 2012, a pre-monsoon water table of 8.60 to 22.90 m below ground, rising to 2.92 to 15.43 m after the monsoon (the text gives 20.90 m in one place). The overall stage of development is 72.14% on a 2009 assessment, with Karvi block at 97.08%, classed critical. Fluoride was within limits and nitrate ranged from 8.7 to 37 mg per litre (CGWB profile), though the CGWB 2024 state report lists nitrate above 45 mg per litre at some Chitrakoot locations (CGWB, December 2024). Check current block data before you plan a borewell.
๐ฒ Hills, geology and forest
The CGWB brochure describes Vindhyan sandstone, limestone and shale and Bundelkhand granite-gneiss, with alluvium in places, so wells in hard rock depend on fractures (CGWB profile). ICAR-CRIDA treats drought as a major concern and flooding mainly as waterlogging or partial inundation (ICAR-CRIDA). The Ranipur reserve covers 529.36 sq km including its buffer (Deccan Herald, October 2022). Walk any hill or forest-edge parcel in the dry season and ask about borewell depth, access roads and wildlife.
- Mandakini
- Vindhyan
- Ranipur
- Granite-gneiss
๐พ Mandi price reference
Wholesale prices for district mandis are published daily on the Agmarknet portal, which we did not open for this page. Farm income on rainfed land is small next to asking prices, so price a parcel on location and use, not on yield.

Farmland India view
Why investors look at Chitrakoot
Three reasons this desk includes Chitrakoot, with a plain note that no price series was sourced and water is scarce.
A pilgrimage and nature identity
Chitrakoot Dham, Ramghat on the Mandakini and the Ranipur Tiger Reserve (529.36 sq km with its buffer) give the district a tourism identity that few Bundelkhand districts share.
An expressway at the door
The Bundelkhand Expressway begins in the district, which widens the buyer pool beyond Prayagraj. A short link road to the Mandakini ghats has been cleared but not built.
A quiet, low-pressure market
We found no price series, which means thin trade and slow price discovery; that suits a long hold more than a quick resale.
Confirm state boundary, forest status, groundwater and land-use rules directly โ these are not certified by Farmland Indiaโs review.
STRAIGHT TALK
Risks & challenges in Chitrakoot
Read these before shortlisting in Chitrakoot specifically.
Thin price evidence
No per-acre series was found for farmland here. Gather registered deeds and circle rates before negotiating.
Groundwater stress
Karvi block is at 97.08% development on the CGWB brochure's 2009 assessment, and most farmland is rainfed. Check block status and borewell depth.
State boundary
The Chitrakoot range spans Uttar Pradesh and Madhya Pradesh. Confirm on the khatauni that the parcel is in Uttar Pradesh.
Forest and sanctuary edges
Parcels near the Ranipur reserve or forest blocks may face limits on building and fencing. Get the forest department's written position first.
Drought
ICAR-CRIDA's draft plan treats drought as a major concern, so a farm plan needs a water source and a crop that tolerates dry years.
Expressway condition
The only damage report we found was in Jalaun, not Chitrakoot. Check the current condition of the stretch you plan to use.
Conflicting statistics
Area is 3,388.97 sq km in the CGWB brochure, and tehsil and block counts differ across lists. Use them as orders of magnitude.
Who to contact
Local revenue & registration offices
Mutation, khatauni extracts and record corrections for Chitrakoot are handled at the tehsil, with the District Magistrateโs office as the district authority; the district portal is at chitrakoot.nic.in. Sale-deed registration is at the local Sub-Registrar, and land records are on UP Bhulekh and IGRS UP; we did not open either portal for this page. Forest and tiger-reserve questions go to the forest department, and plotted layouts should be checked with the state RERA. Confirm the exact office for your village with the District Magistrateโs office.

What does land cost in Chitrakoot?
We publish no per-acre band, because listing-site asking prices could not be traced to registered deeds and we found no official or news series. District magistrates set circle rates each year (PTI via The Week, March 2025), and that report did not name Chitrakoot; check the village rate on IGRS UP and collect registered sale deeds.
02 of 04
How is Chitrakoot connected by road and air?
UPEIDA lists the first contract of the 296.07 km Bundelkhand Expressway as Gonda to Manokhar, starting in Chitrakoot. A 15.172 km Chitrakoot Link Expressway was cleared in February 2026 (The Statesman). Chitrakoot Airport has had no scheduled flights since December 2024 and handles charters only (Swarajya, July 2026).
03 of 04
Is groundwater a problem in Chitrakoot?
The CGWB district brochure shows an overall stage of groundwater development of 72.14% on a 2009 assessment and the Karvi block at 97.08%, classed critical. ICAR-CRIDA's draft plan shows 129,300 of 174,500 hectares of net sown area rainfed, so check block status and borewell depth.
