Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Ambedkar Nagar โ land purchase legal rules
โ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).

- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)

Ambedkar Nagar โ district-specific notes
The full Uttar Pradesh legal framework on the state page applies to Ambedkar Nagar in full. The notes below are specific to this district and are not repeated from the state page.
โ No purchase freeze or restriction on Ambedkar Nagar land turned up in the sources read. The only registry halt covered on the state page concerns villages in the Dadri-Noida-Ghaziabad Investment Region, far from this district. That is an absence of evidence, not a notice, so ask the Sub-Registrar whether anything is recorded against a khasra before paying an advance.
โ The Sarayu (Ghaghara) runs along the northern boundary of the district and the Tamsa (Tons) divides Akbarpur city (district industrial profile). We found no flood-hazard map or flood history for the district, so ask the tehsil for the plot's classification and any record of river-edge or flood-prone land. A dry-season visit will not show it.
โ Section 89(2) of the UP Revenue Code 2006 bars a purchase or gift that would take the buyer's total holding in the state above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code, text hosted by IGRS UP). A declaration of non-agricultural use is made under section 80: the Sub-Divisional Officer decides within 45 working days, and the declaration is treated as made if the officer has not decided in that time (UP Revenue Code text, India Code). The state cabinet cleared an ordinance changing section 80 inside notified development-authority and industrial-authority areas in March 2026 (Free Press Journal, March 2026; PRS, Ordinance 14 of 2026), and a compliance bulletin reports it notified as an Act on 13 August 2026 (TeamLease RegTech, August 2026); that bulletin is our only source for the Act, so check the notification. The Code repealed the 1950 Zamindari Abolition Act in December 2015 (SCC Online, February 2016), so a paper that relies on the 1950 Act needs a closer look.

District overview
Ambedkar Nagar โ a Purvanchal Expressway district with a textile and power economy
Ambedkar Nagar is one of five districts in the Ayodhya division (Ayodhya district portal) and was established on 29 September 1995, with Akbarpur as headquarters. The district portal gives 2,350 kmยฒ, 1,757 villages and 2,397,888 people at the 2011 Census (district portal). The district industrial profile, which uses 2010-11 data, prints a larger area of 2,520 kmยฒ, counts five tehsils and nine blocks, and lists 65 km of rail line, 63 km of national highway and 128 km of state highway (Ministry of MSME profile). We use the portal figure and treat the area as unconfirmed.
The economy is more industrial than most farmland districts. Tanda is known for terri-cotton cloth made in handloom and power-loom clusters, and the industrial profile also names a coal-based NTPC power plant of 440 MW and a cement group's works near the town (Ministry of MSME profile). NTPC's Tanda Stage II added two 660 MW units, the second counted in the company's capacity from 31 March 2021 (Business News Today, April 2021). The profile also lists a sugar mill near Mijhaura, about 10 km from the headquarters. For a land buyer this is a district of working towns and agro-processing, where farmland near settlements has local demand; we found no source linking these employers to land prices.
Connectivity centres on Ayodhya and on the Purvanchal Expressway, a 340.824 km six-lane road from Chand Sarai in Lucknow to Haidaria in Ghazipur that lists Ambedkar Nagar among its nine districts and was inaugurated on 16 November 2021 (UPEIDA). Ayodhya's Maharishi Valmiki International Airport was inaugurated on 30 December 2023 (PM India). Compare the state-level notes on the Uttar Pradesh page, and read our Uttar Pradesh land-rules guide before negotiating.

Market & connectivity
What is moving prices in Ambedkar Nagar
Reported circle-rate and expressway items, each with its source. Evidence for this district is thin.
No sourced price series
We found no registered-deed series and no official or news per-acre figure for the district. Listing-site asking prices were removed because they cannot be traced to registered deals. A seller's figure is an opening position, not a market rate.
Circle-rate revision
The state said in March 2025 that Ambedkar Nagar was on the priority list for a circle-rate revision, with district magistrates setting minimum rates per hectare or square metre each year (PTI via The Week, March 2025). We did not find the outcome for this district, so check the village rate on IGRS UP.
Ayodhya next door
Ayodhya's circle rates rose between 30 and 200 per cent from 9 June 2025, with the steepest increases within 10 km of the Ram Janmabhoomi Temple and no agricultural percentages given (PTI via The Week, June 2025). The report does not mention Ambedkar Nagar, and no evidence shows that Ayodhya pricing carries into its villages.
Circle rates and duty
Stamp duty and registration rates are on the Uttar Pradesh page, where they carry a confirm flag because the Stamp Department schedule was not opened. A circle rate is the valuation floor for duty, not a sale price. Ask the Sub-Registrar for the rate in force for the mauza and collect registered sale deeds for the same village.
Land units
The Revenue Code states its purchase limit in hectares (5.0586 ha), so ask for the area in hectares or square metres from the khatauni or sale deed before comparing two offers. Quotes in local units differ from village to village.
Expressway premium
No registered-deed evidence turned up of the Purvanchal Expressway's effect on land here since 2021. PIB counts 13 interchanges on the whole road (PIB, November 2021), but the documents we read do not say which fall in this district.
Connectivity
How Ambedkar Nagar connects โ road, rail, air and expressways
Ambedkar Nagar's natural buyers are in Ayodhya and Lucknow, joined by the Purvanchal Expressway. Journey times vary with traffic and road works.

๐ฃ Purvanchal Expressway
The Purvanchal Expressway is 340.824 km and six lanes, from Chand Sarai in Lucknow to near Haidaria in Ghazipur, and its nine districts include Ambedkar Nagar (UPEIDA; PIB). It was inaugurated on 16 November 2021. PIB counts 13 interchanges in all, but no source we read places one inside this district, so confirm the nearest exit before accepting an expressway-land claim. See our Uttar Pradesh land-rules guide for what the state page covers.
Growth catalysts
Upcoming infrastructure & developments
Status labels maintained by the Farmland India research desk. Government-announced timelines โ not guaranteed.
Purvanchal Expressway
Inaugurated on 16 November 2021; 340.824 km, six lanes and expandable to eight (UPEIDA; PIB). It crosses the district, so it is an established link rather than a new catalyst.
Gorakhpur Link Expressway
An earlier draft listed this road for the district, but we found no official source placing its alignment in Ambedkar Nagar. Treat a seller's mention of it as unconfirmed until UPEIDA produces a notification.
Tanda power and textile cluster
A coal-based NTPC plant (440 MW at Stage I per the industrial profile, with Stage II reported to add two 660 MW units), power-loom cloth production and a cement works give the Tanda area wage employment (Ministry of MSME profile; Business News Today). These are established employers, so they support local demand and do not signal a new surge.
Ayodhya airport and city
Ayodhya's Maharishi Valmiki International Airport opened on 30 December 2023 (PM India). Its pilgrimage traffic is a regional demand source, but no sourced evidence ties it to Ambedkar Nagar farmland prices.
Agriculture & terrain
Soil, water & terrain in Ambedkar Nagar
Ambedkar Nagar is Ghaghara-plain farmland with agro-based industry. We found no district crop plan, so crop and groundwater detail should be checked directly.
๐พ Crops
The industrial profile gives 2009-10 land-use figures: 236,233 ha in total, with 328 ha of forest, 3,710 ha of non-agricultural land and 4,038 ha of cultivable barren land (Ministry of MSME profile). It does not give crop areas, and we did not obtain the ICAR district crop plan, so take village-level crop and soil data from the district agriculture office.
- Gangetic plain
- Agro-processing
๐ง Water
The Saryu supplies irrigation in the Tanda, Jahagirganj, Ramnagar and Bhaskari blocks, and lakes serve Bhaskari and Katehari blocks (Ministry of MSME profile). The CGWB 2024 assessment names districts above its limits for arsenic, fluoride, nitrate, uranium and conductivity; Ambedkar Nagar is not in those district lists, but the document gives no block categories for it (CGWB, December 2024). Test borewell depth and water on the parcel itself.
๐ Land use
Away from Tanda and Akbarpur, land is largely farmed. A parcel's value rests on irrigation, road access and distance to Ayodhya or the expressway rather than on non-farm use, and any conversion needs a section 80 declaration.
- Farmland
- Town edge
๐พ Mandi price reference
Farm income per acre is modest next to what buyers pay for land, so price a parcel on its location, access and use. Wholesale mandi prices for the district's markets are published by the Agmarknet service of the Ministry of Agriculture; we did not open it for this page.

Farmland India view
Why investors look at Ambedkar Nagar
Three reasons this desk includes Ambedkar Nagar, with an honest note that price evidence is thin.
An expressway district next to Ayodhya
The Purvanchal Expressway crosses the district (UPEIDA) and Ayodhya's airport opened in December 2023 (PM India). Together they give weekend and pilgrimage-linked demand a plausible source; no survey was found, so this is a reason to look, not proof of appreciation.
Real local economy
Tanda's terri-cotton cloth clusters and power plant, plus a cement works and a sugar mill listed in the industrial profile, mean land near the towns has local buyers beyond speculators.
Ayodhya's rates are not Ambedkar Nagar's
Ayodhya's circle rates rose 30 to 200 per cent in June 2025, but the report does not cover this district. Do not assume a seller's Ayodhya comparison carries over; ask for registered deeds from the same village.
Confirm flood exposure, SC/ST status and the record classification directly โ these are not certified by Farmland India's review.
STRAIGHT TALK
Risks & challenges in Ambedkar Nagar
Read these before shortlisting in Ambedkar Nagar specifically.
Thin price evidence
We found no registered-deed or per-acre series for the district. Without registered comparables a quoted price could be far from the market in either direction.
River and flood exposure
The Sarayu runs along the northern boundary and the Tamsa through Akbarpur. No flood-hazard map was found, so check river-edge and low-lying parcels for flood history and record classification.
Ayodhya spillover talk
Sellers may price land on Ayodhya's temple and airport boom. No evidence links that to Ambedkar Nagar villages; ask for registered deeds, not hearsay.
Conflicting area figures
The district portal gives 2,350 kmยฒ while the industrial profile prints 2,520 kmยฒ and a land-use total of 236,233 ha. Confirm any figure quoted to you against the Census handbook.
Industrial pollution and noise
Parcels beside the power plant, cement works or sugar mill may face dust, traffic or noise. Visit at working hours before buying.
Ownership and ceiling rules
Section 89(2) of the Revenue Code bars a purchase that takes the buyer's total holding in the state above 5.0586 hectares (about 12.5 acres on our conversion). Check the khatauni history and the buyer's total holdings; the Scheduled Caste and Scheduled Tribe transfer rules on the state page also apply.
Expressway claims
Ask which interchange serves a parcel; the documents we read count 13 interchanges on the whole expressway but do not place one in this district.
Who to contact
Local revenue & registration offices
Mutation and land-use declarations route through the SDM office of the relevant tehsil; the industrial profile counts five tehsils, so confirm which one holds your village. Sale-deed registration is handled by the local Sub-Registrar, and records and circle rates are on UP Bhulekh and IGRS UP, neither of which we opened for this page. Plotted or gated schemes should be checked with UP RERA before any payment, since farmland sold by revenue map is a different product. Ask whether a village falls inside a development-authority or master-plan area, since that changes what can be built.

What does land cost in Ambedkar Nagar?
We publish no per-acre band, because we found no registered-deed series and no official or news figure for the district, and listing-site asking prices cannot be traced to deals. District magistrates set circle rates each year, and Ambedkar Nagar was on the March 2025 priority list for revision (PTI via The Week); check the village rate on IGRS UP.
02 of 04
Is Ambedkar Nagar on the Purvanchal Expressway?
Yes. UPEIDA lists Ambedkar Nagar among the nine districts of the 340.824 km road, inaugurated on 16 November 2021. PIB counts 13 interchanges in all, and we found none placed in this district, so confirm the nearest exit.
03 of 04
How is Ambedkar Nagar linked to Ayodhya?
Ayodhya is the neighbouring district in the same division, and its Maharishi Valmiki International Airport was inaugurated on 30 December 2023 (PM India). We found no sourced road distance from Akbarpur, so check live routes.
04 of 04
What industries operate in Ambedkar Nagar?
The district industrial profile names Tanda terri-cotton cloth from handloom and power-loom clusters, a 440 MW NTPC plant and a cement works near Tanda, and NTPC's Stage II was reported to add two 660 MW units in 2021. These are established employers, not new projects.
