Maharajganj — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Maharajganj — district-specific notes
The full Uttar Pradesh legal framework on the state page (ceiling, stamp duty, SC/ST land, NRI rules) applies to Maharajganj in full. The notes below are specific to this district and are not repeated from the state page.
⚠ Maharajganj borders Nepal (CGWB, 2022). We did not find or read any Ministry of Home Affairs or state border-area order that restricts a private buyer of farmland, and not finding one is not a clearance. Ask the Sub-Registrar and the SDM in writing whether any border-area or security condition applies to your parcel before you pay an advance.
⚠ Sohagi Barwa Wildlife Sanctuary lies in the district. A Lok Sabha speech by the Maharajganj member gives its area as 42,820 hectares, about 428 sq km, and asks for tiger-reserve status (Lok Sabha transcript, printed September 2022). We could not confirm an eco-sensitive zone notification from the sources read. Land near the boundary can face limits on building, fencing and commercial use, so get the forest department's written position on any parcel close to the sanctuary.
⚠ The conversion rule changed in 2026. Farmhouse, homestay or resort use on an agricultural holding needs the land declared non-agricultural under section 80 of the UP Revenue Code. The state cabinet cleared an ordinance amending that section in March 2026 (Free Press Journal, March 2026). Ordinance No. 14 of 2026 treats a building, development or layout approval inside a notified development-authority or industrial-authority area as the section 80(2) declaration, with the entry recorded in the revenue records within 15 days (PRS, Ordinance 14 of 2026), and a compliance bulletin reports it notified as an Act on 13 August 2026 (TeamLease RegTech, August 2026). Outside such areas the section 80 route through the Sub-Divisional Officer applies, with a 45 working-day decision period (UP Revenue Code text, India Code). Which regime covers your village is a question for the tehsil.
⚠ Section 89(2) of the UP Revenue Code bars a purchase or gift that takes a person above 5.0586 hectares in Uttar Pradesh, about 12.5 acres by our conversion (Revenue Code text hosted by IGRS UP). The state page carries the other conditions (SC/ST land, NRI rules) with their CONFIRM flags, and they apply here in full. On 26 and 27 August 2026 the district also put riverside areas on alert as the Gandak, Darjaniya and Tail Fall channels rose after floods in Nepal (Telangana Today, August 2026); ask the tehsil for flood history before treating river-side land as a farmhouse site.

District overview
Maharajganj — a Nepal-border Terai district beside Gorakhpur
Maharajganj is a Terai district in the extreme north-east of Uttar Pradesh, bounded by Nepal to the north, Gorakhpur to the south, Siddharth Nagar to the west and Deoria to the east (CGWB, 2022). CGWB's own documents give 2,934.1 sq km in one place and 2,984 sq km in another (CGWB district profile), and they differ on the number of tehsils and blocks. The 2022 report names 11 blocks: Bridgemanganj, Dhani Ghughli, Lakshmipur, Maharajganj, Mithaura, Nautanwa, Nichlaul, Paniyara, Partawal, Pharenda and Siswa. Treat the counts as figures to confirm with the district office.
The buyer geography is Gorakhpur. The district adjoins Gorakhpur district on its south, but we did not open a sourced road distance to Gorakhpur city, so check a live route. The Gorakhpur Link Expressway, 88.48 km from the Gorakhpur Bypass to the Purvanchal Expressway, was inaugurated on 20 June 2025 (Indian Infrastructure, June 2025), and the Gorakhpur–Siliguri Expressway is reported through Gorakhpur, Deoria and Kushinagar in Uttar Pradesh (The Metro Rail Guy); neither report names a Maharajganj stretch. Sonauli is the crossing to Nepal, and a November 2022 summary described its integrated check post as still in planning and early construction (Drishti IAS, November 2022). This is a long-hold or border-trade market, not an expressway-announcement one.
The land story is plain farming. ICAR-CRIDA shows rice on 164,489 hectares, wheat on 146,715 and sugarcane on 19,194 in 2007-08, with a net sown area of 202,262 hectares and a cropping intensity of 177%; most of the rice is rainfed (ICAR-CRIDA). We found no sourced per-acre price series for farmland, so this page quotes none. The Uttar Pradesh land-rules guide covers the legal basics that apply across the state.

What is moving prices in Maharajganj
Reported figures with the source of each named. Listing-site asking prices are not used.
Why there is no price table
Asking prices from listing sites were removed from this page because they cannot be traced to registered deals, and one seller's location label did not match the district. We found no registered-rate, collector-rate or news series for farmland in Maharajganj. Collect registered sale deeds for the same village and read the village circle rate on IGRS UP before pricing an offer.
Circle rates
District magistrates set minimum land rates each year and can revise them mid-year (PTI via The Week, March 2025). That statewide report gives no Maharajganj figure and we did not open the Maharajganj rate table, so none is quoted. Stamp duty follows the state page, which carries a CONFIRM flag.
Border trade
Sonauli is the crossing to Nepal, and its integrated check post was reported in November 2022 to be at the planning and early-construction stage, with land acquired for a 120-acre campus (Drishti IAS, November 2022). We could not confirm what has been built since, and found no sourced land-price premium from border trade, so treat any claim of one as unproven.
Expressways nearby, not through
The Gorakhpur Link Expressway opened on 20 June 2025 (Indian Infrastructure) and the Gorakhpur–Siliguri Expressway lists Gorakhpur, Deoria and Kushinagar in Uttar Pradesh (The Metro Rail Guy). Neither is reported through Maharajganj, and we found no price movement attributed to either.
Units
UP land is quoted in several local units whose size differs from district to district, so this page quotes only in acres and square yards. Ask for the area in acres or square yards from the khatauni before you compare quotes.
Water table
CGWB's older profile reports pre-monsoon water levels of 1.79 to 5.13 m below ground in 2007 and waterlogging in parts of the Nichlaul, Nautanwa, Laxmipur, Paniyara and Partawal blocks, where water sits within 3 m of the surface (CGWB district profile). A high water table affects foundations as well as crops.
Connectivity
How Maharajganj connects — road, rail and air
Maharajganj looks to Gorakhpur first. No surveyed distances were opened for this page, so check a live route.
🛣 Expressways pass nearby, not through
The Gorakhpur Link Expressway (88.48 km, opened 20 June 2025) runs from the Gorakhpur Bypass to the Purvanchal Expressway (Indian Infrastructure, June 2025), and the Gorakhpur–Siliguri Expressway is reported through Gorakhpur, Deoria and Kushinagar (The Metro Rail Guy). The reports we read name no Maharajganj stretch for either. For the legal side of buying, read our Uttar Pradesh land-rules guide.

Gorakhpur Link Expressway
An 88.48 km road from the Jaitpur underpass on the Gorakhpur Bypass to the Purvanchal Expressway, inaugurated on 20 June 2025 (Indian Infrastructure, June 2025). The article names no Maharajganj stretch; its value to a Maharajganj buyer is the link out of Gorakhpur.
Gorakhpur–Siliguri Expressway
A 519 km corridor with about 84 km in Uttar Pradesh through Gorakhpur, Deoria and Kushinagar, land acquisition begun in May 2022 and a 2028 target (The Metro Rail Guy). Maharajganj is not on the reported route.
Sonauli Integrated Check Post
A November 2022 summary said the Nepal crossing's check post, approved in 2004, was at the planning and early-construction stage with land acquired for a 120-acre campus (Drishti IAS, November 2022). We found no later progress report and no sourced figure for its effect on land prices.
Land-use declaration under section 80
A 2026 amendment treats a building or layout approval in notified development and industrial areas as the declaration of non-agricultural use (PRS; TeamLease RegTech). Confirm how it applies to a village before relying on it.
Agriculture & terrain
Soil, water & terrain in Maharajganj
Maharajganj is flat Terai alluvium: rice, wheat and sugarcane country with a shallow water table and flood and drought plans.
🌾 Cropped area
ICAR-CRIDA's plan (crop areas for 2007-08) gives a net sown area of 202,262 hectares, a gross cropped area of 358,046 and a cropping intensity of 177%, with rice on 164,489 hectares (mostly rainfed), wheat on 146,715, sugarcane on 19,194 and lentil on 10,010. Alluvial loam covers 198,521 hectares and Bhat soils 10,341 (ICAR-CRIDA).
- Rice
- Wheat
- Sugarcane
💧 Water
Normal rainfall is 1,364.1 mm over 61 rainy days per ICAR-CRIDA, 1,182.1 mm of it from June to September; the CGWB profile gives 1,327.7 mm. Net irrigated area is 163,799 hectares, about 81% of net sown area by our calculation; the plan's source-wise shares are blank. The older CGWB profile reports a stage of groundwater development of 45.87% on 2004 data (its text implies about 55%), no over-exploited or critical block, and water described as good for drinking and irrigation (CGWB district profile). Check a current block assessment.
🌊 Rivers and flood
The plan includes drought, flood and waterlogging strategies and describes active flood-plain soil units (ICAR-CRIDA); we could not read whether it classes the district as regularly or only occasionally affected. Officials watched the Gandak, Darjaniya and Tail Fall in August 2026 (Telangana Today). Check flood history, embankment distance and drainage for any parcel.
- Alluvial loam
- Flood-prone
🌾 Mandi price reference
Wholesale prices for district mandis are published daily on the Agmarknet portal, and the India Meteorological Department publishes rainfall normals; we did not open either for this page. Treat crop income as a secondary check and price a parcel on location, road access and permitted use.

Farmland India view
Why investors look at Maharajganj
Three reasons this desk includes Maharajganj, with a plain note that no price series was sourced.
A border district
Maharajganj adjoins Nepal, and the Sonauli crossing has a planned integrated check post, so the district has a demand driver that does not depend on an expressway. We found no sourced price effect.
Gorakhpur next door
The district adjoins Gorakhpur, and the Gorakhpur Link Expressway opened in June 2025, though no Maharajganj stretch is named.
Fertile land with a shallow water table
Alluvial loam covers almost all the net sown area and the older CGWB profile found no critical block, so farmland here can earn from cultivation while held. Flood and waterlogging checks still come first.
Fertile land with shallow groundwater
The CGWB profile shows no critical or over-exploited block and pre-monsoon water levels of 1.79 to 5.13 m, and borewells irrigate about 78% of the irrigated area.
Confirm flood history, border-area and forest-boundary status and the land-use category directly — these are not certified by Farmland India's review.
STRAIGHT TALK
Risks & challenges in Maharajganj
Read these before shortlisting in Maharajganj specifically.
Flood and drought
ICAR-CRIDA carries flood, waterlogging and drought strategies for the district, and the Gandak and nearby channels were on alert in August 2026. Check flood history and drainage for the exact parcel.
Forest boundary
Sohagi Barwa Wildlife Sanctuary is reported at about 428 sq km. We could not confirm an eco-sensitive zone notification, so get the forest department's written position near the boundary.
Border-area conditions unconfirmed
We did not find or read any border-area rule for private land purchase. Ask the Sub-Registrar and SDM in writing before paying an advance.
No sourced price series
We found no official or news price series for farmland. Collect registered deeds and the IGRS UP circle rate before negotiating.
Shallow water table
CGWB reports waterlogging in parts of five blocks. Check ground level and water table before building.
Conversion rules in transition
Using farmland for a farmhouse or homestay needs a declaration under section 80 of the Revenue Code, which a 2026 amendment changed for notified development and industrial areas. Confirm what is in force for your village.
Dated data and conflicting counts
CGWB's profile uses 2004 to 2007 data and gives two areas (2,934.1 and 2,984 sq km). The 12.5-acre purchase limit under section 89(2), SC/ST transfer rules and the NRI bar on agricultural land (RBI, updated September 2022) apply in full; see the state page.
Who to contact
Local revenue & registration offices
Conversion declarations and mutation applications go through the SDM office of the relevant tehsil; confirm the tehsil first, because CGWB's documents differ on the district's tehsil count. Sale-deed registration is handled by the local Sub-Registrar, and circle rates and khatauni records are on IGRS UP and UP Bhulekh; we did not open either portal for this page. Forest-boundary questions go to the forest department and flood questions to the district irrigation and flood-control office.
