Allahabad — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Allahabad — district-specific notes
The full Uttar Pradesh legal framework on the state page applies to Prayagraj in full. The notes below are specific to this district and are not repeated from the state page. Law was read in October 2026 from the Revenue Code text on IGRS UP; where an official page did not open, the note says so.
⚠ We found no purchase freeze or restriction notice for Prayagraj in the sources reviewed. The only restriction on the state page is a January 2024 halt reported for the proposed New Noida villages, a different part of the state. A missing report is not a notice, so check the parcel's record on the UP Bhulekh portal before paying any advance.
⚠ The Ganga and Yamuna meet in this district, and parcels near either river need a flood and record check. On 27 August 2025, PTI reported through The Week the Yamuna at Naini at 83.98 m and the Ganga at Phaphamau at 83.79 m against a danger mark of 84.73 m, with five relief shelters open in the Sadar area. Ask the tehsil how the plot is classified and whether it has flooded, and do not judge it from a dry-season visit.
⚠ Section 89(2) of the Uttar Pradesh Revenue Code 2006 (text hosted by IGRS UP) bars a purchase that takes a buyer and family above 5.0586 hectares (about 12.5 acres) in the state. Section 80 has the Sub-Divisional Officer decide a non-agricultural declaration and tell the applicant within 45 working days; the text we read has no deemed-declaration wording. A March 2026 ordinance amending section 80 was reported by the Free Press Journal and we did not confirm it was enacted, so confirm current text with the SDM. Older papers may cite section 143 of the 1950 Act, which the Code replaced from 18 December 2015 (SCC Online, February 2016).

District overview
Allahabad — the Sangam district, now the eastern end of the Ganga Expressway
Prayagraj, also known as Allahabad, covers 5,482 km² and had 59,54,390 people at the 2011 census, a density of 1,086 per km², on the district portal. The division portal splits that into 44.82 lakh rural and 14.73 lakh urban. The geography page places the city at the Triveni confluence of the Ganga, Yamuna and the invisible Saraswati and says the western part of the district forms part of the Lower Doab.
About a quarter of the district's 59.54 lakh people were urban in 2011, so the land market has two parts: plots and small holdings close to the city, and farmland in the outer tehsils. We found no sourced price for either, so this page gives no price band.
Connectivity changed on 29 April 2026, when the 594 km Ganga Expressway was inaugurated (All India Radio). Outlook Business gives its ends as Bijauli in Meerut and Judapur Dandu in Prayagraj, across 12 districts, and puts Meerut–Prayagraj travel at 6 to 7 hours against 12 to 13 before. Treat any claim of a price jump from the expressway as untested until registered deeds show it. Compare the Uttar Pradesh page, and read our Uttar Pradesh land-rules guide before negotiating.

Market & connectivity
What is moving prices in Prayagraj
Reported facts with the source of each named. No price series could be sourced, so these notes cover what is known and what to ask.
No sourced price series
We found no registered-deed series, collector-rate list or dated compensation figure for Prayagraj farmland. Listing-portal asking prices are not used here because they cannot be traced to registered sales.
Plots versus farmland
Plots sold by the square yard near the city are a different product from farmland, and no sourced plot price was found. Ask for registered deeds of comparable plots in the same layout.
Why no figure is shown
Portal listings could not be tied to land use, road width or ownership papers, so none is used. Ask for the khatauni and registered deeds for the same village before using any figure.
Circle rates and duty
Stamp duty and registration rates are on the Uttar Pradesh page, where they remain marked for confirmation. We opened no Prayagraj circle rate; check the village rate through IGRS UP before budgeting. The Allahabad High Court held in September 2024 that duty on agricultural land cannot be levied on its future commercial potential (India Legal, September 2024).
Area in the khatauni
Records may give area in hectares or square metres while sellers quote in local units. Ask for the area in acres or hectares from the khatauni or sale deed and convert before comparing two offers.
Expressway premium
The Ganga Expressway opened in April 2026 (All India Radio), but no registered-deed evidence was found of its effect on land in Prayagraj. Test any "expressway land" claim against recent deeds, and check where the parcel lies relative to an interchange.
Connectivity
How Allahabad connects — road, rail, air and expressways
Prayagraj sits at the eastern end of the Ganga Expressway. We opened no road-distance or rail source for the district, so check live routes. Journey times vary with traffic and road works.

🛣 Ganga Expressway terminus
Outlook Business reports a 594 km expressway from Bijauli near Meerut to Judapur Dandu in Prayagraj, inaugurated on 29 April 2026 (All India Radio), cutting Meerut–Prayagraj travel from 12–13 hours to 6–7 hours. We found no source for an extension to Ballia, so treat any such claim as unconfirmed. See our Uttar Pradesh land-rules guide for what the state page covers.

Ganga Expressway
The 594 km expressway was inaugurated on 29 April 2026 and ends at Judapur Dandu in Prayagraj (Outlook Business). It is open, but its effect on farmland prices around Prayagraj is not shown in sourced deeds.
Prayagraj airport, new terminal
ETV Bharat, December 2024, reported a new terminal for 850 passengers with stands for 15 aircraft. Check current services before using air access as a selling point.
Airport services
The same report says direct flights to 23 cities were approved, with eight connected at the time. We did not confirm today's schedule.
Groundwater quality watch
CGWB's 2024 assessment lists Prayagraj for fluoride, nitrate and uranium above limits in groundwater samples. It is a constraint on borewell use, not a development.
Agriculture & terrain
Soil, water & terrain in Allahabad
Prayagraj is a Ganga–Yamuna plain district. Crop, rainfall and groundwater-category figures could not be sourced, and CGWB flags fluoride, nitrate and uranium in groundwater samples.
🌾 Crops
We could not open a district crop-area source, so no crop figures are given. Take a soil test and ask the district agriculture office for village-level data.

💧 Water & climate
CGWB's 2024 Uttar Pradesh assessment lists Prayagraj for fluoride, nitrate and uranium above limits in groundwater samples; its state totals are 566 safe, 165 semi-critical, 46 critical and 59 over-exploited blocks of 836. We did not read Prayagraj's block categories or any rainfall or temperature figure, so check block status and test borewell depth on the parcel.
🌊 Floodplain
Riverside parcels near Phaphamau and Naini carry flood exposure. On 27 August 2025 the Yamuna at Naini stood at 83.98 m and the Ganga at Phaphamau at 83.79 m, about 0.75 m and 0.94 m below the 84.73 m danger mark (PTI via The Week). Ask for flood history in writing.

🌾 Mandi price reference
Wholesale prices for the district are published daily on the Agmarknet portal. Farm income per acre is usually modest next to city-edge land values, so value a parcel on location, access and use. Census 2011 district figures are in the Census of India handbook.

Farmland India view
Why investors look at Allahabad
Three reasons this desk includes Prayagraj, with an honest note that price evidence is wide and thin.
A large city with its own demand
About a quarter of the district's 59.54 lakh people were urban in 2011 (division portal), so weekend and second-home demand from city households is the obvious buyer pool. No demand survey was found; it is a reason to look, not proof of appreciation.
A new expressway link to western UP
The Ganga Expressway opened on 29 April 2026 and ends at Judapur Dandu in Prayagraj (Outlook Business), giving Meerut-belt buyers a direct road. Its price effect is not shown in sourced deeds, so test it rather than assume it.
Wide choice of land types
The district spans 5,482 km² of the Ganga–Yamuna plain, so land type, flood exposure and access vary widely. That makes parcel-level comparison essential.
Confirm flood exposure, SC/ST status and the record classification directly — these are not certified by Farmland India's review.
STRAIGHT TALK
Risks & challenges in Allahabad
Read these before shortlisting in Prayagraj specifically.
No price series
No registered-deed series, collector rate or dated compensation figure was found. Without registered comparables a quoted price could be far from the market.
Ganga and Yamuna flood exposure
River levels stood about 0.75 m (Naini) and 0.94 m (Phaphamau) below the danger mark on 27 August 2025. Check low-lying and riverside parcels for flood history and record classification.
Expressway hype
The Ganga Expressway is open, and we found no source on a Ballia extension. Ask sellers for notifications and interchange locations, not hearsay.
Mixed urban and rural pricing
Plots near the city are sold by the square yard and farmland by the acre. Do not compare one with the other.
Airport services
Scheduled services at Prayagraj airport have changed (eight cities in December 2024, approval for 23). Confirm current flights before using air access as a selling point.
Ownership and ceiling rules
Section 89(2) of the Revenue Code limits a buyer and family to 5.0586 hectares (about 12.5 acres) in the state. Check the khatauni history and the buyer's total holdings; the SC/ST permission rule on the state page also applies.
Conflicting statistics
The district portal lists eight tehsils and 20 blocks, while the division portal lists nine tehsils and 23 blocks. Check any administrative count with the tehsil.
Who to contact
Local revenue & registration offices
Mutation and land-use questions route through the SDM office of the relevant tehsil (eight or nine are reported, so confirm which holds your village). Sale-deed registration is handled by the local Sub-Registrar; records are on the UP Bhulekh portal and circle rates through IGRS UP, and we opened neither site. Projects marketed as plotted or gated schemes should be looked up on the UP RERA register before any payment; farmland sold by revenue map is a different product. Confirm whether a village falls inside a development-authority or master-plan area, since that changes what can be built.

River levels are from one day in August 2025, expressway and airport details are from news reports, and the district and division portals disagree on the tehsil count. Legal wording was read in the Revenue Code text hosted by IGRS UP, which predates later amendments. This page gives no price band because none could be traced to registered sales, and it is a general guide, not legal advice. Report inaccuracies to wiki@farmlandindia.com.
