Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Meerut — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Meerut — district-specific notes
The full Uttar Pradesh legal framework on the state page (the 5.0586-hectare limit on acquiring land by purchase or gift under section 89 of the UP Revenue Code, the Collector's permission for Scheduled Caste landholders, the NRI and OCI bar on agricultural land) applies to Meerut in full. The notes below are specific to this district and are not repeated from the state page.
⚠ Land near Meerut city, the Delhi–Meerut Expressway and the Namo Bharat stations is the most likely to sit inside a development-authority or master-plan area, where building plans and any non-farm use need approval. We did not open a Meerut master-plan or notified-area list, so ask the Tehsil in writing whether the village is inside a notified area before paying an advance.
⚠ To use farmland for a farmhouse, resort or other non-farm purpose, the owner needs a declaration under section 80 of the UP Revenue Code 2006. The Sub-Divisional Officer decides within 45 working days, and a declaration is treated as made if the officer does not decide in that time. A separate declaration for future non-agricultural use lapses if the activity does not start within five years and does not change the land's classification: it stays agricultural (UP Revenue Code text, India Code). The Supreme Court (20 August 2025, 2025 INSC 1005) dealt with a declaration under section 143 of the older Act and held that the landowner need not register it (Verdictum, August 2025). Ask for the declaration itself, not a promise of one.
⚠ The Allahabad High Court (reported 25 April 2023, Kanhaiya Lal Trust v. State of U.P.) read "agriculture" under the Revenue Code to include allied activity such as horticulture and nurseries (Verdictum, April 2023), which matters for orchard and plantation buyers. For plotted offers on the city edge, ask whether the layout is registered with UP-RERA, and request the sale-deed chain and a current khatauni before paying a booking amount.

District overview
Meerut — a sugar city with a rapid-rail link to Delhi
Meerut is the headquarters of its division. The district portal lists three tehsils, Meerut, Mawana and Sardhana, and 12 development blocks across 662 villages; it gives no area or population figure, and we did not open a Census table, so we give neither. Sugar is the local industry that shows in the data: the 2025-26 crushing season began in Uttar Pradesh on 4 November 2025 with 8 of the Meerut region's 16 sugar mills already running (The Statesman, November 2025).
The buyer geography is Delhi, and the reason is access. The 96 km Delhi–Meerut Expressway, with 14 lanes, was reported in December 2021 to cut the Delhi–Meerut drive to about 45 minutes (Hindustan Times, December 2021). On 22 February 2026 the Prime Minister dedicated the 82 km Delhi–Meerut Namo Bharat corridor and flagged off the Meerut Metro between Meerut South and Modipuram (AIR News, February 2026). That mix lets a Delhi or Ghaziabad household treat a Meerut farmhouse or plot as a weekend or retirement base. Buyers here usually compare Meerut with Hapur, which the Ganga Expressway also crosses.
On the land side, Meerut is a working sugarcane and wheat district: the ICAR-CRIDA contingency plan lists 129,623 ha of sugarcane and 87,795 ha of wheat (2008-09 crop data), with rice and potato behind them, on very deep loam, sandy loam and sandy alluvial soils (CRIDA Meerut plan). Irrigation is mostly borewell, at 81% of irrigated area in that plan. We found no official or news price series for farmland here, so this page gives no per-acre figure.

What is moving prices in Meerut
Reported figures with the source of each named. Listing-site asking prices are not used.
Circle rates
In March 2025 the state named Meerut among 23 districts where circle-rate revision would start soon, and said district magistrates set minimum rates per hectare or square metre for agricultural and non-agricultural land each year (PTI via The Week, March 2025). The report gives no percentage for Meerut and we did not open the village-wise table, so check the current rate on IGRS UP.
Delhi corridor
Land near the expressway and the Namo Bharat stations is the part of the district a Delhi buyer will look at first. We found no sourced price movement for those villages, so we give none; distance from the corridor, road frontage and zoning will all matter once registered deeds are in hand.
Why there is no price table
Asking prices from listing sites were removed from this page because they cannot be traced to registered deals, and the older Meerut band on the state page rested on the same kind of evidence. Collect registered sale deeds for the same village before comparing offers.
Plots versus farmland
Plotted land inside or beside the city is a different product from farm acreage, and we found no sourced per-square-yard price. Compare plots only with plots, and ask whether the layout is approved.
Sugar mills and cane
Cane is bought by sugar mills, and about 70 lakh acres were reported under cane in Uttar Pradesh for the 2025-26 season (The Statesman, November 2025). Cane income supports farmland values only weakly near the expressway, where location and permitted use drive the price.
Stamp duty
The state page carries stamp duty of 7% for a male buyer and 6% for a sole female buyer, plus 1% registration, as quoted and not confirmed from the Stamp Department. Read the state page for the open points, and check the village rate on IGRS UP before pricing an offer.
Connectivity
How Meerut connects — road, rail and air
Meerut's buyer base is Delhi. Journey times vary with traffic and road works.
🚗 By road
✈️ By air
🚆 By rail
🚇 Rapid rail and a city metro share one track
AIR News reported that on 22 February 2026 the Prime Minister dedicated the 82 km Delhi–Meerut Namo Bharat corridor and flagged off the Meerut Metro, a section of about 21 km between Meerut South and Modipuram that runs on the same infrastructure (AIR News, February 2026). The report does not list every station, so check the operator map for the station nearest a parcel. For the rules that apply to a purchase, see our Uttar Pradesh land-rules guide.

Delhi–Meerut Namo Bharat and Meerut Metro
The 82 km corridor was dedicated on 22 February 2026, and the Meerut Metro runs from Meerut South to Modipuram on the same infrastructure (AIR News, February 2026). We found no sourced travel time for the full corridor.
Delhi–Meerut Expressway
A 96 km, 14-lane expressway between Delhi and Meerut, reported open in phases and credited in December 2021 with cutting the drive to about 45 minutes (Hindustan Times, December 2021). It is the road reason Meerut sits inside Delhi's weekend range.
Ganga Expressway (starts in Meerut district)
The 594 km expressway starts in Meerut and ends at Prayagraj, passing through 12 districts including Hapur and Bulandshahr, and was inaugurated on 29 April 2026 (AIR News, April 2026). We did not find where it joins the Delhi–Meerut Expressway.
Shamli–Gorakhpur Expressway (nearby)
NHAI was reported in May 2026 to have begun land acquisition across Uttar Pradesh for a roughly 742 km corridor from the Haryana border near Shamli to Kushinagar, at ₹40,000 crore, with completion targeted for 2030 (NBM&CW, May 2026). The report names no districts and does not mention Meerut, so confirm the alignment before pricing any parcel on it.
Agriculture & terrain
Soil, water & crops in Meerut
Meerut is canal-and-borewell sugarcane and wheat country on alluvial soil, with a water table that needs checking parcel by parcel.
🌾 Cropped area and soil
The ICAR-CRIDA district contingency plan (2012) records 198,941 ha of net sown area with a cropping intensity of about 153%, on very deep loam (35% of the district), sandy loam (28%) and sandy (34%) alluvial soils. Sugarcane covers 129,623 ha, wheat 87,795 ha, rice 17,629 ha and potato 8,768 ha, on 2008-09 crop data (CRIDA Meerut plan). Use these figures for orders of magnitude.

- Wheat
- Rice
- Potato
💧 Water
Normal rainfall in the same plan is 719 mm a year, of which 598 mm falls in the monsoon. Borewells irrigate 81% of the irrigated area and canals about 19%. The plan counted 12 blocks: none over-exploited, Kharkhauda critical, three semi-critical and eight safe, on 2012 data (CRIDA Meerut plan). The CGWB 2024 state assessment lists Meerut among districts with fluoride, nitrate and uranium above limits (CGWB, December 2024). We could not read the later block categorisation, so ask for current block status and test borewell yield.
🚰 Rivers and irrigation
Land near river channels brings flood and bank-erosion questions, and canal-fed parcels differ from borewell-only parcels on running cost. Ask the seller which source irrigates the field, and inspect it in the monsoon. The district portal is meerut.nic.in; we opened its administrative-setup page only.

- Canal
🌾 Mandi price reference
Wholesale prices for Meerut-district markets are published daily on Agmarknet, which we did not open for this page. Wheat, rice and potato are the benchmarks; cane is bought by sugar mills at the state-notified price. Farm income is small next to what land near the expressway can fetch, so price a parcel on location and permitted use, not on yield.

Farmland India view
Why investors look at Meerut
Three reasons this desk includes Meerut, with a plain note that price evidence is thin and the alignment of one corridor is unconfirmed.
Rapid rail to Delhi
The 82 km Namo Bharat corridor and the Meerut Metro were dedicated in February 2026, and the 14-lane Delhi–Meerut Expressway has run since 2021.
A working farm economy
Sugarcane, wheat and potato on deep alluvial soil, per the CRIDA plan, give the district an agricultural base that does not depend on land speculation.
Two expressway starts
The Ganga Expressway starts in Meerut, and the Delhi–Meerut Expressway reaches it, so road access runs both ways.
Confirm master-plan status, the non-agricultural declaration and groundwater category directly — these are not certified by Farmland India's review.
STRAIGHT TALK
Risks & challenges in Meerut
Read these before shortlisting in Meerut specifically.
No sourced price series
We found no official or news price series for Meerut farmland. Gather registered deeds and circle rates before negotiating.
Water stress in places
The 2012 CRIDA plan lists Kharkhauda as critical and three more blocks as semi-critical, and CGWB flags fluoride, nitrate and uranium in the district. Check the unit for the village and test the borewell.
Master-plan and conversion limits
Land near the city and stations may sit inside a notified area. Ask for the declaration and the approved land use in writing.
Corridor alignments
The report on the Shamli–Gorakhpur Expressway names no districts, so it is unconfirmed whether it crosses Meerut. Price on roads and rail that operate today.
Older price bands
The older Meerut band on the state page rested on weak evidence and has been dropped. Expect negotiation and avoid anchoring on a seller's figure.
Flood-plain parcels
Low-lying parcels near river channels should be inspected in the monsoon, with a question to the seller about past flooding.
Missing district statistics
The district portal page we opened gives no area or population figure, and sources we could not open disagree. Use district statistics as orders of magnitude.
Who to contact
Local revenue & registration offices
Mutation, khatauni extracts and record corrections for Meerut, Mawana and Sardhana are handled at the tehsil, with the District Magistrate's office as the district authority; the tehsil and block list is on the Meerut district website. Sale-deed registration is at the local Sub-Registrar through IGRS UP, and land records are read on UP Bhulekh; we did not open either portal for this page. Questions about master-plan areas, layouts and building approvals go to the development authority that covers the village; confirm the exact office with the District Magistrate's office.

COMMON QUESTIONS
Frequently asked questions
Everything buyers, NRIs and investors ask before their first reviewed farmland purchase in Meerut.

What does land cost around Meerut?
We publish no per-acre band, because listing-site asking prices could not be traced to registered deals. The state named Meerut in March 2025 among 23 districts where circle-rate revision would start soon, without giving a percentage (PTI via The Week). Check the village circle rate on IGRS UP and collect registered sale deeds.

How do I get from Delhi to Meerut?
The 96 km, 14-lane Delhi-Meerut Expressway was reported in December 2021 to cut the drive to about 45 minutes (Hindustan Times). The 82 km Namo Bharat corridor was dedicated on 22 February 2026 (AIR News). We found no sourced rail journey time, so check the operator timetable.
03 of 04
Is groundwater a concern in Meerut?
The ICAR-CRIDA plan (2012) lists Kharkhauda as critical, three blocks as semi-critical and eight as safe, and CGWB (December 2024) lists the district for fluoride, nitrate and uranium above limits. Both are dated, so check the block for your village and test borewell yield and water quality.
04 of 04
What does non-farm use of farmland need in Meerut?
A declaration of non-agricultural use under section 80 of the UP Revenue Code 2006: the Sub-Divisional Officer decides within 45 working days and a declaration is treated as made if the officer does not decide in that time (India Code text). A declaration for future use lapses if the activity does not start within five years, and the land stays agricultural.
