Land records portal
UP Bhulekh / IGRS UP
Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Jyotiba Phule Nagar โ land purchase legal rules
โ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).

Jyotiba Phule Nagar โ district-specific notes
The full Uttar Pradesh legal framework on the state page (ceiling, stamp duty, SC/ST land, NRI rules) applies to Amroha in full. The notes below are specific to this district and are not repeated from the state page.
โ Amroha has carried two names. The district portal says it was formerly known as Jyotiba Phule Nagar and gives its creation date as 15 April 1997 (district portal), so older deeds, khatauni extracts, listings and government pages may use either name. Search both when checking a parcel's history. Sources also disagree on the tehsil list: the portal names four (Amroha, Dhanaura, Hasanpur and Naugaon Sadat) while the industrial profile names three (Amroha Sadar, Dhanaura and Hasanpur) (district industrial profile). Confirm the tehsil, and so the Sub-Registrar, for any parcel.
โ The industrial profile lists two industrial areas at Gajraula (Gajraula-1 and the 681-acre Gajraula-2) (district industrial profile), and the Ganga Expressway now crosses the district (AIR News, April 2026). Land inside an industrial area, or on an expressway alignment, may carry allotment, acquisition or land-use conditions that ordinary farm land does not. Ask for the notification or allotment status in writing before paying an advance. Conversion to non-agricultural use is a section 80 matter: the Sub-Divisional Officer decides within 45 working days (UP Revenue Code text, India Code), and Ordinance No. 14 of 2026 treats an approved building or layout plan in a notified development- or industrial-authority area as the declaration (PRS). A compliance bulletin reports an Act notified on 13 August 2026 (TeamLease RegTech); which regime covers your village is a question for the tehsil.
โ The Ganga, Baha and Krishna are the district's main rivers (district industrial profile). Parcels near a river or its old channels should be checked on the revenue map and with the tehsil for flood-plain and record history, not judged from a site visit in the dry season.

District overview
Jyotiba Phule Nagar โ a Ganga-plain district with Gajraula industry and the Ganga Expressway
Amroha became a district on 15 April 1997, when three tehsils that had belonged to Moradabad district (Amroha, Dhanaura and Hasanpur) were formed into one; the district portal says it was formerly known as Jyotiba Phule Nagar and now has four tehsils, adding Naugaon Sadat (district portal). The industrial profile gives 1,838,771 people at the 2011 Census, an area of 2,249 sq km in one table and 2,470 sq km in its text, three tehsils and six blocks (district industrial profile).
Gajraula carries the district's industrial weight. The industrial profile lists two industrial areas there, Gajraula-1 (34.76 acres) and Gajraula-2 (681 acres, 229 plots, 137 units in production), and counts 52 km of national highway and 92 km of rail line in the district (2010-11). The figures are about a decade old: they show that an industrial base exists, not its present size.
For a land buyer, the Ganga Expressway, inaugurated on 29 April 2026, is the new factor: it crosses the district among 12 (AIR News, April 2026). We found no sourced price series for Amroha land, so this page proposes no price band. Neighbouring Hapur is also on the expressway route, and the Uttar Pradesh state page sets out the legal framework this page relies on. For the rules in plain language see our Uttar Pradesh agricultural land guide.

Market & connectivity
What is moving prices in Amroha
What evidence exists and what does not. Treat any price quoted to you as unconfirmed until it is matched to registered deeds.
No sourced price series
We found no official or news price series for Amroha farmland, and no listing-site figure we could trace to a registered deed, so this page proposes no per-acre band. Ask a seller for the last registered sale in the same village and compare it with the village circle rate on IGRS UP.
Plots
Plotted land and farm land are different products and should not be compared per square yard against per acre. We found no sourced per-sq-yd series for plots either.
Evidence to collect
Size, road frontage, distance to the highway or the expressway and the seller's expectations all move an asking price. Collect registered comparables from the Sub-Registrar before negotiating.
Circle rates and stamp duty
District magistrates set minimum land rates each year (PTI via The Week, March 2025); that report does not name Amroha among the districts it lists as pending or underway. We did not open the Amroha circle-rate list on IGRS UP, so no circle rate is quoted. Stamp duty and registration follow the state page, where the base rates remain unconfirmed.
Industry around Gajraula
The industrial profile lists two industrial areas at Gajraula, with 229 plots and 137 units in production in Gajraula-2 (district industrial profile). The data are over a decade old. Land in an industrial area is a different product from farmland; ask for the allotment status of any parcel.
Water quality
CGWB's December 2024 assessment lists Amroha for nitrate above 45 mg/L and uranium above 30 ppb at some sampling points (CGWB 2024). That does not describe every village, but a borewell test for nitrate and uranium belongs on a buyer's checklist.
Connectivity
How Jyotiba Phule Nagar connects โ road, rail, air and the expressway
Amroha's links are a national highway and 92 km of rail line in the district (industrial profile, 2010-11), and the Ganga Expressway now crosses it. Journey times vary with traffic and road works.

๐ฃ The Ganga Expressway
The 594 km Ganga Expressway from Meerut to Prayagraj passes through Amroha among 12 districts and was inaugurated on 29 April 2026 (AIR News). Indian Infrastructure describes it as six lanes with about 21 interchanges but does not name those inside Amroha (Indian Infrastructure, June 2026). Ask before assuming a parcel is near an exit.

Ganga Expressway
A 594 km, six-lane access-controlled greenfield expressway from Meerut to Prayagraj through twelve districts including Amroha and Sambhal, inaugurated on 29 April 2026 (AIR News; Indian Infrastructure). The effect on Amroha farmland prices is not shown in any series we found.
Moradabad Airport
A regional airport near Moradabad whose scheduled Lucknow service ran from 10 August to 2 November 2024; ThePrint (August 2026) reports no commercial flight for nearly two years. Treat it as no air link until a service resumes.
Gajraula industrial areas
The industrial profile lists two industrial areas at Gajraula; Gajraula-2 covers 681 acres with 229 plots (about 2011 data). Present occupancy was not checked.
Agriculture & terrain
Soil, water & land use in Jyotiba Phule Nagar
The district lies on the Ganga plain. We found no sourced crop or irrigation table, so check water quality and river-edge records parcel by parcel.
๐พ Land use and crops
The industrial profile gives a total area of 216,870 hectares in 2009-10, with 21,340 hectares of forest, 16,904 hectares of non-agricultural land and 974 hectares of cultivable barren land (district industrial profile). We found no sourced crop-area table; ask the district agriculture office, and the Soil Health Card result for the village.

๐ง Water
The Ganga, Baha and Krishna are the main rivers (district industrial profile). CGWB's December 2024 report lists Amroha for nitrate above 45 mg/L and uranium above 30 ppb at some sampling points (CGWB 2024); test any borewell before relying on it. We did not find current block-wise groundwater categories.

๐ญ Industry
Gajraula's industrial areas are the district's main industrial base in the profile (about 2011 data). Industry is context for agri-business and homestay buyers, not a price driver.

๐พ Mandi price reference
Daily wholesale prices for markets in this district are published on the Agmarknet portal, which we did not open for this page. Judge a parcel on its location, water and use rather than on an assumed crop yield; we found no sourced yield data.

Farmland India view
Why investors look at Jyotiba Phule Nagar
Three reasons this desk includes Amroha, with a note that price evidence is thin.
A district on a new expressway route
The Ganga Expressway, inaugurated on 29 April 2026, crosses the district among 12 (AIR News), and the district has 52 km of national highway and 92 km of rail line (industrial profile, 2010-11).
Industrial base at Gajraula
The industrial profile lists two industrial areas at Gajraula, which supports demand for agri-business and light-industrial land, though present occupancy was not checked.
Thin evidence, room to negotiate
No price series was found, so a buyer has to build comparables from registered deeds, which can also leave room to negotiate.
Confirm tehsil, industrial-area or expressway status and borewell water quality directly โ these are not certified by Farmland India's review.
STRAIGHT TALK
Risks & challenges in Jyotiba Phule Nagar
Read these before shortlisting in Amroha specifically.
Thin price evidence
No sourced price series was found. Do not read a district-wide price from any single quote.
Two names, two tehsil lists
Records and listings may say Jyotiba Phule Nagar or Amroha, and the portal and the industrial profile differ on whether the district has four or three tehsils. Confirm the Sub-Registrar office that will register the deed.
Industrial and expressway land
Gajraula's industrial areas and the expressway alignment may bring allotment or acquisition conditions. Get the status in writing.
Water quality
CGWB's December 2024 assessment lists nitrate above 45 mg/L and uranium above 30 ppb at some Amroha points.
River-edge land
Parcels near the Ganga, Baha or Krishna should be checked against revenue maps and the tehsil's flood-plain records.
Announced is not delivered
The expressway is open, but we found no price series showing its effect, and the nearest airport has had no scheduled service for nearly two years (ThePrint, August 2026).
Standard UP due diligence
The 12.5-acre purchase limit under section 89(2) of the Revenue Code (IGRS UP copy of the Code), SC/ST transfer rules and the NRI bar on agricultural land (RBI, updated September 2022) apply in full; see the state page. Check the khatauni and mutation trail.
Who to contact
Local revenue & registration offices
Mutation and land-use queries go through the Tehsildar and SDM office of the relevant tehsil (Amroha, Dhanaura, Hasanpur, and Naugaon Sadat where the portal's list applies), so confirm the tehsil first. Sale-deed registration is handled by the local Sub-Registrar, and records and circle rates sit on UP Bhulekh and IGRS UP, which we did not open for this page. Revenue-court and permission queries go to the Board of Revenue, and plotted or group schemes should appear on the state RERA register; ask for the registration number.

Visit full wiki01 of 04
What does farmland cost around Amroha?
We found no official or news price series for Amroha farmland, so we publish no per-acre figure. District magistrates set circle rates each year (PTI via The Week, March 2025), and that report does not name Amroha in its pending or underway lists; check the village rate on IGRS UP and collect registered sale deeds for the same village.
02 of 04
Is Amroha the same district as Jyotiba Phule Nagar?
Yes. The district portal says the district was created on 15 April 1997 and was formerly known as Jyotiba Phule Nagar, so older documents may use either name. The portal lists four tehsils while the industrial profile lists three, so confirm the tehsil for your village.
03 of 04
Is the Ganga Expressway open through Amroha?
AIR News reported that the 594 km expressway, which crosses 12 districts including Amroha, was inaugurated on 29 April 2026. Interchange locations inside the district were not named in the reports we read, so ask before assuming a parcel is near an exit.
04 of 04
Is groundwater quality a concern in Amroha?
CGWB's December 2024 assessment lists Amroha for nitrate above 45 mg/L and uranium above 30 ppb at some sampling points. Test a borewell for both before buying for orchard or residential use.
