Auraiya — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)
- Ceiling Act 1960
Auraiya — district-specific notes
The full Uttar Pradesh legal framework above (inherited from the state record) applies to Auraiya in full. The notes below are specific to this district and are not repeated from the state page.
⚠ Two expressways touch the district. UPEIDA lists Auraiya among the eight districts of the 302.222 km Agra–Lucknow Expressway, opened on 21 November 2016 (UPEIDA), and the Bundelkhand Expressway, inaugurated on 16 July 2022, passes through seven districts that include Auraiya before ending near Kudrail in Etawah (The Quint, July 2022). No interchange inside Auraiya was sourced, so ask which road or exit a listing means before paying an expressway premium.
⚠ Ravine land is extensive in the south of the district near the Yamuna and Chambal, and sodic soil has formed in several canal-fed blocks (CGWB district profile). Ravine parcels may be classified differently in the revenue record and can be hard to farm, reach or finance. Ask the tehsil for the plot's classification and a site plan, and visit in the monsoon as well as the dry season.
⚠ Auraiya is an industrial district. The district portal lists a gas-based NTPC plant at Dibiyapur and the GAIL Uttar Pradesh Petrochemical Complex at Pata (district industry page), and UPSIDC describes a 274.45-acre Plastic City at Dibiyapur as being set up (UPSIDC). Parcels near plants or an industrial estate may fall inside acquired, notified or buffer land, so ask whether the village is in an industrial development area. No purchase freeze was found for the district.

District overview
Auraiya — power, petrochemicals and a Bundelkhand Expressway gateway
Auraiya is a smaller district in the Kanpur division (Kanpur Nagar district portal). It was formed from Etawah on 17 September 1997 and covers 2,016 km², against 2,015 km² in the CGWB profile. The district portal gives 1,379,545 people at the 2011 Census, 848 villages and seven blocks: Ajitmal, Bhagyanagar, Sahar, Bidhuna, Achalda, Erwakatra and Auraiya (district portal). It names Auraiya and Bidhuna as the two tehsils separated from Etawah; later tehsil changes were not sourced. Dibiyapur is the industrial town.
Industry sets Auraiya apart from the rest of the division. NTPC Auraiya is a gas-based plant at Dibiyapur whose six units, commissioned between 1989 and 1990, add up to 652 MW in the district portal's table, and the GAIL Uttar Pradesh Petrochemical Complex is at Pata (district industry page). UPSIDC describes a Plastic City at Dibiyapur as being set up in coordination with GAIL and NTPC (UPSIDC). These are named employers rather than a land-price signal: no source tied them to farmland prices, and no price series exists for the district.
The district portal places Auraiya on National Highway 2, 64 km east of Etawah and 105 km west of Kanpur (district portal). The Bundelkhand Expressway, 296 km and four lanes expandable to six, was inaugurated on 16 July 2022 and passes through Auraiya on its way to Chitrakoot (The Quint). Buyers from Kanpur and Lucknow are the likeliest local base; compare the state-level notes on the Uttar Pradesh page before deciding what premium, if any, the corridor deserves.

Market & connectivity
What is moving prices in Auraiya
What evidence exists and what does not. Treat any price quoted to you as unconfirmed until it is matched to registered deeds.
No sourced price series
We found no registered-deed series and no official or news per-acre figure for Auraiya. Listing-site asking prices were removed because they cannot be traced to deals, and this page gives no price band rather than fill the gap with a guess.
How to price a parcel
Ask the seller for the registered sale deeds of neighbouring plots from the last two years and compare per-acre rates for the same village. District magistrates set circle rates each year (PTI via The Week, March 2025; Auraiya is not named in that report). Stamp duty and registration rates are on the state page, where they carry a confirm flag.
Industrial employers
NTPC Auraiya and the GAIL complex at Pata are the industrial employers the district portal lists, and UPSIDC describes a Plastic City at Dibiyapur as being set up. Industrial land and farmland are different products, and no source measured spillover into farmland prices.
Corridor claims
Both the Bundelkhand and Agra–Lucknow expressways touch the district, but no interchange inside Auraiya was sourced. Treat "expressway-facing" as a claim to test against the alignment and the exit, not a price justification.
Land units
The Revenue Code states its purchase limit in hectares (5.0586 ha), so ask for the area in hectares or square metres from the khatauni or sale deed before comparing two offers. Quotes in local units differ from village to village.
Canal-fed land
The CGWB profile (2004 resource estimate, 2007 monitoring) puts pre-monsoon water tables at 2 to 4 metres below ground in the canal-command blocks of Achalda, Airwakatra, Sahar, Bidhuna and Bhagya Nagar, with waterlogging risk near major canals (CGWB profile). Irrigated parcels near canals and unirrigated ravine edges are different products, even within one village.
Connectivity
How Auraiya connects — road, rail, air and expressways
Auraiya's likeliest buyers are in Kanpur and Lucknow, because the district lies between Etawah and Kanpur on the highway the district portal calls NH-2. Agra buyers use the expressways in the other direction. Journey times vary with traffic and road works.

🛣 Bundelkhand Expressway and the Agra–Lucknow question
The Bundelkhand Expressway (296 km, four lanes expandable to six) was inaugurated on 16 July 2022 and runs from Chitrakoot to near Kudrail in Etawah through seven districts including Auraiya (The Quint). UPEIDA lists Auraiya among the eight districts of the 302.222 km Agra–Lucknow Expressway, opened on 21 November 2016 (UPEIDA). No source we read places an interchange in Auraiya, so confirm the exit. Our Uttar Pradesh land-rules guide covers the buying rules.

Bundelkhand Expressway
A 296 km road from near Bharatkoop in Chitrakoot to near Kudrail in Etawah, inaugurated on 16 July 2022 through seven districts including Auraiya (The Quint). Within a week of opening, a stretch at Chiriya Salempur in Jalaun developed potholes about 1.5 feet deep after rain, and UPEIDA said it was repaired at once (Tribune, July 2022); that damage was in Jalaun, not Auraiya.
NTPC Auraiya and GAIL complex
A gas-based NTPC plant at Dibiyapur (652 MW across six units in the district portal's table) and the GAIL petrochemical complex at Pata are established employers for the district (district industry page).
Plastic City, Dibiyapur
UPSIDC describes the 274.45-acre Plastic City as being set up, and its page shows 108 industrial plots and 109 housing plots allotted and 224 industrial plots vacant (UPSIDC). The page gives no completion date, so confirm the status with UPSIDC.
Agra–Lucknow Expressway
UPEIDA lists Auraiya among the districts of the 302.222 km road, opened on 21 November 2016 (UPEIDA). Confirm which interchange, if any, serves the village you are considering.
Agriculture & terrain
Soil, water & terrain in Auraiya
Auraiya is Ganga–Yamuna doab farmland — wheat and rice on loamy and silty soils, with Yamuna and Chambal ravines in the south and some saline-sodic land.
🌾 Cropped area
An ICAR-CRIDA plan gives wheat on 102.893 thousand hectares, rice on 48.682, rapeseed-mustard on 13.770 and maize on 8.703 thousand hectares. Soils are deep loamy (28% of area), deep silty and slightly saline with strongly sodic patches (24%), and loamy soils with moderate salinity and sodicity (22%) (ICAR-CRIDA). The plan states no single data year, so ask the district agriculture office for current areas.
- Wheat
- Rice
- Mustard
💧 Water
Gross irrigated area is 190.640 thousand hectares, 50.5% from tube wells and 49.4% from canals (ICAR-CRIDA). The CGWB district profile, using a 31 March 2004 estimate, puts groundwater development at 57.44%, with Bidhuna the only semi-critical block at about 85.67% in its table and 88.67% in its text (CGWB profile). The CGWB 2024 state assessment lists Auraiya among districts with fluoride, nitrate and uranium above its limits (CGWB, December 2024). Normal rainfall is 752 mm in the ICAR plan and 807 mm in the CGWB profile.
⛰ Ravines and sodic soils
The CGWB profile names four soil types: Bhur (sandy), Matiyar (clayey), Dumat (loamy) and Pilia (lighter). Ravines are extensive in the south near the Yamuna and Chambal, and sodic soil has formed in several canal-fed blocks (CGWB profile). Soil tests and land classification matter more here than the village name.

- Sodic soil
🌾 Mandi price reference
Farm income per acre is modest next to what buyers pay for land, so price a parcel on its location, access and use. Wholesale mandi prices for the district's markets are published by the Agmarknet service of the Ministry of Agriculture; we did not open it for this page.

Why investors look at Auraiya
Three reasons this desk includes Auraiya, with an honest note that no price has been sourced yet.
Industrial base next to farmland
The district portal lists the NTPC plant and the GAIL petrochemical complex, and UPSIDC describes a Plastic City at Dibiyapur as being set up, giving Auraiya employers that most farmland districts lack. No source linked them to farmland prices.
Two expressways in the district lists
The 296 km Bundelkhand Expressway was inaugurated in July 2022 and passes through the district (The Quint), and the Agra–Lucknow Expressway also lists Auraiya (UPEIDA). No source places an interchange in the district, so test any expressway claim.
Irrigated farming
About half of irrigation comes from canals and half from tube wells, and wheat and rice dominate the cropped area (ICAR-CRIDA). Canal-fed parcels with sound soil may suit orchards or organic farming, though sodic and ravine patches need testing first.
Confirm ravine, industrial-zone and expressway status and the record classification directly — these are not certified by Farmland India's review.
STRAIGHT TALK
Risks & challenges in Auraiya
Read these before shortlisting in Auraiya specifically.
No price evidence
No registered-deed series or official or news per-acre figure was found. Insist on registered deeds for the same village before accepting any asking price.
Ravine and sodic land
Ravine land along the Yamuna and Chambal and patches of sodic soil can be hard to farm or reach. Commission a soil test and check classification.
Industrial exposure
Plants and a petrochemical complex bring pollution, acquisition and buffer-zone questions near Dibiyapur and Pata. Ask whether a parcel is inside an industrial development area.
Interchange not sourced
UPEIDA lists Auraiya on the Agra–Lucknow Expressway and the Bundelkhand Expressway also passes through, but no interchange inside the district was sourced. Confirm the exit before accepting an expressway-land claim.
Expressway quality
A stretch of the Bundelkhand Expressway in Jalaun developed potholes within a week of its July 2022 opening and was reported repaired (Tribune). Check repair history and current condition on the section you would use.
Groundwater and dated data
The CGWB district profile uses a 2004 estimate and shows Bidhuna semi-critical. Check current block status and test borewell depth on the parcel.
Ownership and ceiling rules
Section 89(2) of the Revenue Code bars a purchase that takes the buyer's total holding in the state above 5.0586 hectares (about 12.5 acres on our conversion). Check the khatauni history and the buyer's total holdings; the Scheduled Caste and Scheduled Tribe transfer rules on the state page also apply.
Who to contact
Local revenue & registration offices
Mutation and land-use declarations route through the SDM office of the relevant tehsil; the district portal names Auraiya and Bidhuna as the original tehsils and sources differ on the current list, so confirm which one holds your village. Sale-deed registration is handled by the local Sub-Registrar, and records and circle rates are on UP Bhulekh and IGRS UP, neither of which we opened for this page. Expressway questions go to UPEIDA, and any plotted scheme should be checked with UP RERA before payment. Ask whether a village falls inside an industrial or development-authority area, since that changes what can be built.
