District overview

Ballia — the Ganga–Ghaghra confluence district on the Bihar border

Ballia is the easternmost district of Uttar Pradesh, bordering Bihar, with 2,981 sq km, 2,361 villages and 32,39,774 people at the 2011 Census (district portal). The district industrial profile counts six tehsils and 17 blocks, 76 km of national highway and 114 km of rail line (2010-11 data) and names the Government Sugar Mill at Rasra as its medium-scale unit (district industrial profile). The Census count over the portal's area works out to about 1,087 people per sq km (our arithmetic), so holdings are small.

The district portal puts Patna about 140 km and Varanasi about 130 km from Ballia, each about two hours by road, and names Ballia city, Belthara Road, Rasra and Suraimanpur as rail stations (district portal, Dadri mela page). We found no sourced distance to Lucknow or Gorakhpur. That makes Varanasi and Patna the practical metros, and the district suits a family with roots here better than a casual weekend buyer.

The Dadri mela, held about 5 km from Ballia town near NH 31, is described by the district portal as the second-largest cattle fair in India and runs for about a month around Kartik Poornima. The Ghazipur–Ballia–Manjhighat corridor, which ends at Manjhi Ghat in Ballia district, is opening in stages (Swarajya, September 2026).

We found no sourced per-acre price series for Ballia, so this page quotes none and shows no price band. Treat it as a research-stage market, collect registered comparables for the village, and let the legal framework on the Uttar Pradesh state page govern every purchase. Read the UP agricultural land rules guide before shortlisting a parcel.

Market & connectivity

What is moving prices in Ballia

Reported figures with the source of each named. Listing-site asking prices are not used.

Why there is no price table

We found no registered-rate, collector-rate or news series for farmland in Ballia, and listing-site asking prices cannot be traced to registered deals. We say so rather than borrow a figure from Ghazipur, Mau or Bihar.

What to collect instead

Ask a local lawyer or the sub-registrar office for recent registered sale deeds for the village, and compare their rates with the circle rate on IGRS UP. Any broker quote is an asking price.

The Ghazipur–Ballia corridor

The corridor was put out for bids in 2022 at about Rs 3,200 crore plus Rs 1,100 crore for a bridge at Manjhi Ghat (NBMCW, August 2022). The latest report gives a 117.12 km main line and a 17.27 km Buxar spur (Patna Press, October 2026). We found no sourced price movement for Ballia land near it, so do not pay a premium for a route you have not checked.

Units

UP land is quoted in several local units whose size varies by district, so this page quotes only per acre for farmland and per sq yd for plots. Khatauni and Bhulekh records show area in hectares or square metres; convert any seller's quote to acres before comparing prices.

River-belt land

The NIH study found the younger alluvium aquifers most contaminated with arsenic and the older alluvium consistently lower (NIH Ballia arsenic study, May 2017). Land close to the Ganga or Ghaghra can therefore carry both flood exposure and a water-quality risk. Ask which alluvium a plot sits on.

Circle rates and duty

District magistrates set minimum land rates each year (PTI via The Week, March 2025). That report did not name Ballia among districts where revision was ongoing or due, and said 37 others had finished without naming them. We did not open the Ballia rate table, so no figure is given. Stamp duty follows the state page, which carries a CONFIRM flag.

Connectivity

How Ballia connects — Varanasi, Patna and the rail line

🛣 The corridor, in one line

The Ghazipur–Ballia–Manjhighat corridor ends at Manjhi Ghat in Ballia district (NBMCW, August 2022), and 34 km of its first package opened for a trial run on 1 October 2026 (Swarajya, September 2026). See our UP land-rules guide before buying beside a new road.

Operational · in Ghazipur

Purvanchal Expressway (Ghazipur terminus)

The 341 km expressway ends at Haidaria village on NH-31 in Ghazipur district (Indian Infrastructure, November 2021). Ballia is not on it, but the Ballia corridor connects onward from that end.

Trial run · opening in stages

Ghazipur–Ballia–Manjhighat corridor

NHAI opened 34 km of Package-I for a trial run from 1 October 2026 (Swarajya, September 2026). Patna Press reports a 117.12 km main corridor in three packages, and the 2022 bid notice puts the end at Manjhi Ghat in Ballia (Patna Press, October 2026; NBMCW, August 2022). Reported lengths differ, so confirm the final length with NHAI.

Under construction

Buxar spur

A 17.27 km spur, the corridor's Package-4, is reported 80 to 85% complete at Rs 617.89 crore and aimed at December 2026 against an original deadline of 14 June 2025 (Patna Press, October 2026). It links the main corridor to the approach to the Buxar Ganga bridge.

Policy change · 2026

Land-use declaration under section 80

A 2026 amendment treats a building or layout approval in notified development and industrial areas as the declaration of non-agricultural use (PRS; TeamLease RegTech). Confirm how it applies to a village before relying on it.

Agriculture & terrain

Soil, water & crops in Ballia

Ballia is Ganga–Ghaghra alluvium plain with a documented arsenic problem in shallow groundwater.

🌾 Crops

We could not read a crop-area table for Ballia. The district industrial profile lists crops suited to commercial cultivation, among them mango, guava, tomato, potato, garlic, chilli, turmeric, ber and aonla (district industrial profile). Ask the district agriculture office, and use the Soil Health Card portal for village-level data; we did not open it.

  • Alluvial plain

💧 Water

We did not source rainfall normals for the district. The NIH study sampled shallow hand pumps of 110 to 140 ft in May 2016: about 58% of samples were above 10 µg per litre, the median was 27 µg per litre and twelve blocks were affected above 50 µg per litre. The report gives a maximum of 651 µg per litre, though its text and table disagree on which well (NIH, May 2017). CGWB 2024 also lists Ballia for arsenic above 10 ppb (CGWB, December 2024).

🌱 Alluvium

The NIH study found wells above 100 µg per litre widespread in the younger (Holocene) alluvium, and consistently lower values in the older alluvium, which it identifies as a safer zone for drinking-water supply (NIH). Ask which alluvium the plot sits on, and prefer a tested supply to a shallow hand pump.

  • Older alluvium
  • Younger alluvium

🌾 Mandi price reference

Wholesale prices for district mandis are published daily on the Agmarknet portal and the India Meteorological Department publishes rainfall normals; we did not open either for this page. Price a parcel on location, access and lawful use rather than crop yield.

Why investors look at Ballia

Three reasons this desk includes Ballia, with a plain note that price evidence is missing.

A buyer base with roots here

The district portal puts Varanasi about 130 km and Patna about 140 km away, so families with roots in the district can hold land near home.

A river plain with crop options

The Ganga and Ghaghra bound the district, and the industrial profile lists mango, guava, potato, chilli and other crops suited to commercial cultivation, so land can be farmed while a buyer waits.

A corridor now opening

The Ghazipur–Ballia–Manjhighat corridor is opening in stages, but we found no price effect, so treat it as a possibility rather than a premium.

STRAIGHT TALK

Risks & challenges in Ballia

Read these before shortlisting in Ballia specifically.

No price evidence

No price series was found, so this page offers no valuation. Collect registered comparables and do not rely on a broker's quote.

Arsenic in groundwater

The NIH study found about 58% of samples above the drinking limit and twelve blocks above 50 µg per litre. Test any borewell and check the aquifer depth.

River boundaries and flood

The Ganga and Ghaghra bound the district. Check the khatauni, a recent boundary survey and flood history.

Fragmented holdings

With about 1,087 people per sq km (our arithmetic from the portal's figures), holdings are small and often shared between heirs. Check mutation history and joint-holder consent.

Conversion rules in transition

The 2026 amendment to section 80 changes how conversion works in notified areas. Confirm what is in force for your village, and do not build on land with no conversion record.

Standard UP checks still apply

The 12.5-acre purchase limit under section 89(2) of the Revenue Code (UP Revenue Code text, IGRS UP), SC/ST transfer rules and the NRI bar on agricultural land (RBI, updated September 2022) apply in full; see the state page.

Who to contact

Local revenue & registration offices

Mutation, land-use declarations and ceiling queries route through the tehsildar and Sub-Divisional Officer of the relevant tehsil; the industrial profile counts six tehsils without naming them, so confirm the tehsil first. Land for the corridor is handled through the District Magistrate's office with NHAI and UPEIDA. Sale-deed registration is handled by the local Sub-Registrar, and records are on UP Bhulekh and IGRS UP; we did not open either portal for this page.

Listings are submitted by developers, owners and their authorised representatives.
