Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Sitapur — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Sitapur — district-specific notes
The full Uttar Pradesh legal framework on the state page (ceiling, stamp duty, SC/ST land, NRI rules) applies to Sitapur in full. The notes below are specific to this district and are not repeated from the state page.
⚠ Sitapur is one of six districts in the Lucknow State Capital Region notified in July 2024, with 5,743 sq km listed for the district (Business Today, July 2024). We read only the news coverage and no regional land-use plan, so membership gives a parcel no known conversion status. Plots near the Lucknow border may be sold as residential layouts; ask whether a layout is registered with UPRERA and whether the khatauni still records the land as agricultural.
⚠ A farmhouse, resort or other non-farm use on an agricultural holding needs a declaration of non-agricultural use under section 80 of the UP Revenue Code 2006, which the Sub-Divisional Officer decides within 45 working days (UP Revenue Code text, India Code). The old Section 143 of the 1950 Act no longer applies, because the Code repealed that Act (SCC Online, February 2016). In 2026 section 80 was amended so that a building or layout approval in a notified development or industrial area counts as the declaration (PRS, Ordinance 14 of 2026; TeamLease RegTech, August 2026). Ask the SDO in writing which route covers the village.
⚠ ICAR-CRIDA puts 38% of the district on deep fine soils that are moderately saline or sodic, and tubewells supply about 95% of irrigation (ICAR-CRIDA). The CGWB 2024 state assessment lists no water-quality exceedance for Sitapur in the parameters it tabulates, but it gives no block-wise data for the district (CGWB, December 2024). Test the soil before planning orchard or crop use, and test borewell water and the water table in the monsoon.

District overview
Sitapur — Awadh farmland north of Lucknow, with Naimisharanya
Sitapur is an Awadh district in the central part of Lucknow division (district portal). It has seven tehsils (Sitapur, Biswan, Maholi, Misrikh, Laharpur, Mahmudabad and Sidhauli), 19 blocks, 2,348 census villages and 1,588 gram panchayats (district portal). The State Capital Region notice lists the district at 5,743 sq km (Business Today, July 2024). The Gomti forms its boundary from the west to the south and the Ghagra separates it from Bahraich on the east; Naimisharanya lies on the left bank of the Gomti (district portal).
The buyer geography is Lucknow, whose district adjoins Sitapur (district portal). We found no surveyed road distance or rail timetable, so check a live route. Naimisharanya is the district's best-documented local driver: in July 2025 the Naimisharanya Development Council approved 28 projects worth about Rs 90 crore for 2025-26, including welcome gates on the Lucknow–Sitapur highway and a tourist facilitation centre (Statesman, July 2025). The Ganga Expressway does not cross Sitapur; it runs through 12 other districts (AIR News, April 2026).
On the land side, Sitapur grows wheat, rice and sugarcane. ICAR-CRIDA gives a net sown area of about 436,000 hectares and a cropping intensity of about 134%, with wheat on 214,600 hectares, rice on 162,200 and sugarcane on 126,300 (2011-12 crop areas), and tubewells supplying about 95% of irrigation (ICAR-CRIDA). We found no sourced per-acre price series, so this page quotes none. Read the UP land-rules guide and the Uttar Pradesh state page before shortlisting.

What is moving prices in Sitapur
Reported figures with the source of each named. Listing-site asking prices are not used.
Why there is no price table
Asking prices from listing sites were removed from this page because they cannot be traced to registered deals, and the earlier mix of per-acre and per-square-yard figures was not comparable. We found no registered-rate, collector-rate or news series for Sitapur farmland. Collect registered sale deeds for the same village before pricing an offer.
Circle rates
District magistrates set minimum land rates each year and can revise them mid-year (PTI via The Week, March 2025). That report named no Sitapur revision, so we cannot say what changed here, and we did not open the Sitapur rate table. Check the village, land category and road class on IGRSUP; stamp duty follows the state page, which carries a CONFIRM flag.
Proximity to Lucknow
Sitapur adjoins Lucknow district (district portal). The southern edge is where a Lucknow buyer is most likely to look, but we found no sourced price series for it and no surveyed road distance. Ask each seller for the village, then measure the route.
Pilgrimage-linked demand
The Naimisharanya Development Council approved 28 tourism projects worth about Rs 90 crore for 2025-26 (Statesman, July 2025). We found no sourced price premium near the town, and small commercial plots beside a temple are not comparable with farmland. Treat any pilgrimage premium as unproven.
Land units
UP land is quoted in several local units whose size differs from district to district, so this page quotes only acres and square yards. Ask for the area on the khatauni before you compare any two offers.
Corridor news
The Etawah–Hardoi link expressway is reported to serve travellers headed to Sitapur (News24, December 2024), but it ends in Hardoi district and no Sitapur interchange is reported. The approved version is about 91 km and Rs 7,488 crore (Indian Infrastructure, September 2025). Do not price a Sitapur parcel on it.
Connectivity
How Sitapur connects — road, rail and air
Sitapur adjoins Lucknow district and sits on the Lucknow–Sitapur highway. No surveyed distances were opened for this page, so check a live route.

🚆 By rail
🛣 The Ganga Expressway does not cross Sitapur
The 594 km Ganga Expressway runs through 12 districts, and Sitapur is not one of them (AIR News, April 2026). Hardoi, on Sitapur's western border, is. Sitapur's own advantage remains the highway to Lucknow. Confirm access points on the NHAI map and read our Uttar Pradesh land-rules guide before you buy.

Upcoming infrastructure & developments
Status labels maintained by the Farmland India research desk. Government-announced timelines — not guaranteed.
Lucknow–Sitapur highway
The highway is the existing road link to Lucknow and is named as the approach to Naimisharanya (Statesman, July 2025). We opened no report of a widening or a new alignment, so price on today's road.
Naimisharanya development works
Twenty-eight projects worth about Rs 90 crore were approved in principle for 2025-26, covering welcome gates, corridor routes, a tourist facilitation centre and ghat upgrades (Statesman, July 2025). Completion was not reported.
Etawah–Hardoi link expressway
A roughly 91 km link from Kutral in Etawah to Sawaijpur in Hardoi was approved at about Rs 7,488 crore with a 548-day build period (Indian Infrastructure, September 2025), and an earlier report said it would serve travellers headed to Sitapur (News24, December 2024). It does not enter Sitapur district.
Agriculture & terrain
Soil, water & crops in Sitapur
Sitapur is tubewell-irrigated wheat, rice and sugarcane country, with saline and sodic soils over about 38% of the district and the Gomti and Ghagra on its edges.
🌾 Crops and soil
ICAR-CRIDA (2011-12 crop data) shows wheat on 214,600 hectares, rice on 162,200, sugarcane on 126,300 and rapeseed-mustard on 21,171, from a net sown area of 436,000 hectares and a cropping intensity of about 134%. Soils by area are deep fine soils that are moderately saline or sodic (38%), deep slightly eroded loams (29%) and deep silty soils with loam (23%) (ICAR-CRIDA). The Soil Health Card portal holds village-level data; we did not open it.
- Wheat
- Rice
- Sugarcane
- Mustard
- Saline-sodic soil
💧 Water
Normal rainfall is 974 mm, of which about 850 mm falls from June to September. Of about 568,200 hectares of gross irrigated area, bore wells supply 94.7% and canals 5.2% (ICAR-CRIDA). The CGWB 2024 state assessment lists no water-quality exceedance for Sitapur in the parameters it tabulates and gives no district block data (CGWB, December 2024). Ask for the block's current category before relying on a borewell.
🌊 Rivers and low ground
The Gomti, Chowka and Ghagra are the main rivers; the Gomti forms the boundary from west to south and the Ghagra separates Sitapur from Bahraich (district portal). In early October 2026 the Gomti rose at Lucknow after runoff from Pilibhit, Lakhimpur Kheri, Sitapur and Nepal (DD India, October 2026). Inspect low-lying parcels in the monsoon and ask about drainage and the water table.

🌾 Mandi price reference
Wholesale prices for district mandis are published daily on the Agmarknet portal; we did not open it for this page. Wheat, rice, sugarcane and mustard are the main crops. Price a parcel on location, water and access, and set crop income against the price asked.

Why investors look at Sitapur
Three reasons this desk includes Sitapur, with a plain note that no price series was sourced and no corridor project sits inside the district.
Next to the capital
Sitapur adjoins Lucknow district (district portal) and is one of six districts in the Lucknow State Capital Region (Business Today).
A cane-and-wheat farm economy
Wheat, rice and sugarcane together cover about 503,000 hectares of crop area, from a net sown area of 436,000 hectares (ICAR-CRIDA, 2011-12).
A pilgrimage anchor
Naimisharanya on the Gomti is a pilgrimage site, and 28 development projects were approved in principle for 2025-26 (Statesman, July 2025). We found no price premium.

STRAIGHT TALK
Risks & challenges in Sitapur
Read these before shortlisting in Sitapur specifically.
No sourced price series
We found no official or news price series for farmland here. Gather registered deeds and circle rates before negotiating.
Saline and sodic soils
ICAR-CRIDA records 38% of the district as deep fine soils that are moderately saline or sodic. Test the soil before planning orchard or crop use.
Low ground and rivers
The Gomti and Ghagra bound the district. Inspect low-lying parcels in the monsoon and ask about drainage.
Plotted-layout risk near Lucknow
Southern-edge plots may sit in unregistered layouts. Check UPRERA registration and the khatauni category before paying.
Land-use change
Farmhouse or resort use needs a declaration under section 80 of the Revenue Code, or an approval that now counts as one in notified areas. Confirm the route with the Sub-Divisional Officer.
No new project inside the district
We found no expressway or corridor project inside Sitapur. The Ganga Expressway crosses Hardoi, not Sitapur, and the Etawah–Hardoi link is planned. Price on today's roads.
NRI and OCI buyers
The RBI Master Direction does not allow NRIs and OCIs to buy agricultural land, plantation land or a farmhouse (RBI, updated September 2022). Read the Uttar Pradesh page before shortlisting from abroad.
Who to contact
Local revenue & registration offices
Mutation, khatauni extracts and record corrections for Sitapur are handled at the tehsil (Sitapur, Biswan, Maholi, Misrikh, Laharpur, Mahmudabad and Sidhauli), with the District Magistrate's office as the district authority; contacts are on the Sitapur district website. A declaration of non-agricultural use goes to the Sub-Divisional Officer. Sale-deed registration is at the local Sub-Registrar through IGRSUP, and land records are read on UP Bhulekh; plotted layouts should be checked on UPRERA. We did not open those portals for this page, so confirm the exact office for your village with the District Magistrate's office.
