Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Hathras — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Hathras — district-specific notes
The full Uttar Pradesh legal framework above (inherited from the state record, including the purchase cap in section 89(2) of the Revenue Code, buyer eligibility and the SC/ST transfer rules) applies to Hathras in full. The notes below are specific to this district and are not repeated from the state page.
⚠ The Yamuna Expressway Industrial Development Authority (YEIDA) lists 420 Hathras villages, in the Sadabad, Hathras and Sasni tehsils, among 1,187 notified villages, the second-largest district share after Mathura's 431 (YEIDA overview). A parcel in a notified village may sit inside an authority's planned area rather than ordinary revenue-record land, so ask in writing whether the village is notified, what land use the plan gives it, and whether any transfer condition applies. The overview does not name the villages, so ask the authority for the list.
⚠ News24 reported in September 2025 that the 65 km Agra–Aligarh greenfield expressway will take 322 hectares across 48 Hathras villages, that about half the farmers had been compensated and that ₹600 crore was due to nearly 400 farmers (News24, September 2025). The villages are not named. Ask for the acquisition notification for any parcel on the likely alignment, and treat 'near the expressway' marketing with caution.
⚠ Hathras is one of five Uttar Pradesh districts in the Taj Trapezium Zone, a protected area of about 10,400 sq km that also covers Agra, Mathura, Firozabad and Etah (The News Mill, July 2026). On 23 July 2026 the Supreme Court let the zone authority process about 400 pending applications for non-polluting industries where its experts agree (Bar and Bench, July 2026), and in March 2025 it restored the rule that no tree may be felled in the zone without its prior permission, including on private land (LiveLaw, March 2025). Check zone rules before planning industrial use or clearing trees.

District overview
Hathras — a hing-making district between Aligarh, Mathura and Agra
Hathras covers about 180,155 hectares (roughly 1,800 sq km) and had 1,565,678 people at the 2011 Census, with four tehsils (Hathras, Sadabad, Sikandrarao and Sasni) and 672 revenue villages, according to the MSME-DI district industrial profile. Aligarh lies to the north, Etah to the east, Agra to the south and Mathura to the west. The profile records no national highway in the district, 61 km of state highway and 87 km of rail line, with Hathras Junction on the Delhi–Kanpur broad-gauge track.
Hathras is best known for hing. Its asafoetida won a GI tag in 2023, and ETV Bharat reported about 125 units and more than 12,000 workers in February 2025 (ETV Bharat, February 2025). The industrial profile also notes around 20 units making Holi colours in Hathras city and glass beads from Purdil Nagar as a notable export item. We found no sourced road distance to Delhi.
Two government projects set this district apart. YEIDA lists 420 Hathras villages as notified (YEIDA overview), and the Agra–Aligarh greenfield expressway will take land in 48 Hathras villages (News24, September 2025). There is no sourced price series for farmland here. Compare the expressway story with Gautam Buddha Nagar and Jewar, and read the state rules in our Uttar Pradesh agricultural land guide.

What is moving prices in Hathras
What could and could not be sourced for Hathras, with the source of each named. Read the gaps as gaps, not as low prices.
No sourced price series
We publish no price for Hathras, per acre or per square yard. Listing-site asks, including a roadside one far above the rest, could not be tied to registered deals and have been removed. Collect registered sale deeds from the same village before negotiating.
Roadside land
Land on a main road is a different product from farmland, and any roadside ask should be read as a commercial price. We found no sourced rate for it.
A planned new city
YEIDA is to prepare a detailed project report for a new city in Hathras under Phase II of its Master Plan 2031, with industrial clusters, housing and services (The Daily Guardian, August 2025). The report names no villages and sets no timeline, and consultants were yet to be shortlisted.
Units
Quotes in local land units vary by village, and we do not convert them. Ask any seller for the area in acres or square metres and check it against the khatauni.
Hing and the local economy
Hing is the district's best-known product: a 2023 GI tag, about 125 units and more than 12,000 workers, per ETV Bharat, February 2025. Treat it as a source of town demand, not as a figure that moves farmland prices.
Stamp duty and circle rate
The Uttar Pradesh state page gives the Uttar Pradesh stamp-duty and registration structure. District magistrates set minimum land rates each August and may revise them mid-year, the state government said in March 2025, and Hathras was not among the districts it named (PTI via The Week, March 2025). We did not read a Hathras circle-rate list, so none is quoted; this matters most in villages near an expressway, where an asking price and a registered rate can be far apart.
Connectivity

Yamuna Expressway
YEIDA lists 420 Hathras villages as notified (YEIDA overview). Whether a given village lies on the expressway itself is not sourced, so ask the authority.
Agra–Aligarh greenfield expressway
A 65 km greenfield expressway costing ₹1,536.9 crore, in a 28 km and a 36.9 km stretch, as reported in September 2025 (News24, September 2025). It takes 322 hectares in 48 Hathras villages; about half the farmers had been compensated, with ₹600 crore due to nearly 400 farmers. We found no confirmed completion date.
YEIDA development in Hathras villages
YEIDA is to prepare a detailed project report for a new city in Hathras under Phase II of its Master Plan 2031 (The Daily Guardian, August 2025). No Hathras sector, allotment or layout was found, so treat the notification as a planning boundary, not evidence of delivery.
Rail: Delhi–Kanpur line
Hathras Junction lies on the Delhi–Kanpur broad-gauge track, and the district has 87 km of rail line (MSME-DI district industrial profile). Gauge and electrification dates are not sourced.
Agriculture & terrain
Soil, water & crops in Hathras
Hathras is a tube-well-irrigated alluvial plain; the ICAR profile below dates from 2014. Water quality and soil salinity are the checks that matter most.
🌾 Cropped area
ICAR-CRIDA's district plan gives a net sown area of 149,100 hectares and a cropping intensity of 158% (ICAR-CRIDA, 2014). Wheat covers about 81,600 hectares, millets 43,400, oilseeds 7,800 and pulses 6,800 (2011-12 data). For village-level crop data, ask the district agriculture office or request the Soil Health Card report.
- Wheat
- Millets
- Oilseeds
💧 Water
Tube wells supply 90.9% of irrigated area and canals 9.1% (ICAR-CRIDA, 2014). The same plan counts three over-exploited, one critical and three semi-critical blocks and none in the safe category, though the data are old. CGWB's December 2024 assessment puts Uttar Pradesh at 70.45% extraction with 59 of 836 blocks over-exploited, and lists Hathras for conductivity, fluoride, nitrate and uranium in some samples (CGWB, December 2024).
🟫 Soil and records
The plan describes deep loamy, silty and fine alluvial soils, with moderate salinity and sodicity and some waterlogging in places, and severe erosion on ravinous land. Test the soil before paying for farm-grade land.

- Saline patches
🌾 Mandi price reference
Wholesale prices for crops are published on the Agmarknet portal, which we did not open for this page, so none are quoted. Farm income is a different question from land value, so price a parcel on location and use, not on yield.

Why investors look at Hathras
Three reasons this desk includes Hathras, with an honest note that price evidence is missing.
Between Aligarh, Mathura and Agra
Hathras borders Aligarh to the north, Mathura to the west and Agra to the south (district industrial profile).
An expressway authority and a main line
YEIDA lists 420 Hathras villages, a new expressway is being planned across 48 villages, and Hathras Junction is on the Delhi–Kanpur line.
A price gap to fill
No sourced price series exists yet, so an offer should rest on registered sale deeds from the same village.
Confirm YEIDA-notification and expressway-acquisition status directly; Farmland India's review does not certify them.
STRAIGHT TALK
Risks & challenges in Hathras
Read these before shortlisting in Hathras specifically.
YEIDA and notified villages
420 Hathras villages are on the authority list. A purchase in a notified village can carry planning and transfer conditions that ordinary revenue land does not, so get the village status in writing.
Expressway acquisition
The Agra–Aligarh road takes 322 hectares in 48 villages. A parcel that looks cheap may be on the alignment, so ask for the notification list.
No price evidence
No price series was sourced. Collect several registered comparables before negotiating.
Soil salinity and water quality
ICAR notes moderate salinity and sodicity in places, and CGWB lists conductivity, fluoride, nitrate and uranium anomalies in some samples. Test both soil and borewell water.
Taj Trapezium Zone
Industry and tree felling fall under zone oversight. Check allowed use before paying an advance.
Name confusion
The district industrial profile is filed under the former name, Mahamaya Nagar, so older papers may show it. Confirm the tehsil and Sub-Registrar.
Announced infrastructure is not delivered infrastructure
The expressway is at the land-acquisition stage in the reports found, and the YEIDA notification is a planning boundary. Price a parcel on today's fundamentals.
Who to contact
Local revenue & registration offices
Mutation, khatauni and land-use questions route through the Tehsildar and SDM office of the relevant tehsil (Hathras, Sadabad, Sikandrarao or Sasni). Sale-deed registration is handled by the local Sub-Registrar; circle rates and khatauni records sit on the IGRS UP and UP Bhulekh portals, which we did not open for this page. Parcels in YEIDA-notified villages also answer to the Yamuna Expressway Industrial Development Authority. Office details are on the Hathras district website.

Data-currency note: the industrial profile uses 2009-10 data and the ICAR-CRIDA plan 2011-12 data, so both are old. The CGWB assessment is from December 2024, the expressway reports from 2025 and the Taj Trapezium Zone order from July 2026. The profile and the plan give different rainfall figures, so none is shown. No listing-site prices are used, and this is a general guide, not legal advice.
